The Standing Committee of Thanh Hoa Provincial Party Committee requested localities, agencies and units in the province to fly flags at half-mast and wear mourning ribbons at their headquarters, offices and public places; not to organize public entertainment activities from April 4, 2025 to April 5, 2025.

The Provincial Party Standing Committee requested localities, agencies and units in the province to fly flags at half-mast and have mourning ribbons at their headquarters and offices.

On April 3, 2025, Thanh Hoa Provincial Party Committee issued Official Dispatch No. 2167-CV/TU on the implementation of the national funeral ceremony for comrade Khamtay Siphandone, former Party Chairman and former President of the Lao PDR.

Official dispatch sent to departments, agencies, branches, the Vietnam Fatherland Front and provincial-level organizations; district, town, city Party Committees, and Party Committees directly under the Provincial Party Committee. According to the content of the dispatch, comrade Khamtay Siphandone, former Chairman of the Central Executive Committee of the Lao People's Revolutionary Party, former President of the Lao People's Democratic Republic, passed away at 10:30 a.m. on April 2, 2025, at the age of 101. To express condolences to comrade Khamtay Siphandone and based on the special relationship between Vietnam and Laos, the Central Executive Committee of the Communist Party of Vietnam, the National Assembly of the Socialist Republic of Vietnam, the President of the Socialist Republic of Vietnam, the Government of the Socialist Republic of Vietnam and the Central Committee of the Vietnam Fatherland Front decided to mourn comrade Khamtay Siphandone according to the National Mourning ceremony for 2 days (from April 4 to April 5, 2025).

In order to perform the State funeral ceremony for comrade Khamtay Siphandone, the Standing Committee of the Provincial Party Committee requests localities, agencies and units in the province to fly flags at half-mast and have mourning ribbons at their headquarters, offices and public places (in accordance with the provisions of Article 10, Decree No. 105/2012/ND-CP dated December 17, 2021 of the Government "On organizing funerals for cadres, civil servants and public employees"); not to organize public entertainment activities from April 4, 2025 to April 5, 2025.
