Looking back at the vibrant and active journey of activities since the beginning of the term, the Quang Nam Provincial National Assembly Delegation has created a mark of responsibility. From sincere and straightforward recommendations, especially the need to reform and reorganize the apparatus in a streamlined manner, drastically cut down on intermediary steps and strengthen the grassroots level of communes/wards; monitor hot issues... to grasp and closely follow the resolution of voters' thoughts and aspirations to truly be a bridge between the people and the National Assembly.

Face the urgency

In the context that the whole country is resolutely carrying out a revolution in streamlining the apparatus, arranging administrative units at the provincial and communal levels, cutting out intermediate steps that cause trouble for people and businesses, Deputy Head of the National Assembly Delegation of Quang Nam Province Duong Van Phuoc recalled that, right from the beginning of the term, at the First Session of the 15th National Assembly in July 2021, speaking at the parliament, he raised the hottest issue at that time: streamlining the apparatus and fighting waste.

“We have mentioned this issue since 4 years ago. Actually, reforming and rearranging the state apparatus is not a new issue, it has been raised and studied in every term but the results have not been as expected. Therefore, the Party's policy on streamlining and rearranging the promulgated apparatus has been agreed and supported by voters, agencies and the National Assembly; at the same time, it has been organized and implemented quickly and effectively. The new streamlining of the apparatus is to focus resources on implementing development investment; reduce regular expenditures, increase investment expenditures”, emphasized National Assembly Deputy Duong Van Phuoc.

Looking back at the speech of National Assembly Deputy Duong Van Phuoc at the beginning of his term 4 years ago, there is a passage: We are sitting here, everyone knows that the state apparatus is still cumbersome, so it is necessary to innovate the state apparatus in the direction of modernity, streamlining, effectiveness, efficiency, but in principle, the political system must be stabilized. In my opinion, we should focus on drastically cutting down the intermediary stage (provincial and district levels), reviewing, arranging, and streamlining the internal organization of ministries and branches at the Central level and strengthening the grassroots level (commune and ward levels). Because now, thanks to the accelerated application of the 4.0 Industrial Revolution, most of the information, guidelines, and policies of the Party and State from the Central level can be transferred directly to the grassroots level in a short time for implementation without going through intermediaries.

However, this is a big and sensitive task. The Party, the National Assembly and the Government need to focus on directing and developing a scientific research project, carefully based on summarizing practical results. The Party, the State and the Front propose to organize a pilot, test and supplement theories, in order to perfect the political system, organize the state apparatus in a streamlined manner, reduce the pressure on regular expenditures, and increase the proportion of development investment expenditures. In addition, it is necessary to promote the conversion of some public services to public service units and the private sector if qualified, in order to reduce pressure on the state apparatus and increase the capacity and quality of service to the people.

Hot monitoring - persistent recommendations

Promoting its role and responsibility, in recent years, in addition to the monitoring programs of the National Assembly and the National Assembly Standing Committee, based on the actual situation in the locality, the National Assembly Delegation of Quang Nam province has organized many monitoring programs and surveys on "hot" issues of concern to voters and people.

Typically, in 2024, when there is a shortage of sand, gravel, and common construction materials, there are still many shortcomings in state management of minerals, affecting construction activities in the area, directly affecting the progress of disbursement of public investment capital. The provincial National Assembly delegation decided to select the topic "Implementation of policies and laws on mineral exploitation management in the province in the period of 2017 - 2023" for supervision. This is a "hot - difficult - complicated" content and is causing much outrage in public opinion.

Through monitoring, the Delegation pointed out the limitations and shortcomings in the implementation of policies and laws on mineral management and exploitation and made many recommendations and proposals. In particular, it recommended the early promulgation of a new law to replace the 2010 Mineral Law, which has many contents that no longer meet practical requirements. At the same time, it is necessary to promote decentralization, decentralization, administrative reform, simplify procedures, and make information transparent in state management of mineral resources, especially minerals used as common construction materials, small-scale, and salvaged minerals; increase the level of environmental protection and restoration deposits; continue to review and add areas with mineral reserves to the exploration and exploitation planning, etc. These issues were discussed, debated, and questioned by the provincial National Assembly deputies at the 7th and 8th Sessions of the 15th National Assembly, directly contributing to the completion and approval of the draft Law on Geology and Minerals.

Deputy Head of the National Assembly Delegation of Quang Nam Province, Duong Van Phuoc, said: At the National Assembly sessions, the National Assembly Delegation of Quang Nam Province always has many opinions to build laws and perfect policies. In particular, they persistently propose urgent issues from practice for the common development of the country as well as the locality.

As at the Eighth Session, the Government submitted to the National Assembly the national marine spatial planning for the period 2021 - 2030, with a vision to 2050, with many extremely important development orientations. However, through the review, Quang Nam's marine space has been almost not mentioned, which will directly affect the development of the province. The provincial National Assembly delegation actively discussed, persistently proposed, and issued a document recommending the addition of Cu Lao Cham and Chu Lai Open Economic Zone to the planning. The goal is to continue to strengthen national defense and security, combine marine economic development with biodiversity conservation and tourism development; and form key coastal industrial centers for the region and the whole country. With this perseverance, Cu Lao Cham and Chu Lai Open Economic Zone were added to the resolution on national marine spatial planning, approved by the National Assembly.

With a high sense of responsibility towards voters and the people, the provincial National Assembly deputies have made efforts to stay close to the grassroots through activities of meeting voters, supervising, receiving citizens, handling complaints and denunciations, etc. In order to participate in discussions, make responsible, correct and accurate statements on issues of concern to voters and the people; contribute quality opinions to legislative activities, supreme supervision, and decide on important issues of the country. Looking back on a journey of efforts and responsibilities, the National Assembly deputies have clearly expressed their views and opinions when participating in discussions and voting on issues within their duties, powers and responsibilities - Deputy Chief of Office of the National Assembly Delegation and People's Council of Quang Nam province Le Nho Tuan informed.

It can be seen that, with the spirit of "for the people, for the country", the National Assembly Delegation of Quang Nam province has been creating strong beats for the reform flow - from the parliament to life. Each frank proposal, each practical supervision, each voice for the common good - are small, solid bricks, contributing to building an administration close to the people, creating development.
