Regarding hundreds of cases of commune-level officials and education officials in Cam Lo district who have not been paid the full regional allowance according to regulations, Acting Chairman of the Provincial People's Committee Ha Sy Dong said that the Provincial People's Committee assigned the Department of Finance to preside over and coordinate with the Department of Home Affairs and related sectors and localities to review and propose solutions.

Accordingly, on December 20, 2024, Cam Lo District People's Committee submitted a document to the Provincial People's Committee requesting additional funding to implement the regional allowance regime for civil servants and public employees working in communes in regions I and II in the district from 2014 to 2023. The total demand that the locality requested the Provincial People's Committee to allocate to pay the allowance is nearly 7.3 billion VND. Of which, more than 5.9 billion VND is paid to schools and more than 1.3 billion VND to communes.

However, the proposal of Cam Lo District People's Committee has not been considered and no written response has been issued. Therefore, on April 2, Cam Lo District People's Committee continued to submit a document to the Provincial People's Committee and the Department of Finance with the above request.

Regarding the issue, previously, Quang Tri Newspaper published an article “Need to pay regional allowances soon for cadres and teachers in disadvantaged communes” reflecting hundreds of subjects who are civil servants and education officials in Cam Chinh, Cam Nghia, Cam Thanh, Cam Tuyen and Cam Thuy communes who are eligible for regional allowances according to regulations since 2005. However, from 2014 to 2023, due to changes in the allowance coefficient according to decisions of the Ethnic Committee and the Prime Minister, some of the above communes have had their allowance coefficients reduced or adjusted. Specifically, Cam Chinh and Cam Nghia communes have had their allowances reduced from 0.2 to 0.1; Cam Thuy commune has been completely cut; Cam Tuyen commune has kept the coefficient of 0.2 and Cam Thanh has kept the coefficient of 0.1.

By 2021, according to Decision No. 861/QD-TTg of the Prime Minister, Cam Lo district will no longer have a commune eligible for regional allowances. However, according to Official Dispatch No. 1719 of the Department of Home Affairs in December 2023, the regulations on regional allowances are not affected by Decision 861. This means that the above subjects will still receive allowances according to the old regulations.

Determining that the payment of regional allowances is a legitimate wish of workers and is for the right subjects according to regulations, the People's Committee of Cam Lo district has directed specialized agencies to review and synthesize to have a detailed report on the source of funds to be paid. Due to limited local funding, the People's Committee of Cam Lo district has requested the Provincial People's Committee to consider and supplement funds to pay for subjects lacking allowances from 2014 to 2023, but this has not yet been resolved.
