On March 26, 2025, Vietnam Social Security issued Official Dispatch No. 168/BHXH-QLT, guiding regional social security agencies; social security agencies of provinces and centrally run cities on the use of health insurance card blanks.

Accordingly, pursuant to the provisions of Article 4 of Decree No. 29/2025/ND-CP dated February 24, 2025 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Finance, "The Minister of Finance is responsible for organizing and arranging for the Tax Department, Customs Department, State Reserve Department, Statistics Department, State Treasury, State Securities Commission, and Vietnam Social Security to operate under the new model within a maximum period of 03 months from the effective date of this Decree"; Clause 2, Article 5 of Decision No. 391/QD-BTC dated February 26, 2025 of the Ministry of Finance (effective from March 1, 2025) stipulates the functions, tasks, powers and organizational structure of Vietnam Social Security under the Ministry of Finance. "The Director of Vietnam Social Security is responsible for organizing and arranging for units under and directly under Vietnam Social Security to operate under the new model within a maximum period of 03 months from the effective date of this Decision".

To ensure the rights of health insurance participants during the time of organizing and arranging units to operate under the new model and implementing savings and anti-waste, the Social Insurance of regions and Social Insurance of provinces and cities will continue to use the old health insurance card blanks until May 31, 2025.

From June 1, 2025, for cases of requesting to reissue or exchange health insurance cards, social insurance officers are required to directly guide participants to install the digital social insurance application (VssID), the electronic identification application (VneID) and guide them to use the health insurance card image on the VssID, VneID application; citizen identification card (CCCD) with chip to go to medical examination and treatment instead of paper health insurance cards. Only issue new paper health insurance cards for cases where VssID, VneID cannot be installed and there is no CCCD with chip.

Regional social insurance agencies and provincial and municipal social insurance agencies are responsible for implementing the above contents. If there are any problems during the implementation process, please report to Vietnam Social Insurance for consideration and resolution./.
