Education policy from May: Which students will be given 15 kg of rice/month?

In May, two new education policies took effect, related to university admissions and children and students in ethnic minority and mountainous areas, especially disadvantaged communes in coastal and island areas.

One of the two educational policies that took effect in May is Decree No. 66 of the Government, which stipulates policies for nursery children, students, and trainees in ethnic minority and mountainous areas, especially disadvantaged communes in coastal and island areas, and educational institutions with nursery children and students enjoying policies.

Students in ethnic minority and mountainous areas will enjoy support policies under new regulations effective from May 1.

Accordingly, kindergarten children, students of general education institutions, students of preparatory schools, students of continuing education institutions in ethnic minority and mountainous areas, especially disadvantaged communes in coastal and island areas will enjoy policies such as support for food, housing, rice, transportation, and scholarships with levels specified in detail compared to Joint Circular 109 of 2009 and Decree 116 of 2016.

Specifically, children in boarding kindergartens are supported with 360,000 VND per month for lunch. Boarding students and trainees are supported with 936,000 VND per month, in addition to 360,000 VND per month for housing if they provide their own accommodation and 15 kg of rice per month.

For ethnic minority boarding students and university preparatory students, in addition to the scholarship of 80% of the basic salary/month, if achieving the title of “excellent student”, they will be awarded 800,000 VND/student, “good student” will be awarded 600,000 VND/student. This Decree has removed the regulation that good students are awarded 400,000 VND/student.

In addition, a one-time in-kind grant of blankets, mosquito nets and other personal items is provided at a cost of VND 1,080,000/student; each school year, students are provided with 2 sets of uniforms and school supplies including notebooks, paper, pens and other learning tools at a cost of VND 1,080,000/student.

Students are also supported with transportation costs twice during the Lunar New Year and summer holidays (both round trip) at the regular fare of public transport. In addition, each student is also supported with 15 kg of rice per month.

Candidates for direct admission must also register their wishes on the system.

Circular No. 06 amending and supplementing a number of articles of the Regulations on University and College Admissions for Preschool Education in 2022, effective on May 5, has many changes compared to the old regulations.

In addition to eliminating early admission, admission based on transcripts must be based on the results of the entire 12th grade year, schools must publicize the rules for converting admission scores, and there is no limit on the number of admission combinations, this circular also amends the regulations on direct admission.

Accordingly, the training institution organizes direct admission for qualified candidates, announces and posts the list of qualified candidates (except for high school graduation requirements) to the system to process their wishes along with other admission methods according to the general plan, completed before candidates register for admission on the system.

Candidates who have been admitted to a training institution according to the direct admission plan must register their wishes on the system according to the general plan of the Ministry of Education and Training to choose the program, major, or group of majors they have been admitted to at a training institution or register for another admission wish.

Candidates who are admitted directly must confirm their admission according to the general plan and cannot confirm their admission early as prescribed in the 2022 circular. Training institutions are not allowed to ask candidates to commit to enrolling or confirm their admission earlier than the general plan.
