Bac Ninh: Removing bottlenecks on provincial road 295C

This is a bottleneck that significantly affects the overall progress of the project, which is being actively promoted, mobilized and accelerated by the investor and local authorities to compensate and implement resettlement plans for the people.

Two households in Duong Xa 1 area have moved their assets and handed over the premises to the authorities and investors.

Provincial Road 295C is 2.4 km long and 25 m wide; the starting point connects to Lac Long Quan Street, the end point is adjacent to Provincial Road 285B. The project has a total construction value of nearly 490 billion VND and is divided into 2 phases. Phase 1 will start construction in July 2023, phase 2 (adjustment and supplement) will start construction in December 2024. The project is invested by Bac Ninh Province Civil and Urban Development Project Management Board No. 2; expected to be completed by the end of December 2025.

Talking with Mr. Nguyen Viet Hoa, Deputy Director of the Bac Ninh Province Civil and Urban Development Project Management Board No. 2, it is known that up to now, the work of clearing the agricultural land area has been basically completed, creating conditions for the contractor to speed up the construction progress. Currently, the contractor is deploying asphalt paving in two sections from Km0+140 to Km0+700 and Km1+800 to Km2+380 with a total area of ​​about 14,600 m². The overpass section alone has completed casting 65/95 girders and constructing 102/131 bored piles. The total volume of the entire project has reached 66%. These are positive results, creating a premise for the project to be able to accelerate in the next phase. However, the biggest obstacle is that the site of some sections has not been completely handed over, affecting the construction plan as well as the overall progress of the entire project.

Officers of the Bac Ninh Province Civil and Urban Development Project Management Board No. 2 reviewed documents and received recommendations from resettled households in Xuan Vien neighborhood.

The biggest difficulty now is the residential land of 41 households in Xuan Vien, Qua Cam, and Duong Xa 1 neighborhoods. In July and August, despite the large amount of work after the merger, the local government and the investor have persuaded 2 households in Duong Xa 1 to demolish, move their houses, and hand over the land to continue construction of the overpass. Going directly to the site with us, Mr. Nguyen Huu Hai, an officer in charge of site clearance for the investor, informed: "For the 39 households that have not been relocated, the Board is coordinating with the People's Committee of Kinh Bac Ward and the neighborhood to urgently complete the compensation and resettlement support plan". The compensation plan for 9 households in Xuan Vien area (phase 1) is basically completed, all 9 households have drawn lots for resettlement land. It is expected that by the end of August, site clearance will continue for the remaining 30 households (phase 2).

Along with reviewing land records, dialogue, and understanding the wishes of households, the local government also stepped up propaganda work, creating consensus among the people. To facilitate site clearance, Kinh Bac ward proposed and was approved by the Provincial People's Committee to arrange rooms in the student housing area of ​​Bac Ninh city (formerly) for resettled households to live while waiting for new houses to be built. The ward People's Committee assigned officers from the Economic , Infrastructure and Urban Department to coordinate with the investor to complete the compensation, support and resettlement plan to speed up the approval process, ensuring compliance with legal regulations.

Mr. Nguyen Van Hieu, Vice Chairman of Kinh Bac Ward People's Committee said: "The ward's viewpoint is to be persistent and flexible in advocacy but also determined to ensure the overall progress of the project. The ward is closely coordinating with units to soon approve the compensation plan and speed up the construction progress of Xuan Vien resettlement area".

It is known that the 1.7-hectare Xuan Vien resettlement area has a cleared site. Currently, the Kinh Bac Land Fund Development Center Branch (Provincial Land Fund Development Center) - the investor is urging the construction unit to concentrate vehicles and human resources to speed up the infrastructure construction progress to soon hand over the resettlement land plots to the people.

As a grassroots cadre close to the people and actively mobilizing households to hand over land for the project soon, Mr. Nguyen Van Quyet, Secretary of the Xuan Vien Ward Party Cell, said: “The majority of households agree with the province's policy and are ready to hand over land for the project. However, some households are still concerned about the compensation price for their residential land. In addition, people also want the Xuan Vien resettlement area to be implemented soon, with infrastructure completed to hand over land to households. This is a legitimate wish that the Party Committee and government are accepting to resolve.”

It can be seen that the results achieved in site clearance and construction in the past time are very remarkable. However, the remaining workload of the provincial road 295C construction investment project is not small, especially related to 39 households that have not yet handed over the site. This is the decisive factor in the progress of the entire project.

With the initial consensus of the people, the strong direction of the local government and the participation of functional units, we believe that the problem will soon be resolved. Provincial Road 295C project will be completed on schedule, creating a modern traffic artery, contributing to promoting socio-economic development, improving the lives of Kinh Bac ward people in particular and the province in general.
