The section through Hai Duong is the longest of the entire route.

Ring Road 5 of the Hanoi Capital Region is a strategic traffic route approved by the Prime Minister in Decision No. 561/QD-TTg dated April 18, 2014, Decision No. 1454/QD-TTg dated September 1, 2021 on the planning of the road network for the period 2021 - 2030 and vision to 2050. This is not only an important national highway but also plays the role of a "blood vessel" connecting 8 provinces and cities: Hanoi, Hoa Binh, Ha Nam, Thai Binh, Hai Duong, Bac Giang, Thai Nguyen and Vinh Phuc.

The entire route is planned to be 331km long, with a scale of 4-6 lanes. According to the plan, by 2030, the entire route will be built with a minimum scale of 4 lanes according to the standards of expressways and national highways. After 2030, the entire route will continue to be implemented according to the planned scale.

The Capital Region Beltway 5 passes through 7 districts and cities of Hai Duong including: Ninh Giang, Tu Ky, Gia Loc, Thanh Ha, Nam Sach, Hai Duong City and Chi Linh City with a length of 52.7 km. Hai Duong is also the province with the longest Capital Region Beltway 5 compared to the remaining localities.

In Hai Duong, the Ring Road 5 of the Capital Region from the position crossing the Luoc River (connecting to Thai Binh province) runs parallel to the North-South axis of Hai Duong province to provincial road 392, then runs parallel to National Highway 38B.

At Ngoc Ky commune (now Ky Son commune, Tu Ky), the route intersects with the Hanoi - Hai Phong expressway, near Hung Dao industrial park. From here, the route avoids Hai Duong city to the east and coincides with the planned belt road 2 of Hai Duong city.

At the end of Ring Road 2, the route goes north to intersect with National Highway 5 at the west of Lai Vu Bridge. Then, go parallel to National Highway 37 to the east and merge into the Noi Bai - Ha Long Expressway (planned) section Con Son - Kiep Bac for about 11.8 km to the National Highway 37 intersection and continue north parallel to National Highway 37 to the west to Bac Giang province.

According to the proposed investment plan, the section through Hai Duong will be built on a 6-lane highway scale, with a roadbed width of 33 m. The 9 km section coinciding with the province's North-South axis will be upgraded and widened to a 33 m roadbed. The remaining sections will be newly built on a synchronous scale.

The section through Hai Duong is expected to have 4 intersections at the following intersections: km 135 (intersection with provincial road 396B, Hiep bridge), km 153 (intersection with Hanoi - Hai Phong expressway), km 167 (intersection with national highway 5) and km 187 (intersection with Noi Bai - Ha Long expressway). On the route, there are also large bridges crossing the Luoc River, Cuu An River, Bac Hung Hai River, Thai Binh River and Kinh Thay River, with bridge lengths ranging from 254 m to over 1,500 m.

Important "link" to reduce load on existing national highways

Located in the center of the Red River Delta, the eastern gateway of the capital Hanoi, Hai Duong has great potential to become a place for trade connection and a logistics center for the whole region. In the transportation network, Hai Duong is considered an important "link" and so is the 5th belt of the capital region.

According to the Hai Duong Department of Construction, the Ring Road 5 section of the Capital Region passing through Hai Duong province is located and plays the role of the North-South axis of the province, connecting the main national traffic axes including the Hanoi - Hai Phong Expressway, National Highway 5, National Highway 18 and Noi Bai - Ha Long Expressway. The investment in this section will allocate traffic from National Highway 18, National Highway 5 to the Hanoi - Hai Phong Expressway, supporting the resolution of the complicated traffic safety overload situation for National Highways 5, 37, 38, 17B and 18, contributing to expanding the socio-economic development space of Hai Duong province, promoting regional connectivity and attracting investment.

The route not only contributes to the completion of the transport infrastructure but also serves as a driving force for the socio-economic development of Hai Duong province. Currently, the province has more than 20 industrial parks and more than 60 industrial clusters. When the route is completed, it will increase the ability to connect industrial parks and clusters in the province with neighboring provinces.

In February 2022, the People's Committee of Hai Duong province sent a document to the Ministry of Transport (now the Ministry of Construction) proposing an investment policy to build the Ring Road 5 of the Capital region through the province. According to preliminary calculations, the total investment for the project in Hai Duong is about 23,390 billion VND, of which the cost of site clearance is about 3,150 billion VND, construction and other costs are 18,400 billion VND, and the reserve is 1,840 billion VND.

However, the province’s resources are not enough to invest in the construction of all items of the project. The province proposed to be assigned as the investor of this section, and at the same time proposed that the Central Government support capital for construction and installation, while the local budget will take care of the site clearance.

The early implementation of the project will not only contribute to reducing traffic pressure on existing national highways but also expand the socio-economic development space of the Hai Duong area at present and is in line with the policy of merging localities, promoting inter-regional development in the Red River Delta.
