On the afternoon of January 10, under the chairmanship of comrade Nguyen Doan Anh, member of the Party Central Committee, Secretary of the Provincial Party Committee, the meeting of the Provincial Party Committee Standing Committee was held to give opinions on the 2025 work program of the Provincial Party Committee Executive Committee, the Provincial Party Committee Standing Committee and a number of other important contents.

The 2025 working program of the Provincial Party Committee sets out 7 key tasks, including: Leading and directing the continued implementation and effective implementation of the Resolution of the 13th National Party Congress, the Resolution of the 19th Provincial Party Congress, Resolution No. 58-NQ/TW of the Politburo, Resolution No. 37/2021/QH15 of the National Assembly, Resolution No. 18-NQ/TU dated December 5, 2024 of the Provincial Party Committee on the directions and tasks for 2025 and the policies and resolutions issued by the Central and the Provincial Party Committee.

The leaders concretize the policies and resolutions of the Central Committee that will be issued in 2024 and issued in 2025, first of all Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo "On breakthroughs in science and technology development, innovation and national digital transformation".

Lead and direct the organization of timely reviews and summaries of resolutions, directives, conclusions and regulations of the Central Government and the Provincial Party Committee, especially directing the organization of reviews of 5 years of implementing Resolution No. 58-NQ/TW of the Politburo on building and developing Thanh Hoa province to 2030, with a vision to 2045.

Discuss and evaluate the socio-economic situation, national defense - security, Party building and political system of the province every quarter, 6 months and 2025; the situation of budget revenue, expenditure and development investment in 6 months and 2025; the situation of investment attraction and progress of implementation of major and key investment projects every quarter, 6 months and 2025; discuss and give opinions on measures to remove difficulties and obstacles, ensuring the successful implementation of the goals and tasks of 2025 according to Resolution 18-NQ/TU dated December 5, 2024 of the Provincial Party Committee.

Continue to lead and direct the promotion of Party building work in terms of politics, ideology, ethics and cadres; mass mobilization work, inspection and supervision work; anti-corruption, waste and negativity work; organizational and cadre work, focusing on arranging and perfecting the apparatus of the political system according to the direction and guidance of the Central Committee after summarizing Resolution No. 18-NQ/TW dated October 25, 2017 of the Party Central Committee (term XII).

Focus on directing the preparation and organization of district and commune-level Party Congresses according to Directive No. 35-CT/TW dated June 14, 2024 of the Politburo, discussing and approving draft documents to be submitted to the 20th Provincial Party Congress; implementing the steps of the preparation process and introducing personnel to be elected to the Provincial Party Executive Committee, the Provincial Party Standing Committee, the Inspection Committee, the Chairman of the Inspection Committee and key positions of the new term of the province.

Discuss and approve the amendment of the Working Regulations of the 19th Provincial Party Executive Committee; approve the Working Regulations, Work Program, Inspection and Supervision Program for the entire term, Action Program to implement the Resolution of the 20th Provincial Party Congress; and orient the development of the 5-year socio-economic development plan for the period 2026 - 2030.

Regarding the 2025 work program of the Provincial Party Standing Committee, 8 key tasks have been identified, including: Directing the preparation of good content of programs, reports, projects, draft resolutions, conclusions... to submit to the Provincial Party Executive Committee conference on issues under the authority according to the Work Program and Working Regulations of the Provincial Party Executive Committee.

Continue to lead, direct, inspect, urge and supervise the implementation and organization of the implementation of the Resolution of the 13th National Party Congress, the Resolution of the 19th Provincial Party Congress, resolutions, directives and conclusions of the Central Committee and the Provincial Party Committee; focus on leading and directing the implementation of Resolution No. 18-NQ/TU dated December 5, 2024 of the Provincial Party Executive Committee on the direction and tasks for 2025, striving to complete and exceed the set goals, targets and main tasks.

Lead the development, promulgation, supplementation and amendment of mechanisms and policies to encourage socio-economic development and investment in the province, ensuring that they are consistent with reality and with newly promulgated, supplemented and amended laws and legal documents of the State. Give opinions on planning and adjusting important planning; on investment policies for large and key projects in the province; on the use of support sources from the Central Government and domestic and foreign organizations, and sources of increased budget revenue.

