Party cell activities in recent times

In recent years, implementing the resolutions, directives and conclusions of the Central Committee and the Provincial Party Committee on improving the leadership capacity and fighting strength of grassroots party organizations, the quality of party cell activities in the province has changed a lot; awareness of the position and role of party cells and the significance and importance of improving the quality of party cell activities in the Party Committee and Party members has been raised; some Party Committees have issued resolutions, plans, built new models, good practices, and overcome monotony and formality in party cell activities. Specialized activities have received attention. The sense of responsibility, management methods and organizational skills of party cell secretaries have been raised. Improving the quality of party cell activities has contributed to strengthening the leadership capacity, fighting strength of the Party, and the awareness and responsibility of party members.

During the thematic activity “Keeping the Party Oath”, Party members in Loc Ha district reviewed themselves, examining the oath that Party members took when they were admitted with reports recording their work process, contributions and things they were still concerned about and had not been able to do.

However, some Party cells have not strictly followed the principles of Party organization and activities, and the regular meeting regime has not been maintained regularly, especially in enterprises and public service units. The content of the activities in some Party cells is still general, monotonous, unattractive, and heavily focused on professional work; there is no focus on evaluating the work results of the Party cell, the leadership role and responsibility of the Party Committee, and the exemplary vanguard role of Party members. The leadership, educational role, and fighting spirit have not been clearly demonstrated; the spirit of self-criticism and criticism is still weak; there is no initiative to detect and fight against signs of degradation in political ideology, ethics, and lifestyle of Party members; studying and following Ho Chi Minh's ideology, ethics, and lifestyle have not become regular content in Party cell activities. Many Party members who do not participate in activities have had their names removed. The quality of activities in many Party cells is still limited; The assessment of the quality of Party cell activities is not regular, is still formal, and focuses on achievements. The results do not reflect the reality.

The above limitations have objective causes, but are basically due to the following subjective causes: some Party committees, Party organizations, and leaders have not fully and deeply understood the meaning and importance of Party building and rectification work in the new situation, have not paid due attention to the quality and effectiveness of Party cell activities; their capacity, responsibility, management methods, and organization of activities have not met the requirements. Some Party committees, including leaders and managers, are still lacking in closeness, have not proposed specific solutions in leading and directing to improve the quality of Party cell activities; have not paid due attention to the work of inspecting and supervising the implementation of regulations on Party cell activities. In some places, self-criticism and criticism work still shows signs of deference, fear of conflict and struggle, and peace is precious. Some Party cells still take lightly the work of political and ideological education. Some cadres and party members lack exemplary conduct, training, and self-cultivation in terms of character, ethics, and organizational and disciplinary awareness; the handling of party cells and party members who violate party regulations is not strict; the situation of party cells having too many party members or many party members working far away affects the quality of party cell activities.

The Party cell is the foundation of the Party, the political nucleus at the grassroots level, the bridge between the Party and the people, ensuring the leadership of the Party at the grassroots level. A strong Party is due to good Party cells, so building good Party cells is an important, regular, long-term, continuous task, the responsibility of Party committees at all levels, Party organizations, and Party members, contributing to building and rectifying the Party and the political system, and consolidating the people's trust in the Party.

Party cell activities are the main form of leadership activities of the Party cell; innovation and improvement of the quality and effectiveness of Party cell activities are very important tasks that must be done regularly, in conjunction with Party building and rectification in terms of politics, ideology, ethics, organization and cadres; compliance with Party activity principles, strengthening inspection, supervision and Party discipline; ensuring the Party's leadership, promoting education and combativeness in Party activities and fighting against bureaucracy, corruption, negativity, and manifestations of "self-evolution" and "self-transformation" within the Party.

Build a team of Party committee members, especially Party committee secretaries, with sufficient qualities, capacity and prestige to lead and effectively organize the implementation of the political tasks of Party cells. Innovate the content and form, truly improve the quality and effectiveness of activities of all types of Party cells in the coming time.

- 100% of Party cells strictly implement the monthly regular activities and thematic activities at least once a quarter.

- 100% of Party cells (secretaries and deputy secretaries in places without Party cells) hold meetings to agree on the content of activities before the Party cell meeting.

- 100% of Party cells fully implement the content and procedures of the Party cell meeting organization steps. Immediately after the meeting, the Party cell organizes an assessment, classifies the quality of the meeting, and scores according to regulations.

