Command 86 is a unit equipped with, managed and exploited many modern and specialized technical equipment with strict requirements on technical assurance. Therefore, the role of Standards-Measurement-Quality work is very important, having a key meaning in maintaining the accuracy and ensuring the quality of technical weapons and equipment, contributing to improving combat readiness.

Colonel Nguyen Hoang Ngoc Dung awarded a certificate of recognition of quality assessment capacity to the Center for Standards-Measurement-Quality of Command 86.

The Center for Standards-Measurement-Quality of Command 86 performs the function of inspection, appraisal, testing of quality and information security for systems, equipment for cyber warfare and information technology, operating since 2018. Over the years, the Center has affirmed its role and position with many achievements, contributing to the overall success of Command 86 and the Army.

The Center has been assessed and recognized for its testing capacity according to TCVN/QS 877:2014 Standard for the first time in 2019; has been recognized for its appraisal capacity according to National Standard TCVN ISO/IEC 17020:2012; has participated in performing quality appraisal tasks according to Circular No. 317/2017/TT-BQP dated December 31, 2017 of the Ministry of National Defense.

The development and preparation for the assessment and recognition of quality inspection facilities in accordance with the recognition standards of TCVN/QS 2250:2023 of the Center has demonstrated the attention and direction of the Head of Command 86 and the guidance of the competent authorities. The Center has been inspected and assessed by the Council for assessing the capacity of quality inspection facilities and has met the requirements. On April 4, 2025, the Director of the Department of Standards, Metrology and Quality issued Decision No. 667/QD-TDC recognizing the capacity of defense goods quality inspection for the Center with the management code QM-DL/GD in 3 inspection fields and certifying the inspection field for 14 officers and employees of the Center.

Speaking at the ceremony, Colonel Nguyen Hoang Ngoc Dung said: “The Center for Standards-Measurement-Quality under Command 86 is the 5th facility recognized for its quality assessment capacity in the entire army (4 facilities are 4 Centers under the Department of Standards-Measurement-Quality); it is the first facility to be assessed and recognized for its capacity to assess the quality of defense products according to Standard TCVN/QS 2250:2023.”

With its recognized capacity, Colonel Nguyen Hoang Ngoc Dung requested the Center to continue to strengthen its capacity, ensure compliance with standards in performing its duties, ensure independence, objectivity, and honesty in managing records, statistics, archiving, and publishing appraisal results; and strengthen training to improve professional qualifications for its staff, employees, and appraisers.
