Hai Phong merged the Department of Planning and Investment and the Department of Finance to form the Department of Finance; merged the Department of Transport and the Department of Construction to form the Department of Construction; merged the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development to form the Department of Agriculture and Environment; merged the Department of Information and Communications and the Department of Science and Technology to form the Department of Science and Technology; merged the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs to form the Department of Home Affairs; merged the Department of Culture and Sports and the Department of Tourism to form the Department of Culture, Sports and Tourism.

Accordingly, the conference announced and handed over the Decision on the transfer and appointment of officials in a number of agencies and units. Mr. Pham Ngoc Duong, Director of the Department of Home Affairs, will hold the position of Director of the Department of Home Affairs after the merger. Mr. Nguyen Ngoc Tu, Director of the Department of Planning and Investment, will hold the position of Director of the Department of Finance after the merger. Mr. Nguyen Thanh Hung, Director of the Department of Construction, will hold the position of Director of the Department of Construction after the merger.

Mr. Nguyen Cao Lan, Director of the Department of Labor, War Invalids and Social Affairs, will be appointed as Director of the Department of Science and Technology. Ms. Tran Thi Hoang Mai, Director of the Department of Culture and Sports, will be appointed as Director of the Department of Culture, Sports and Tourism after the merger. Mr. Duong Dinh On, Director of the Department of Natural Resources and Environment, will be appointed as Director of the Department of Agriculture and Environment after the merger.

The conference announced the Decision of the Chairman of the City People's Committee on the transfer and appointment of Mr. Vu Duy Tung, Director of the Department of Transport to the position of Chief Inspector of the City; transfer and appointment of Mr. Le Ngoc Lan, Vice Chairman of the People's Committee of Vinh Bao District to the position of Deputy Director of the Department of Industry and Trade; Mr. Dinh Minh Tuan, Deputy Director of the Department of Labor - Invalids and Social Affairs to the position of Deputy Director of the Department of Education and Training. Mr. Dao Phu Thuy Duong, Secretary of the Party Committee of Hai Phong Economic Zone to the position of Deputy Head of the Hai Phong Economic Zone Management Board.

In addition, the conference announced the Decisions of the Standing Committee of the City Party Committee on merging the City Party Committee's Propaganda Department and the City Party Committee's Mass Mobilization Department into the City Party Committee's Propaganda and Mass Mobilization Department; merging Hai Phong Newspaper and Hai Phong Radio and Television Station into the City Press and Communication Center.

At the conference, the city leaders announced the Decision on early retirement and presented gratitude symbols to 43 officials under the management of the Standing Committee of the City Party Committee.
