On September 17, 2024, the Chairman of Ninh Binh Provincial People's Committee issued Official Dispatch No. 25/CD-UBND on proactively responding to tropical depressions that are likely to strengthen into storms.

According to the bulletin of the National Center for Hydro-Meteorological Forecasting, this morning (September 17, 2024), the tropical depression crossed Ludong Island (Philippines) into the eastern sea of the northern East Sea; at 10:00 a.m. this morning, the center of the tropical depression was at about 16.9 degrees North latitude, 119.9 degrees East longitude, the strongest wind near the center of the storm was level 7, gusting to level 9.
The tropical depression is forecast to move west at a speed of 20 km/h towards the Hoang Sa archipelago and is likely to strengthen into a storm in the next 24 hours; the storm may directly affect the mainland of our country, causing strong gusts of wind and heavy rain in the Central Central and North Central regions in the coming days.
To proactively respond to the tropical depression that is likely to strengthen into a storm, the Chairman of the Provincial People's Committee requests heads of departments, branches, sectors, and organizations; members of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue, and Chairmen of District and City People's Committees to strictly implement Official Dispatch No. 97/CD-TTg dated September 17, 2024 of the Prime Minister and focus on implementing the following contents:
People's Committees of districts and cities regularly and continuously monitor and update information on developments of tropical depressions, storms, and floods to proactively direct and deploy response work appropriate to developments of natural disasters that may affect the scope of local management, including: Reviewing and perfecting response scenarios for tropical depressions, storms, floods, and landslides, focusing on ensuring safety of people's lives and minimizing property damage, and operating irrigation dams scientifically and safely.
Focus on reviewing works affected by storm No. 3 and floods after storm No. 3, and at the same time develop response plans to ensure they are appropriate to actual conditions.
Proactively arrange forces, materials, and means to be ready to respond to tropical depressions, storms, floods, and rescue when required.
The Chairman of the Provincial People's Committee requested the Provincial Border Guard Command to strictly manage vehicles going out to sea; organize counting and notify owners of vehicles and captains of ships and boats operating at sea of the location, direction of movement and developments of the tropical depression so that they can proactively avoid, escape or not move into dangerous areas.
The provincial Radio and Television Station and Ninh Binh Newspaper increased broadcasting time and reported on developments of tropical depressions; and provided guidance from authorities so that people could learn how to respond to natural disasters.
The Department of Agriculture and Rural Development closely monitors the development of tropical depressions and proactively urges localities to deploy response work appropriate to the development of natural disasters.
Departments, branches and sectors, according to their assigned functions and tasks, coordinate with localities to deploy storm and flood response work according to regulations.
Organize on-duty seriously and regularly report to the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue.
