On the morning of August 9, comrade Nguyen Van Duoc, member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee, chaired a meeting on the socio -economic situation of Ho Chi Minh City in July; key tasks and solutions for August 2025.

Investor confidence is strengthened

Discussing at the meeting, Director of the Ho Chi Minh City Institute for Development Studies Truong Minh Huy Vu commented that the city's economic picture over the past 7 months has been relatively positive. This is reflected in many indicators and signs that have improved thanks to the removal of backlogged projects, the unblocking of capital flows, and the strengthening of confidence and excitement for the business community. However, there are some issues that the city needs to pay attention to, such as the ability to absorb capital, absorb policies, and absorb new projects.

The Ho Chi Minh City Institute for Development Studies has coordinated with units to review and identify many laws that have been adjusted related to the implementation of specific mechanisms and policies of the locality. The next issue to note is the policy absorption capacity of Ho Chi Minh City. Experts recommend closely monitoring and reviewing how these policies permeate down to the grassroots level, 168 wards, communes, and special zones.

In addition, in the current context, many investors will come to Ho Chi Minh City to learn and propose projects. The capital flow will come but will not last long if the city cannot promptly absorb the policies and requirements of investors... From there, the Director of the Ho Chi Minh City Institute for Development Studies proposed that it is necessary to unify the implementation of the viewpoint of "1 space - 3 areas - 1 special zone" that the city's leaders have thoroughly grasped. In addition, Ho Chi Minh City needs to have a directive on growth, assigning tasks to each industry, each unit, private enterprises, and state-owned enterprises. At the same time, focus on social security work from now until the end of the year to limit the impact of inflation, consumer price index, and calculate long-term social housing development programs.

Director of the Department of Finance Nguyen Cong Vinh said that the city is proactive, flexible, responds promptly and effectively to emerging issues, and is determined to achieve the GRDP growth target in 2025. Highlighting the past 7 months, the city has removed obstacles for 86 projects, with a total value of over 420,000 billion VND, and a total area of about 1,200 hectares. The city is focusing on accelerating key projects. At the same time, it is accelerating the disbursement of public investment capital, developing infrastructure, taking public investment as the leader, activating and attracting the effective use of social resources.

Have a policy for employees who quit their jobs

Concluding the meeting, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc emphasized that, in the context of intertwined advantages and challenges, the Ho Chi Minh City People's Committee has led the socio-economic development in the past 7 months, achieving many important and comprehensive achievements in all fields.

Specifically, foreign investment attraction reached nearly 6.2 billion USD, up 45.7% over the same period. Since the beginning of the year, city leaders and departments have welcomed many investors and large economic groups to seek investment opportunities in Ho Chi Minh City. This shows that the city's investment environment has very positive signals.

The Chairman of the Ho Chi Minh City People's Committee commented that the task for the last months of the year is very big for Ho Chi Minh City to strive for GRDP growth of 8.5%; along with that is to successfully organize the Party Congresses at all levels. Therefore, he requested departments, branches, sectors and localities to focus on effectively implementing the tasks and solutions that have been proposed.

In particular, focusing all resources to promote growth. Regarding the task of promoting the disbursement of public investment capital, the Chairman of the Ho Chi Minh City People's Committee requested to strengthen monitoring, urging, and shortening the time for handling procedures for public investment projects. Tighten discipline and order in disbursing public investment capital, resolutely and strictly handle cases of delay due to subjective reasons.

Currently, wards, communes and special economic zones are facing some difficulties in operating the two-level local government, especially the large workload and the lack of uniform human resources. The Chairman of the Ho Chi Minh City People's Committee requested the leaders of departments and branches to increase the dispatch of officials to support localities. He requested that the development of policies for officials, civil servants, public employees and workers who quit their jobs due to organizational restructuring must be completed and submitted to the Ho Chi Minh City People's Council for approval in August.
