Teaching hour norms for teachers are stipulated in Circular No. 05/2025/TT-BGDDT regulating the working regime for teachers teaching at general education institutions and university preparatory schools issued by the Ministry of Education and Training on March 7, 2025, effective from April 22, 2025.

1. The teaching period norm is the total number of theoretical (or practical) periods of direct teaching (or online teaching) that each teacher must perform in 1 school year.

2. The standard number of teaching hours in a school year is determined as follows:

In which, the number of teaching weeks is the number of weeks teaching educational content in the educational program (excluding the number of reserve weeks).

3. Average teaching hours per week:

a) Primary school teachers have 23 periods, middle school teachers have 19 periods, high school teachers have 17 periods;

b) Teachers of primary ethnic boarding schools have 21 periods, teachers of secondary ethnic boarding schools have 17 periods, teachers of secondary ethnic boarding schools have 17 periods, teachers of secondary ethnic boarding schools have 15 periods;

In addition to teaching according to the above prescribed teaching period norms, teachers of ethnic minority boarding schools and ethnic minority boarding schools also participate in performing other tasks of ethnic minority boarding schools and ethnic minority boarding schools, including student management, tutoring, student development and organizing special educational activities of ethnic minority boarding schools and ethnic minority boarding schools as assigned by the principal to ensure the general operation of the school;

c) Teachers in schools and classes for the disabled: 21 periods for primary school, 17 periods for middle school, 15 periods for high school;

d) College preparatory school teachers: 12 periods;

d) Teachers working as General Managers of the Ho Chi Minh Young Pioneers Team are 2 periods for primary schools with 28 classes or more in regions 2 and 3, 19 classes or more in region 1; 8 periods for the remaining primary schools.

The basis for dividing regions is implemented according to the provisions of Circular No. 20/2023/TT-BGDDT dated October 30, 2023 of the Minister of Education and Training guiding on job positions and quotas for the number of people working in public general education institutions and specialized schools;

e) Teachers working as General Managers of the Ho Chi Minh Young Pioneers Team: 2 periods for junior high schools with 28 classes or more in regions 2 and 3, 19 classes or more in region 1; 6 periods for the remaining junior high schools;

g) Teachers working as General Managers of the Ho Chi Minh Young Pioneers Team are 2 periods for general schools with many levels of education with a total of 28 primary and secondary classes or more in regions 2 and 3, 19 classes or more in region 1; 6 periods for general high schools with the remaining levels of education.
