The pilot model of “Bright Border Areas” in the border area of Thanh Hoa province aims to promote the combined strength of the entire political system, mobilize and concentrate all resources to build new rural areas, help people eliminate hunger and reduce poverty. On the afternoon of July 30, the Provincial Border Guard Command held a conference to deploy the Plan to build a model of "Bright Border Village" in the border area of Thanh Hoa province.
Attending the conference were comrade Pham Thi Thanh Thuy, member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairwoman of the Provincial Fatherland Front Committee; representatives of departments, branches and sectors; leaders of Muong Lat, Quan Son, Quan Hoa, Lang Chanh and Thuong Xuan districts; Secretaries and heads of villages and hamlets selected to build pilot models; comrades in the Standing Committee of the Party Committee and Command; heads and political commissars of grassroots units in the Provincial Border Guard.

Based on the conclusion of the Standing Committee of the Provincial Party Committee on the implementation of the plan to build a pilot model of "Bright Border Village" in the border area of Thanh Hoa province in Official Dispatch No. 5130-CV/VPTU, dated June 11, 2024 of the Provincial Party Committee Office, the Provincial Border Guard Command has developed a plan to organize the implementation of the pilot model.

Regarding the implementation, the Provincial Border Guard mobilizes donations, supports and participates in contributing working days; mobilizes local resources, from national target programs, projects, economic, cultural and social development plans...; resources from political and social organizations; people from all walks of life inside and outside the area. At the same time, select each mountainous border post as a pilot model for economic, cultural and social development, and strengthening national defense and security for implementation, then replicate it in the province's land border areas.

The model of "Bright Border Village" focuses on implementing important contents such as: Propagating and mobilizing people in villages and hamlets to comply with the Party's guidelines and policies, the State's laws, and local regulations; advising and coordinating with localities to strengthen Party committees, Party cells, village management boards, and front work boards in villages and hamlets to achieve clean and strong results; participating in economic, cultural, and social development associated with strengthening national defense and security; focusing on orienting livestock farming, cultivation, and occupations, guiding afforestation, and developing traditional occupations with strong OCOP products in villages and hamlets; expanding and concreting roads in villages and hamlets, building welcome gates, clean water systems, public lighting, and other valuable civil works...

Speaking at the conference, Head of the Provincial Party Committee's Mass Mobilization Commission and Chairwoman of the Provincial Fatherland Front Committee Pham Thi Thanh Thuy emphasized that the plan to build the "Bright Border Village" model in the border area is a correct and timely policy of the Provincial Party Committee and Border Guard Command, meeting the requirements and demands of reality and the wishes of the people.
In order to effectively deploy, mobilize the combined strength and carry out the tasks, the Head of the Provincial Party Committee's Mass Mobilization Commission, Chairman of the Provincial Fatherland Front Committee requested the Provincial Border Guard Command to seriously grasp the direction of the Provincial Party Committee's Standing Committee on implementing the Provincial Border Guard's plan on building a model of "Bright Villages in Border Areas". All levels of the Provincial Border Guard, directly the border posts and communes, need to be proactive and active in coordination, further promote, ensure closeness and rhythm, create positive effects for sectors, levels, forces inside and outside the area to join hands towards the border people, create combined strength to successfully complete the goals, targets and requirements of the plan. The implementation process must be regularly propagated and disseminated to cadres, party members and people in the selected villages and hamlets to arouse the spirit of solidarity, determination, and create a new competitive atmosphere. At the same time, it is necessary to create unity and consensus, not to let the situation of comparing advantages and disadvantages between villages and hamlets occur.
The Party Committee, the Provincial Border Guard Command and the 5 border districts strengthen coordination and close direction during the implementation process; regularly monitor, inspect, urge and promptly resolve any arising problems. In particular, for the communes and villages selected to build pilot models, it is necessary to closely coordinate with border posts to propagate and mobilize the people to create high consensus and unity according to the motto "people know, people discuss, people do, people check, supervise and people benefit".
The Head of the Provincial Party Committee's Mass Mobilization Commission and Chairman of the Provincial Fatherland Front Committee believes that with the affection of the "Green-uniformed soldiers" towards the people, with the sense of responsibility before the Party, the Army and the People, together with the participation of all levels, sectors and localities, the model "Bright Border Village" of the Provincial Border Guard will achieve many results and be replicated in many other villages and hamlets in the border area.
