On the morning of April 28, at the Eastern Cultural Center, the Hai Duong Provincial People's Council held its 30th session, passing 15 important resolutions.

Comrades: Le Van Hieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Thi Ngoc Bich, Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Council chaired the meeting.

Attending the meeting were comrades: Tran Duc Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee; Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee, leaders of provincial departments and branches.

Open-minded, accepting people's opinions on the arrangement plan

Speaking at the closing session, Chairman of the Provincial People's Council Le Van Hieu affirmed that the resolutions passed at the session are an important basis for implementing the Central's directives, requirements and tasks on reorganizing the apparatus, administrative units, socio-economic development, and strengthening national defense and security in 2025 and the following years.

In particular, 2 resolutions on the policy of merging Hai Duong province and Hai Phong city, and rearranging administrative units at the commune level in Hai Duong province in 2025 were discussed, agreed upon, and unanimously approved by the Provincial People's Council. These are 2 resolutions of important historical significance.

Comrade Le Van Hieu assessed that the plan to arrange administrative units had considered and based on criteria on area, population, socio-economic conditions and cultural identity of each locality, ensuring the legitimate rights of the people, listening to and accepting the people's opinions.

The Provincial Party Standing Committee has directed research and selection of new commune and ward names based on historical and cultural values ​​instead of the old district-level naming scheme with serial numbers.

The arrangement of commune-level administrative units and the consolidation of provincial-level units will expand development space and effectively exploit resources for socio-economic development. At the same time, it will contribute to building a streamlined, strong, efficient, effective, and close-to-the-people political system.

Earlier, in his opening speech, comrade Le Van Hieu said that during the consultation process, the majority of voters agreed and highly agreed with the arrangement plan. However, many voters were still concerned about naming new communes and wards after districts, cities and towns with serial numbers.

Receiving opinions, the Standing Committee of the Provincial Party Committee directed research and selection of new commune and ward names associated with long-standing places and famous people, in accordance with traditional, historical and cultural factors of the locality and received the consensus and support of the people.

Effective implementation of administrative unit arrangement

Assessing the elaborate and methodical construction and completion of the administrative unit arrangement project, the Chairman of the Provincial People's Council, on behalf of the Provincial People's Council, acknowledged and requested the Provincial People's Committee, all levels and sectors to urgently implement the resolutions approved by the Provincial People's Council in a strict and synchronous manner.

In particular, continuing to promote propaganda and mobilization work, creating high consensus among the people and doing a good job of political and ideological work for the team of cadres, party members, civil servants and public employees to arrange administrative units, streamline the apparatus to truly be a streamlined and effective revolution, ensuring that the merger and consolidation process takes place smoothly, without affecting state management activities and people's lives.