- 100% of grassroots party committees assign committee members to be in charge of and fully attend all activities at the party cell.

Main tasks and solutions

1. Raising awareness and responsibility of Party committees at all levels in Party cell activities

Continue to lead and direct the thorough implementation of the resolutions, directives and conclusions of the Central Committee and the Province on Party building and rectification and the political system at the grassroots level; step up propaganda and education to raise awareness among Party committees and Party members about the position and role of Party cells; the significance and importance of maintaining and improving the quality of Party cell activities in improving the leadership capacity and fighting strength of grassroots Party organizations and the contingent of cadres and Party members, contributing to preventing and repelling the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party.

Party committees and organizations at all levels continue to seriously and effectively implement the directives and instructions of the Secretariat and the Central Organizing Committee on improving the quality of Party cell activities; Regulation No. 17-QD/TU, dated June 2, 2023 of the Provincial Party Standing Committee on assessing and classifying the quality of Party cell activities.

Assigning members of the standing committee of the Party Committee at all levels, Party Committee members at all levels to attend meetings with Party organizations and be in charge of the grassroots in the following direction: Provincial Party Committee members are in charge of grassroots Party organizations; Party Committee members at the level directly above the grassroots Party Committee are in charge of Party cells directly under the grassroots Party Committee; Grassroots Party Committee members are in charge of Party members and households. The Standing Committee of the higher level regularly directs the lower level Party Committee, promptly corrects and overcomes the limitations and weaknesses in the Party cell activities. Focuses on strengthening and assisting the rural Party cells, weak Party cells, and Party cells in non-state enterprises. 2. Improve the quality of promulgation and implementation of resolutions and conclusions of Party cells.

Innovate and improve the quality of issuing Party cell documents in a synchronous, comprehensive, focused and key direction associated with the political tasks of the locality and unit, in which priority is given to effectively resolving urgent and key issues; clearly stating the content, requirements, measures and assignment of implementation, clearly defining the completion time and focusing on applying information technology in organizing implementation. Propagate widely and regularly inspect and supervise, pay attention to discovering new and creative ways of doing things, bringing about practical effectiveness, praising and rewarding collectives and individuals with many achievements in the implementation process, at the same time detecting limitations and shortcomings to overcome and rectify. Regularly listen to and absorb the exchanges and comments of Party members working (residing in the locality) with Party cells, Party committees, and grassroots Party committees on the common work of the locality and unit, especially urgent and difficult issues with many different opinions.

3. Continue to innovate the leadership methods of the Party cell.

Strongly innovate the leadership methods of Party committees and Party cell secretaries, strictly implement issues of principle in the Party. Innovate working styles, methods, and working procedures to ensure scientific, democratic, in-depth, and specific work. Amend, supplement, and perfect the working regulations of Party committees, strictly define tasks, powers, relationships, and working processes; clearly define the relationship between the Party committee, Party organization, and the head, ensure collective leadership, and individual responsibility; strictly implement the principles of democratic centralism, working regulations, self-criticism and criticism, maintain discipline, order, and solidarity in the Party. Along with that, build Party committees to truly be the center of solidarity, lead the building of clean and strong Party cells, and promote the role of political core at the grassroots level.

Thoroughly grasp and promptly and fully implement the Party's policies, resolutions, directives, conclusions and regulations through specific programs and plans or appropriate, feasible forms, close to the situation and political tasks of the locality and unit. Improve the capacity and ability to detect difficult problems and new problems arising from the grassroots, closely follow the situation, evaluate and choose the right key issues to be solved to focus on leadership. 4. Strictly implement the regime and principles on Party organization and activities in Party cell activities.

Party committees and Party cells strictly implement the working regime according to the Party Charter. The content of the working regime must strictly follow the principles of Party organization and activities, ensuring leadership, education and combativeness. Party cell activities must promptly disseminate and thoroughly grasp the resolutions and directions of the higher-level Party committees, the new policies and laws of the Party and the State, and current events at home and abroad for Party members; focus on frank discussion and resolution of specific and practical issues, in accordance with the functions and tasks of the Party cell, meeting the legitimate aspirations and wishes of Party members and the masses. Expand and promote the principle of democratic centralism, promote the spirit of self-criticism and criticism, strengthen solidarity and unity in Party activities; raise awareness of organization and discipline, protect Party members who are outspoken in fighting against wrongdoings and negative manifestations. Party members who are leaders and managers at all levels must truly be exemplary in Party cell activities for everyone to follow. The host needs to create an open atmosphere, promote real democracy and listen, encourage party members to express their opinions, views, thoughts, aspirations, and viewpoints, gradually improve the quality of party cell activities, and contribute to building a clean and strong Party from the grassroots.

