On August 7, in Hanoi, the Central Committee of the Vietnam Fatherland Front held a conference to provide social feedback on the draft Law on Thrift and Anti-Waste (replacement).

The Law on Practicing Thrift and Combating Wastefulness was passed by the 13th National Assembly at its 6th session and took effect on July 1, 2014. After 10 years of implementing the law, waste is still quite common, in many different forms, and has caused many consequences for development.

Therefore, the Government proposes to develop a draft Law on Thrift and Waste Prevention (replacement) to build a clear and effective legal framework on thrift and waste prevention, ensuring that organizations and individuals involved in the management and use of the country's resources are more aware of the role and importance of thrift and waste prevention, and truly participate responsibly in this work.

At the conference, Prof. Dr. Tran Ngoc Duong, Chairman of the Advisory Council for Democracy and Law (Central Committee of the Vietnam Fatherland Front) said that the draft Law on Thrift and Waste Prevention this time does not provide sufficient regulations and does not cover all areas that are likely to cause waste in practice. For example, some new, sensitive areas that are likely to cause waste have not been regulated, such as waste in digital transformation (spreading out investment in software, ineffective investment in infrastructure construction).

In addition, regulations on wasteful behavior have not fully covered behaviors such as waste in land planning and recovery; waste of resources in implementing national target programs; waste in using public financial budget; in organizing meetings...

Professor Tran Ngoc Duong suggested that it is necessary to review and ensure consistency between this law and related laws; develop a set of common criteria for evaluating the effectiveness of savings and waste prevention; and develop a mechanism for linking inspection and handling of violations among functional agencies in savings and waste prevention.

Receiving the opinions of delegates, Vice Chairman of the Central Committee of the Vietnam Fatherland Front Hoang Cong Thuy suggested that the drafting agency focus on assessing the level of institutionalization of the Party's viewpoints and the General Secretary 's direction on building a culture of thrift; making the practice of thrift and anti-waste become "voluntary", "daily food, water, clothes"; continuing to promote the fight against corruption, waste and negativity, considering it one of the fundamental solutions, contributing to building a culture of thrift.

“It is necessary to evaluate the provisions in the draft law on public supervision; ensure the supervisory role of the National Assembly, People's Council, Vietnam Fatherland Front, member organizations of Vietnam Fatherland Front at all levels and the people in saving and fighting waste. There is a mechanism to encourage organizations and individuals to participate in detecting and promptly providing information on wasteful behavior,” Mr. Hoang Cong Thuy stated.