Provide policies, orientations, and measures to implement national defense, security, and foreign affairs tasks, build a national defense for all people, a people's security posture, and build defense zones. Lead and direct crime prevention and control work; resolve complex issues in the province. Provide orientations for internal affairs, investigation, prosecution, court, judicial, judicial reform, fight against corruption, waste, and negativity; provide policies on handling serious and complicated cases and incidents according to regulations; direct the implementation of conclusions and recommendations of inspection and audit, focusing on overcoming limitations, shortcomings, and violations according to Conclusion No. 383/KL-TTCP dated October 23, 2024 of the Government Inspector General on the implementation of laws in planning and implementation of construction planning; land management and use; Construction investment management, law compliance for FLC Sam Son Golf Links project, FLC Sam Son eco-tourism urban area project.

Leading the concretization and implementation of policies and resolutions on Party building and political system building, focusing on directing the development of plans and projects to reorganize the apparatus of the political system "Refined - Compact - Strong - Effective - Efficient - Effective" according to the direction of the Central Committee after summarizing Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee. Giving opinions on the functions, tasks, powers, and organizational apparatus of agencies and units after the reorganization, assigning leaders and managers of agencies and units after the reorganization; directing the implementation of the arrangement and reorganization of cadres, civil servants and public employees associated with streamlining the payroll, attracting and using talented people in the spirit of the Central Committee's direction.

Focus on directing, guiding, inspecting, and urging the preparation and organization of Party Congresses at district and commune levels; giving opinions on the content of documents and approving personnel plans for Party Congresses under the Provincial Party Committee. Directing the organization of model congresses at commune and district levels to gain experience. Directing the organization of collecting opinions on draft documents submitted to the 14th National Party Congress. Giving opinions on draft documents submitted to the 20th Provincial Party Congress. Giving opinions on personnel, concluding on political standards for personnel to be nominated for election to the Provincial Party Executive Committee, the Provincial Party Standing Committee, the Inspection Committee, the Chairman of the Inspection Committee and key positions of the 20th term, directing the work of reception, celebration, service work..., ensuring the successful organization of the 20th Provincial Party Congress.

Directing the strengthening of inspection and supervision work; performing well the work of receiving citizens, handling complaints and denunciations, resolving reflections and recommendations of people and businesses, especially petitions and denunciations related to Congress personnel. Directing the implementation of political and ideological work well, creating high unity in awareness and action of cadres, party members and people in implementing the Party's guidelines and resolutions, the State's mechanisms and policies, and the political tasks of localities, agencies and units. Promoting emulation movements to welcome Party Congresses at all levels towards the 20th Provincial Party Congress. Inspecting and working with agencies, units and localities to grasp the situation and direct the resolution of difficulties and problems arising at the grassroots level.

Giving opinions on the working program of the Provincial Party Executive Committee and the Provincial Party Standing Committee, the Deputy Secretaries of the Provincial Party Committee and members of the Provincial Party Standing Committee basically agreed with the content of the program developed by the Provincial Party Standing Committee. They also gave specific opinions on each content to be implemented each month and each quarter and proposed additional implementation contents to be closer to the specific situation of the locality.

In his concluding remarks, Secretary of the Provincial Party Committee Nguyen Doan Anh basically agreed with the draft program and the comments of the Deputy Secretaries of the Provincial Party Committee and members of the Standing Committee of the Provincial Party Committee. At the same time, he pointed out that these are only basic issues that need to be carefully reviewed to adjust, supplement and perfect for promulgation, creating an important legal basis for the activities of the Executive Committee and the Standing Committee of the Provincial Party Committee in 2025, well meeting the requirements and common tasks of the province. The contents of the work program must ensure the correct authority, regulations and working regulations of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee.

At the conference, the Provincial Party Standing Committee also gave opinions on the submission on amending and supplementing Conclusion No. 2626-KL/TU dated January 15, 2024 of the Provincial Party Standing Committee on criteria for determining important programs and projects that need to consult the Provincial Party Standing Committee before deciding and approving investment policies; Draft 3 of the political report submitted to the 20th Provincial Party Congress.
