The year 2025 is determined to be the year Binh Dinh accelerates, breaks through, focuses on removing difficulties, overcoming challenges to successfully implement the goals and targets of the resolution for 2025 and the entire 2020-2025 term. This will be a solid foundation and strong motivation for Binh Dinh and the whole country to enter a new era of development - the era of strong growth of the Vietnamese people.

According to the People's Committee of Binh Dinh province, this year the locality has disbursed VND8,800 billion, exceeding 12% of the plan assigned by the Prime Minister and reaching 98.5% of the plan approved by the Provincial People's Council. Thanks to that, Binh Dinh has risen to be in the group of 5 localities with the highest disbursement of public investment capital in the country. The Binh Dinh Provincial Traffic Project Management Board is the unit assigned the largest total capital plan with more than VND1,764 billion. From the beginning of the year, the unit has proactively developed a detailed plan on construction progress and disbursement for each project, and at the same time required contractors to commit to implementing on schedule. The completed workload is quickly settled by the Board, creating motivation for contractors to promote their capacity and complete the bidding packages soon. At the project connecting Highway 638 to Highway 639 in Phu My district, the construction volume has reached more than 75% of the package value, expected to be completed in December. Mr. Luu Nhat Phong, Director of the Provincial Traffic Project Management Board, said that in the past time, the unit has focused on directing and having many solutions to improve the quality of works at projects invested by the Board and has achieved certain results. To date, the unit has disbursed nearly VND 1,289 billion, reaching nearly 83% of this year's capital plan. "We will complete the disbursement of all remaining capital in the last month of the year," said Mr. Phong.

Similarly, other management boards such as the Management Board of Agricultural and Rural Development Projects, Civil and Industrial Projects, and Economic Zones all achieved high disbursement rates of 82-98%. At the district level, localities such as Quy Nhon city, Hoai Nhon town, Phu My and Vinh Thanh also achieved disbursement rates from over 81% to nearly 98% of the total capital allocated by the province, contributing to improving the disbursement rate of investment capital of the province. Mr. Le Hoang Nghi, Director of the Department of Planning and Investment of Binh Dinh province, said that the province is urging investors to speed up payment of completed volume and flexibly regulate capital. At the same time, it is determined to transfer capital from slow-progressing projects to projects with good construction volume. Along with that, the Department of Finance also actively supports investors to enter estimates on the budget management system, ensuring capital sources for payment and settlement of public investment capital. "We prioritize the allocation of funds for compensation, site clearance, advance payment and payment for completed projects and works according to the capital plan arranged by the Provincial People's Committee, in order to create favorable conditions for the projects to continue to be implemented smoothly," said Mr. Nguyen Thanh Hai, Director of Binh Dinh Department of Finance. With drastic solutions, synchronous and effective implementation, Binh Dinh not only ensures disbursement progress but also has the ability to exceed the plan, affirming its leading position in the country in public investment.

Chairman of Binh Dinh Provincial People's Committee, Mr. Pham Anh Tuan assessed that in 2024, the domestic economy will recover clearly, but there will still be many difficulties and challenges. However, closely following the direction of the Government and the Prime Minister, the leaders of the Provincial Party Committee, People's Council, and Provincial People's Committee have directed and implemented drastic and synchronous solutions with the spirit of "setting an example, discipline, focus, and breakthrough" of the entire political system... Thanks to that, the socio-economic situation continues to achieve comprehensive results in most areas. Gross regional domestic product (GRDP) increased by 7.78% (the plan for 2024 is to increase by 7.5-8%); ranked 26th out of 63 localities nationwide, 6th out of 14 localities in the North Central and Central Coast regions and 2nd out of 5 localities in the Central Central sub-region. The province's GRDP scale is equivalent to 5.3 billion USD (contributing 1.13% compared to the whole country), ranking 25th/63 localities nationwide, 5th/14 localities in the North Central and Central Coast regions and 3rd/5 localities in the Central Central sub-region.

The total state budget revenue in the province this year reached VND 15,615 billion, exceeding 7.8% of the estimate assigned by the Provincial People's Council and increasing by 23.2% over the same period. This shows that Binh Dinh's economic structure continues to shift in a positive direction. In particular, the province always pays special attention to investment promotion and attraction. This is demonstrated by concrete actions when Binh Dinh provincial leaders proactively seek, connect, interact and knock on the door to invite potential domestic and international investors. During the year, the province organized conferences to promote and call for investment, especially the Binh Dinh Investment Promotion Conference 2024 with more than 1,000 delegates attending. Notably, at this conference, for the first time, there was the participation of many of the world's leading billionaires, large corporations, domestic and foreign investors. At the same time, we welcomed and worked with many organizations, businesses and partners to survey, learn and register for investment. The province organized promotion delegations to countries such as Germany, France, the Netherlands, Japan, Thailand, etc. Thanks to that, investment attraction activities achieved positive results with 66 investment projects, total registered capital of nearly 14,500 billion VND, including 62 domestic investment projects and 4 FDI projects.

During the year, the province attracted 4 foreign direct investment (FDI) projects. Up to now, the province has 93 FDI projects with a total registered capital of over 1.36 billion USD. Of which, 49 projects are outside economic zones, industrial parks and industrial clusters, with a total registered capital of nearly 253 million USD; 44 projects are in economic zones, industrial parks and industrial clusters, with a total registered capital of 1.11 billion USD. FDI projects in the province contribute to creating jobs for local workers and attracting technology and high-quality labor force to work in the province. In particular, FDI investors highly appreciate Binh Dinh's open investment policy, human resources and guaranteed infrastructure, always expressing confidence in continuing to accompany the locality for a long time.

Also in the year, Binh Dinh emerged as a pioneering locality in the country in organizing many national and international events and sports. Thereby, contributing to promoting the potential of tourism, culture, sports, and strongly promoting the image of Binh Dinh to the world. Successfully organized the Teqball World Cup in 2024; conference to promote investment, develop trade, and tourism with Indian partners; Meeting with Thai businesses in Binh Dinh... The GRDP growth target in 2025 is set at 7.6-8.5%, striving to reach over 8.5%. Accordingly, all levels and sectors need to thoroughly grasp and review the goals and solutions; clearly identify the key tasks that need to be focused on to ensure the completion of the 2025 resolution targets, as well as the Resolution of the 20th Provincial Party Congress, term 2020-2025. "Each department, branch, sector and locality must develop a specific, unified and consistent implementation plan from the provincial to the district level and clearly orient to the communal level; focus on reviewing and proposing key breakthrough tasks, creating room for the "transformation" of Binh Dinh province in the next phase according to the approved provincial planning", Mr. Pham Anh Tuan further emphasized. The Chairman of the People's Committee of Binh Dinh province requested that the heads of agencies, units and localities must demonstrate their responsibility to set an example, play a leading role, be proactive, creative, innovative, dare to think, dare to do, dare to take responsibility. Along with that, the province will effectively solve 3 breakthroughs: creating strong changes in the investment environment, improving competitiveness; training, improving the quality of human resources, attracting high-quality workers; building and perfecting a synchronous and modern infrastructure system, especially transport infrastructure. With the established strategies, Binh Dinh will continue to actively and proactively integrate deeply into the international community, expand cooperative relations, and attract investment in various fields.
