The purpose of the Program is to specify the viewpoints, goals, tasks and solutions to successfully implement Resolution No. 45-NQ/TW on continuing to build and promote the role of intellectuals to meet the requirements of rapid and sustainable national development in the new period.

At the same time, it creates a strong change in awareness of all levels, sectors, and the whole society, especially leaders, about the role and importance of intellectuals and the work of building and developing intellectuals in the new period.

5 key tasks and solutions

To successfully implement the goals of Resolution No. 45-NQ/TW, the Government requests Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities, and Directors of National Universities to focus on directing the implementation of 5 tasks and solutions:

1- Continue to raise awareness of the position, role and importance of the intellectual community;

2- Innovate the work of training, fostering, using, rewarding and honoring intellectuals, and valuing talents;

3- Strengthen state management, perfect the legal system, mechanisms and policies for intellectuals;

4- Strengthening resources to build a team of proactive intellectuals who actively integrate internationally;

5- Promote the role and responsibility of intellectuals; innovate the content and methods of operation of intellectual associations.

Developing major universities in an advanced direction

In particular, the Government assigned ministries, branches and localities to disseminate, propagate, raise awareness, responsibility and effectively deploy the contents of the Resolution to cadres, civil servants and public employees; issue a Plan to implement the Government's Action Program to implement Resolution No. 45-NQ/TW.

The Ministry of Education and Training coordinates with ministries, branches and localities to develop projects to develop large higher education institutions towards achieving the advanced level of leading universities in the Asian region in accordance with the Politburo's Resolutions on socio-economic development of regions and some localities.

Ministries, sectors and localities direct affiliated higher education institutions and scientific research institutions to develop and implement solutions to improve the quality of training high-level human resources and foster talents; link and cooperate with advanced institutions in the world to increase investment resources for higher education and science and technology, create fundamental changes in the quality of talent training, and develop intellectuals in the new stage of each unit.

Building investment policies for science and technology development

The Ministry of Science and Technology coordinates with relevant ministries and branches to develop investment policies for science and technology development, especially core technology, source technology, and cutting-edge technology; pay attention to investing in basic research and applied research in areas where Vietnam has strengths, such as social sciences and humanities, political theory, management, education and training, healthcare, culture, literature, and art; develop research centers and networks that are linked and connected to regional and global innovation networks, creating favorable conditions for intellectuals to cooperate, exchange, and access scientific and technological advances of advanced countries...