5. Focus on innovating the content and form of Party cell activities; strengthening political and ideological education and orienting public opinion in Party cell activities.

The content of the activities must be specific, practical, close to the tasks of the locality and unit, and suitable for each type of Party cell. The preparation of the content of the activities must be really thoughtful, effective, and avoid formality. The Party cell, first of all, the Party cell secretary, must closely follow the functions and tasks of each type of Party cell to choose the right and accurate content of the activities, ensuring comprehensiveness, correctly identifying the key issues that need to be led, directed, guided, and disseminated to Party members. Before each Party cell meeting, Party members are informed in advance of the content of the activities; when there is important content, the Party cell sends the meeting documents in advance for Party members to study, suggest, and assign Party members to prepare the content to express their opinions. Increase the application of information technology to Party cell meetings and send Party cell meeting documents, but must ensure the provisions on state secrets and Party regulations.

Strengthen thematic activities in accordance with the orientation of the immediate superior and the type of Party cell, focusing on new issues that need attention. Have appropriate solutions for Party activities for Party organizations in areas with many Party members from other places temporarily residing, industrial zones, public service units, private enterprises, etc.; pilot online Party activities in some grassroots Party organizations, Party cells with special characteristics or in special circumstances; organize Party activities in Party groups for some appropriate contents in Party cells with many Party members. Incorporate self-criticism and criticism in the spirit of the Resolutions and Conclusions of the 4th Central Conference of the 11th, 12th, and 13th terms and the study and following of Ho Chi Minh's ideology, morality, and lifestyle into the regular activities of Party cells. Provide sufficient and timely documents for monthly Party cell activities. Each year, select from 5% to 10% of Party cells with regular activities and from 3% to 5% of Party cells with thematic activities as guiding points; Party committees at all levels establish working groups to direct and guide Party cells in exemplary activities, and organize Party cells to participate in cross-activities with each other to share, gain experience, and learn from each other.

Strengthening the grasp and taking effective measures to educate the political and ideological cadres and party members. 6. Pay attention to building, consolidating and perfecting the team of Party cell members, first of all the Party cell secretary.

Party committees at all levels pay attention to creating sources, consolidating and promptly perfecting Party committees, especially Party cell secretaries, to ensure quantity, quality, sufficient moral qualities, capacity, qualifications, prestige, enthusiasm, and to truly be the heads of Party committees and Party cells. Promote the implementation of the policy that Party cell secretaries are also heads of villages, hamlets, residential groups or heads of the Front work committees where conditions permit, and Party cell secretaries are also heads of agencies and units. Pilot research on selecting village and residential group Youth Union secretaries who meet standards, conditions, have capacity and prospects to become deputy Party cell secretaries. Pay attention to, create conditions, encourage and support Youth Union cadres and non-professional activists at the commune level to participate in Party committees, secretaries, deputy secretaries, village and residential group heads. Seriously, closely and systematically carry out the assessment and classification of the quality of Party cell activities according to the Regulations of the Provincial Party Standing Committee; inspect and supervise the implementation of the regular regime of activities, the innovation and improvement of the quality of Party cell activities of Party committees and Party cells; organize the supervision of the implementation of the Party Charter and Party cell activities for Party members, promptly rectify shortcomings in Party cells; consider and strictly discipline Party members, including Party committee members, who do not comply with the Party cell activities without a valid reason; annually, link the results of the assessment and classification of the quality of Party cell activities with the results of the assessment and classification of the quality of Party cells.

Implementing organization

Tran Phu Political School presides over and coordinates with local Party committees, agencies, units, and district-level political centers to compile documents and organize professional training courses for secretaries and Party committee members of Party cells.

Media agencies propagate and promptly reflect the implementation of the Resolution and typical examples in units throughout the province.

The Provincial Party Committee's Organizing Committee presides over and coordinates with relevant agencies to advise the Provincial Party Committee's Standing Committee on developing a plan to implement the resolution; regularly monitor, guide, inspect, urge, periodically review and summarize the implementation of the resolution.
