Bac Ninh: Adjusting planning to help the area South of Duong River "take off"

Chairman of the Provincial People's Committee Vuong Quoc Tuan has repeatedly emphasized the special importance of the Gia Binh International Airport project and related works, considering it a "very important political task of the entire political system". This resolute direction is clearly demonstrated in the province's assignment of the Department of Construction to research and promptly form a draft adjustment to the Planning of Bac Ninh Province (old) for the period 2021-2030, with a vision to 2050 to implement the projects.

Gia Binh Commune and neighboring localities have a lot of room for development when Gia Binh International Airport is formed.

The establishment of Gia Binh International Airport, a level 4E airport with an expected capacity of 30 million passengers/year (by 2030) and 50 million passengers/year (by 2050), along with a highway directly connecting the airport to the center of Hanoi, will create unprecedented development momentum for Bac Ninh. However, the current planning of Bac Ninh province (old) for the period 2021-2030, with a vision to 2050, especially factors related to traffic infrastructure, land use planning, urban areas, industrial zones, etc., is no longer suitable to meet this new development demand.

Therefore, it is necessary to adjust the Planning of Bac Ninh Province (old) for the period 2021-2030, with a vision to 2050, as a basis and foundation for the implementation of Gia Binh International Airport, the connecting route to the capital and the surrounding urban infrastructure system. Discussing this content, Director of the Department of Construction Nguyen Viet Hung shared: "The content of adjusting the Planning of Bac Ninh Province (old) for the period 2021-2030, with a vision to 2050 has been implemented by the Department of Construction and built into a draft to submit to the Provincial People's Committee. The planning adjustment does not stop at adding land for the airport, but also includes an overall vision, reshaping the development space of the entire area proposed for study. In particular, forming a synchronous connecting traffic system, creating an important highlight in the planning adjustment".

Accordingly, the planning adjustment study area is about 33,000 hectares in Thuan Thanh town, Luong Tai district and Gia Binh (formerly). The adjustment of the Bac Ninh Provincial Planning (old) for the period 2021-2030, with a vision to 2050, is built on scientific principles and strategic vision, focusing on core contents such as: Adjusting the development orientation of Gia Binh International Airport infrastructure with a scale of about 1,964 hectares, not only meeting the passenger and cargo service capacity many times larger than originally planned but also ensuring space for auxiliary functions and airport services.

Adding a road, urban railway and high-speed railway connecting Gia Binh International Airport with the center of Hanoi and Hai Phong (via the old Hai Duong) with a cross-section of 120 m and a total length of 31 km within Bac Ninh will be the backbone, significantly shortening travel time and creating a vital traffic corridor. According to urban planning experts, synchronous multi-modal connection (road, railway) is very important. This transport system not only serves passenger and cargo transport but also promotes the development of satellite cities along the route, reducing traffic pressure on the central city.

Provincial roads 285B and 282B will be expanded into a closed belt road in the southern area of the Duong River (from 56.5 m to 80 m), along with the adjustment of National Highway 17 (to 100-120 m) and other provincial roads, creating a complete traffic network, closely connecting areas in the province and neighboring provinces. In addition, new urban areas will be added along the boulevard axis directly connecting the airport to the center of Hanoi, especially at major intersections. Thereby, helping to optimize land use, encourage the use of public transport, and bring a modern living space.

The adjusted planning of the South Duong River area will bring many advantages to Thuan Thanh ward.

To comply with the new planning and avoid overlap, many industrial parks will be adjusted in scale and location such as Thuan Thanh 3 (sub-area B), Luong Tai 1, Luong Tai 2. In particular, Luong Tai 2 Industrial Park will develop into an industrial - service - logistics complex (including dry ports, high-tech industry, free trade, and non-tariff areas) to take advantage of the dual-use airport. New industrial parks such as Luong Tai 3 and Gia Binh 3 will be added to meet the increasing investment demand, towards smart industry, applying 4.0 technology.

Along with that, mixed-use service facilities will be arranged along the traffic route connecting the airport, creating architectural and functional highlights. In particular, the addition of an ecological service complex, resort tourism, cultural sports and golf course connected to Ngu River (about 170 hectares) to the Northeast of Gia Binh International Airport demonstrates the vision of developing high-end tourism and entertainment, exploiting the advantages of the natural landscape, turning this area into a "city in the park" with green space, low-density ecology...

The planning adjustment is expected to quickly turn the area south of the Duong River into an urban area with strong economic development and modern, synchronous infrastructure; while preserving and enhancing the cultural and historical values of the locality. The proposed spatial structure will be a diffuse development with the focus on the airport and the system of stations, urban railways, and developed urban areas with the characteristics of gateway urban areas, industrial urban areas and airport urban areas, etc.

Believing that with the strong direction from the provincial leaders and the process of scientific and methodical research and planning adjustment, Bac Ninh is on the right track to turn Gia Binh International Airport into a strong driving force, creating a new, modern urban appearance. Synchronizing infrastructure, economic development associated with cultural and environmental conservation is the key for Bac Ninh to make a breakthrough in the future.
