The plan aims to promptly, synchronously, uniformly and effectively deploy the Law on Promulgation of Legal Documents and Decision No. 1574/QD-TTg of the Prime Minister to agencies and units in the province; raise awareness and responsibility of cadres, civil servants and public employees in organizing the implementation of the Law. At the same time, specifically determine the work, deadline, products, completion progress and responsibilities of relevant agencies, organizations and units in organizing the implementation of the Law to ensure timeliness, uniformity and effectiveness, avoiding waste.
According to the Plan, in the third quarter of 2025, the Provincial Council for Coordination and Dissemination of Legal Education , in which the Department of Justice is the standing agency, will preside over and coordinate with relevant units to advise on the organization of dissemination and dissemination of the Law on Promulgation of Legal Documents, detailed regulations and measures to organize and guide implementation. Along with that, regularly and with high concentration in the third and fourth quarters of 2025, the provisions of the Law will be disseminated to all cadres, civil servants, public employees and workers at each agency and unit in appropriate forms.
Review, develop and promulgate according to authority or submit to competent authorities for promulgation of legal documents amending, supplementing, replacing, abolishing or promulgating new legal documents to suit the organizational arrangement; Compile a manual for professional guidance on the development and promulgation of legal documents; inspect, review, and systematize legal documents; organize the implementation of legal documents. At the same time, organize specialized training conferences on professional skills and skills in developing and promulgating legal documents; inspect, review, and systematize legal documents; organize the implementation of legal documents.
Agencies under the Provincial People's Committee, the Provincial Police, the Provincial Military Command, and the Commune People's Committees actively coordinate with the Department of Justice, the Department of Home Affairs, and relevant agencies and units to review, consolidate, and strengthen the team of cadres and civil servants doing law-making and legal work to meet professional and technical requirements and conditions. Strengthen the role of the legal team in law-making in departments, branches, and units. Review, consolidate, and arrange commune-level civil servants to do judicial work to meet the conditions, standards, professional skills, and task requirements. At the same time, arrange and use cadres and civil servants doing law-making work to ensure professionalism; mobilize and rotate cadres and civil servants with knowledge and skills to do law-making work.
At the same time, develop a Plan to "Improve the capacity of cadres and civil servants in policy and law development in the province for the period 2026-2030". Timely and fully implement mechanisms, policies and support regimes for those who directly and regularly do policy research and law development consulting work according to Resolution No. 197/2025/QH15 of the National Assembly and guiding documents of the Central Government and other regulations on ensuring funding for law development work. Strengthen the application of information technology and artificial intelligence; inspect, review and systematize legal documents; organize the implementation of legal documents; apply digital technology in receiving and handling feedback and recommendations on legal documents; manage the program for developing legal documents. Actively inspect, urge and monitor the situation of law enforcement organization on the development and promulgation of legal documents and perform the responsibility of advising on state management on law making.
