Eliminate temporary housing, help people settle down

With the drastic participation of the entire political system, thousands of temporary and dilapidated houses in Lao Cai province have been eliminated, helping people stabilize their lives. The whole province strives to complete the task by June 2025, 6 months ahead of the required timeline.


As one of the poorest districts in Lao Cai province, but with many creative approaches, Si Ma Cai has become a bright spot as the first district in the country to complete the goal of eliminating temporary and dilapidated houses. In the period of 2021 - 2025, the district has nearly 1,200 temporary houses that need support for construction and repair. In order to help people soon stabilize their lives and have solid and safe housing, the district has resolutely implemented many synchronous and flexible solutions to remove difficulties in capital and residential land to speed up the implementation progress.

Mr. Nguyen Van Hung - Chairman of the Vietnam Fatherland Front Committee of Si Ma Cai district said that with the support level of 60 million VND/household for new construction, it only meets about 1/3 of the construction cost of the household, especially at a time when construction material prices are increasing as present. Therefore, in addition to support from the budget, local human resources have been mobilized to the maximum to support each policy household, poor and near-poor households to eliminate temporary and dilapidated houses. In communes and towns, the Vietnam Fatherland Front Committee, in its role as the chair of consultation, has assigned member organizations to be in charge, closely following each village and household to encourage households to promote their own internal strength, proactively using available resources to build and repair houses. With this effective approach, Si Ma Cai has supported the elimination of 100% of temporary houses with mobilized resources for supporting new construction and house repair reaching 137 billion VND. In 2024 alone, the locality supported people to build 458 new houses and repair 170 houses with a total support budget of over 31 billion VND.

In Bac Ha district, in order to remove the bottleneck of counterpart resources for households in difficult circumstances, in addition to the State's support funds, local authorities have instructed people to borrow more from the Social Policy Bank or from national target programs. Along with that, the Vietnam Fatherland Front Committees of communes, towns and mass organizations have focused on propagating and mobilizing agencies, units, businesses, families, clans and communities to participate in helping with working days and materials to support people in building houses. According to the 2025 plan, Bac Ha district supports the construction of 502 solid houses with a budget of about 33 billion VND. This March, all houses will be started and the locality strives to complete them before May 31.

To complete the target of temporary and dilapidated houses in June 2025, Mr. Ly Van Hai - Chairman of the Vietnam Fatherland Front Committee of Lao Cai province said that the Provincial Steering Committee has directed localities to thoroughly implement in accordance with the spirit: Clear people, clear work, clear responsibilities, clear time, clear results as required by the Prime Minister. The whole province strives to achieve a 100% construction start rate of temporary and dilapidated houses by the end of March and to complete the elimination of 3,357 temporary and dilapidated houses for people in June. In addition to resources from the Central Government, Lao Cai province is also focusing on mobilizing all resources and material resources in the community to complete the set target. To date, the whole province has completed the disbursement of 215 billion VND as planned, reaching 56%. Districts and cities have supported the construction and repair of 7,667 houses, of which 5,926 houses have been completed, of which 4 districts of Simacai, Bao Thang, Bao Yen and Sa Pa town have completed the task of eliminating temporary and dilapidated houses.
