Implementing the Central Committee's regulations on superior Party committees attending Party activities at grassroots Party cells, on March 29, Comrade Pham Duc An, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee attended the meeting with the Hoa Lac Area Party Cell, Tran Phu Ward, Mong Cai City. Leaders of Mong Cai City and Tran Phu Ward also attended the meeting.

At the meeting, the party members listened to the Secretary of the Hoa Lac area Party cell inform about the content of the party cell's activities, evaluate the results of the implementation of tasks in March; discuss some key tasks in April of the city, the ward and the party cell. Accordingly, in March 2025, the party cell has promoted its core role, well directing the socio-economic development. With the timely leadership and direction of the party cell, over the past time, cadres, party members and people in the neighborhood have united, unanimously, enthusiastically competed in labor production, built a cultural residential area, civilized urban area, ensured security and order, maintained the "Green Sunday" movement well; the party cell maintained a good routine of activities on the 3rd with a high rate of party members attending. Cadres, party members and people in the area regularly join hands to contribute with the ward and the city to social security.

Through discussion, party members highly appreciated the fact that the higher-level Party Committee attended the grassroots Party cell meetings to promptly listen to the people's opinions; at the same time, grasp specifically and closely the issues that the people are concerned about. Opinions also highly appreciated the leadership, direction and management of the province and city, in addition to the outstanding results in socio-economic development, the people's lives have been increasingly improved in quality, creating a shift in cultural and social development, ensuring social security.

At the Party cell meeting, Party members discussed a number of issues of interest, including the merger of administrative units, the arrangement of the apparatus and personnel at the grassroots level, the work of promoting foreign affairs and people-to-people diplomacy with Dongxing City (China) when it is no longer a city, emulation movements towards Party Congresses at all levels and the 50th anniversary of the liberation of the South and national reunification; the work of planning and investing in upgrading parks and playgrounds for children and people; the work of modernizing and civilizing urban areas....

Attending the meeting with the Hoa Lac Area Party Cell, Tran Phu Ward, Comrade Pham Duc An, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, provided an overview of the situation, growth orientation and socio-economic development of Quang Ninh province in 2025 with the determination to achieve a growth rate of 14%. At the same time, listening to the opinions of the Party Cell members, the Chairman of the Provincial People's Committee highly appreciated the results the Party Cell has achieved, especially in effectively leading and directing the implementation of the tasks of economic, social and environmental development in residential areas. The Party Cell has seriously implemented the resolutions of the Central and the province, especially the socio-economic development and the issue of merging the commune level to abolish the district level administration according to the policy of the superiors. Thereby, demonstrating the fighting strength of the Party Cell as well as the high responsibility of cadres and Party members in successfully implementing the set tasks and goals.

Emphasizing some contents that the Party cell needs to pay attention to in the coming time, the Chairman of the Provincial People's Committee hopes that the Party cell will continue to promote the achieved results, propagate and mobilize all classes of people to well implement the Party's guidelines and policies, the State's policies and laws, and the development orientations of the province, especially to agree and support the policy on merging commune and provincial levels and arranging a streamlined, efficient and effective staff of the Politburo and the Secretariat, focusing on leadership, consolidating the increasingly clean and strong Party cell, building "4 good Party cells".

The content of the Party cell's activities should propose leadership measures and assign tasks to Party members; carry out foreign affairs and people's diplomacy well with the people of China; listen to the legitimate aspirations of Party members and people, especially people's livelihood issues, to consider and resolve them promptly. Build a cultural environment in the community, build a civilized neighborhood that is "bright, green, clean, beautiful, orderly and safe".
