Many outstanding results in association work and women's movement

8:10 a.m.: After the announcement of the reason, introduction of delegates, approval of the program and regulations of the conference, Standing Deputy Secretary of the Provincial Party Committee Le Van Hieu briefly reported on the results of activities of the Women's Union at all levels and the women's movement in the province in the period of 2020-2025, directions, tasks and solutions in the coming time.

In recent years, under the leadership and direction of the Central Committee of the Vietnam Women's Union and the Hai Duong Provincial Party Committee, the work of the union and the women's movement in Hai Duong province have had many innovations, gone into depth, focused activities, bringing practical results.

By the end of 2024, the whole province will have 409,097 women members, reaching 79.5% of women aged 18 and over. Hai Duong women have a spirit of solidarity, mutual love, always promoting the good qualities of Vietnamese women in the new era "Confidence - Self-respect - Loyalty - Responsibility".

The work of the Women's Union and the women's movement in the province has received attention, leadership and direction from the Party Committees and authorities at all levels. The position of women in the family and society has been increasingly affirmed and enhanced.

The Women's Union at all levels in the province has been increasingly consolidated and developed, making important contributions to the locality in implementing socio-economic development programs, ensuring national defense and security, and achieving the goals of gender equality and women's advancement.

Over the past years, the work of the association and the women's movement have achieved many outstanding results. From 2021 to now, 1,266 collectives and 7,698 outstanding individuals in various fields have been commended by the Association at all levels and proposed to be commended by all levels and sectors in the emulation movement "Building Hai Duong women to be confident, compassionate, dynamic, creative, and have aspirations for development". The whole province currently has 329 models of "Building families of 5 yes, 3 clean".

The Women's Union at all levels has effectively carried out three key tasks. These are to support women in their comprehensive development, to build prosperous, happy, progressive and civilized Vietnamese families. Responding to the proposal of delegate Khanh, Ms. Tran Thi Huong, Director of Social Insurance Region XII, said that the old Law on Social Insurance did not stipulate maternity benefits in the voluntary social insurance policy. The Law on Social Insurance 2024, which will take effect from July 1, has added this policy. Accordingly, voluntary social insurance participants who meet the prescribed conditions are entitled to maternity benefits of VND 2 million for each newborn child. The subsidy is guaranteed by the state budget, and employees do not have to pay more than the current regulations.

Adding maternity benefits to the voluntary social insurance policy paid by the state budget without taking from the participants' contributions is a flexible policy, increasing attractiveness to expand the coverage of social insurance participants.

Regarding the proposal that voluntary social insurance participants should also enjoy the same policies as those participating in compulsory social insurance, Ms. Huong said that the social insurance agency will accept it. In the coming time, it will coordinate with state management agencies to submit to competent authorities for consideration and amendment.

Concerns about divorce becoming more common among young people

However, divorce is mostly due to lack of skills in organizing family life, behavior between husband and wife, between parents and children, between family members...
Based on the above reality, in the state management of family, the province always focuses on and pays attention to the work of educating family ethics and lifestyle through the implementation of action plans and programs.

Middle-aged women have difficulty finding jobs

Regarding the issue of employment for middle-aged women, delegate Ngo Thuy Dung, Chairwoman of the Women's Union of Tu Minh Ward (Hai Duong City) expressed her opinion that currently in localities where agricultural land is being reclaimed for socio-economic development projects, middle-aged women find it difficult to find alternative jobs. The reason is that businesses do not recruit middle-aged people.

Delegates suggested that the province have a plan to help middle-aged women find more suitable jobs, such as supporting the development of small business models or cooperatives.

Regarding ensuring benefits for cadres after the merger, delegate Nguyen Thi Hoa, Vice President of the Women's Union of Cam Viet commune (Thanh Ha) expressed her agreement with the policy of merging commune-level administrative units.

However, delegate Hoa expressed concern that after the merger, the redundant staff, especially those holding the position of deputy head of socio-political organizations, will face difficulties in finding work positions. She requested that provincial leaders pay attention to and create conditions to ensure the rights of staff in general, including female staff.

Associations, establishments, and individual workers can contact the Employment Service Center - Vocational Education to connect labor supply and demand, and introduce jobs at businesses and production and business establishments in the province.

Regarding the policy of supporting people whose land is recovered, the Government and the Provincial People's Committee have issued decisions regulating the mechanism and policies for job creation and vocational training for people whose land is recovered.

The Department of Labor, War Invalids and Social Affairs (now merged with the Department of Home Affairs) has issued an official dispatch on the implementation of the province's decisions, clearly stating the contents of coordination with relevant agencies and units. Localities will synthesize the needs for job search, vocational training, loan support and job referrals. In addition, workers can register to participate in elementary vocational training courses, under 3 months, to change careers and participate in the labor market according to the support policy in Resolution 35/2024/NQ-HDND dated December 11, 2024 of the Provincial People's Council.

Regarding the policy for cadres after the merger of delegate Hoa, the Director of the Department of Home Affairs said that the arrangement of redundant non-professional staff will be carried out according to regulations and the direction and guidance of the Central Government.

On April 15, 2025, the Steering Committee for the arrangement of administrative units at all levels and the establishment of two-level local governments issued Official Dispatch No. 03/CV-BCĐ guiding a number of tasks for the arrangement of administrative units and the organization of two-level local governments.

Accordingly, the current use of non-professional workers at the commune level will end from August 1, 2025. Local authorities will be assigned to consider and arrange non-professional workers at the commune level who meet the requirements of the task to participate in work in villages and residential groups. Policies and regimes will be implemented for cases where work is not arranged according to regulations.

Hai Duong will start construction on 9 social housing projects with nearly 7,000 apartments.

Hai Duong Provincial People's Council issued Resolution No. 03/2021/NQ-HDND dated June 30, 2021 to expand the social protection beneficiaries in the province, including children under 16 years old who are orphans of one parent and the remaining parent is receiving social assistance policies for social protection beneficiaries in the community, unable to raise them. The province's support policy for these beneficiaries is higher, broader, and more superior than the regulations of the Central Government. According to delegate Hoe, Hoang Hoa Tham is a mountainous commune, a remote area of ​​Chi Linh City. People mainly do agriculture, intensive farming on the fields. Most intensive farming is small-scale, so to expand production and develop other service industries, a lot of capital is needed.

Facing the proposal of Hoe, Mr. Hoang Lien Son, Director of the Provincial Bank for Social Policies, said that in recent years, the Provincial Party Committee, People's Council and People's Committee have always paid attention and transferred the local budget to the provincial Social Policy Bank branch to supplement the capital for poor households and other policy beneficiaries in the area.

Up to now, the budget capital of Hai Duong province has reached over 542 billion dong.
