Ho Chi Minh City Tax Department: Focusing resources to resolve land records as soon as possible

Speaking to Tuoi Tre Online late on September 21, Mr. Nguyen Tien Dung - Deputy Director of the Ho Chi Minh City Tax Department - said that immediately after the Ho Chi Minh City People's Committee issued document 5635 allowing the use of the current land price list to calculate taxes while waiting for the issuance of the new land price list, the Ho Chi Minh City Tax Department issued urgent instructions to tax branches in the area.

According to this direction, heads of tax branches must prioritize and focus resources to resolve as soon as possible land records received from August 1.

Starting tomorrow, the Ho Chi Minh City Tax Department and local tax branches will work on Saturdays and Sundays to quickly resolve outstanding land records.

At the same time, tax branches must report daily processing progress to the Land Management Department so that this department can summarize and report to the leaders of the Ho Chi Minh City Tax Department. Units and individuals who perform well will be encouraged and rewarded promptly.

Do not let trouble, harassment, or negativity arise

Notably, the Ho Chi Minh City Tax Department requires the heads of tax branches in the area to be responsible for organizing the processing of land records, not allowing any trouble, harassment, or negativity to arise.

Previously, as Tuoi Tre Online reported, after more than a month and a half of waiting, this afternoon, September 21, the Ho Chi Minh City People's Committee issued a document allowing the use of the current land price list to calculate taxes while waiting for the issuance of a new land price list.

This means that more than 8,800 pending tax records have been cleared.

This is the information that thousands of people have been waiting for all this time.

Specifically, in document 5635 on resolving financial obligations and land taxes in Ho Chi Minh City, the Ho Chi Minh City People's Committee said that it considered the report and proposal of the Ho Chi Minh City Tax Department in document No. 52 dated September 17 and the consensus at the meeting on the same day.

At the same time, based on the proposal of the Department of Natural Resources and Environment in Official Dispatch No. 9482 dated September 19, 2024, the Ho Chi Minh City People's Committee has submitted a document asking for the opinion of the Party Executive Committee on the policy to resolve the above content.

Implementing and implementing the consensus at the meeting of the Party Committee of the Ho Chi Minh City People's Committee on September 21, the Ho Chi Minh City People's Committee agreed that during the period when Ho Chi Minh City has not issued a new land price list, the Ho Chi Minh City People's Committee approved the use of the land price list issued under the 2013 Land Law (multiplied by the land price adjustment coefficient according to Decision 56/2023) as implemented before August 1 to resolve financial obligations and land taxes in the period from August 1 until the issuance of the new land price list.

The Ho Chi Minh City People's Committee assigned the Ho Chi Minh City Tax Department, according to its functions and tasks, to urgently coordinate with the Department of Natural Resources and Environment, the Department of Finance and related units to implement the settlement of outstanding land records arising from August 1.

From there, calculate financial obligations, taxes and other related legal regulations such as land use fees, land rent, personal income tax from real estate transfers and land revenues.

This document was sent to the heads of departments and agencies of Ho Chi Minh City and the Chairman of the People's Committee of Thu Duc City and districts this afternoon.

Previously, the Ho Chi Minh City Tax Department had sent three petitions to the Ho Chi Minh City People's Committee proposing solutions to remove obstacles. Most recently, on September 16, the Ho Chi Minh City Tax Department urgently requested the Ho Chi Minh City People's Committee to organize a meeting to resolve land records from August 1, 2024.

According to statistics from the Ho Chi Minh City Tax Department, from August 1 to August 27, this place received a total of 8,808 applications.

Of which, there are 346 records of land use fee collection in cases of land use right recognition, and 277 records of land use fee collection in cases of land use purpose change.

In addition, there are 5,448 personal income tax records from real estate transfers and 2,737 records in cases where no financial obligations arise.
