Attending and chairing the conference were comrade Huynh Thanh Dat, member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission, along with leaders of the Ministry of Science and Technology , the Vietnam Union of Science and Technology Associations and Hai Phong City. Attending the conference were representatives of a number of Central Departments and Institutes on Science and Technology, representatives of a number of localities and science and technology enterprises in the Northern region. This is the first conference in a series of conferences held in all three regions of the North, Central and South to realize the spirit and propagate the results of implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
Delegates from Cao Bang province attending the Conference included comrade Ha Thi Hue, Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department and representatives of the Department of Science, Culture and Arts.
Speaking at the opening of the conference, Mr. Huynh Thanh Dat, Deputy Head of the Central Propaganda and Mass Mobilization Commission, emphasized that the world is entering the digital age with unprecedented rapid development. New technologies such as artificial intelligence, big data, Internet of Things, blockchain, etc. are reshaping production methods, governance models, lifestyles and development methods. Leading countries, developing and emerging economies are making full use of science and technology and innovation as central resources and key driving forces for development.
After nearly 40 years of implementing the renovation process, Vietnam has achieved many great achievements, but still faces many difficulties and challenges such as low labor productivity compared to other countries in the region, low technology absorption capacity of enterprises, high-quality human resources in strategic fields not meeting development requirements... In that context, Vietnam needs breakthroughs in thinking, institutions, resources and technology to catch up with global trends. Resolution No. 57-NQ/TW was issued, clearly identifying science and technology, innovation and digital transformation as the main driving force to bring the country to rapid and sustainable development, realizing the aspiration that by 2045 Vietnam will become a developed, high-income country.
At the Conference, delegates heard the introduction of the Law on Science, Technology and Innovation 2025 as a major step forward in terms of institutions, creating a favorable legal corridor, opening up breakthrough financial mechanisms and policies, strongly encouraging investment, research, and application of new technologies, especially in a number of priority areas.
In the morning program, the presentations focused on evaluating the initial results of implementing Resolution 57-NQ/TW and orienting actions in the coming period; introducing the Law on Science, Technology and Innovation in 2025 and breakthrough financial mechanisms; suggesting a list of strategic technologies for localities and units; reporting on the Vietnam Science and Technology Innovation Award; sharing about the application of platform technologies: AI, Big Data, IoT, Blockchain, etc. Scientists winning the Vietnam Science and Technology Innovation Award in 2025, typical localities shared experiences, practical lessons and successful science and technology application models.
In the afternoon, delegates continued to listen to reports from localities, units, and scientists who won the Vietnam Science and Technology Innovation Award on the advantages and challenges for the Army's scientists in the context of the birth of Resolution No. 57-NQ/TW, the application of non-traditional security technology, supply chains based on the application of science and technology, and the activities of intellectuals contributing to the realization of Resolution No. 57-NQ/TW, etc.
The conference is not only a forum for policy updates, but also a place for frank exchange of practices, sharing of models and implementation experiences, and identification of action focus for each region, locality, unit, and field in implementing Resolution 57-NQ/TW.
At the Conference, the Conference Organizing Committee awarded the Medal "For the cause of Vietnamese science and technology innovation" to 08 individuals with outstanding achievements in supporting Vietnamese science and technology innovation talents in the period of 2024 - 2025; awarded the Emulation Flag to 11 units with outstanding achievements in propaganda, dissemination and organization of Awards, Competitions, and in quickly applying award-winning works to life and production.

Concluding and closing the Conference, Comrade Phan Xuan Dung, President of the Vietnam Union of Science and Technology Associations, reported on some of the conference's results achieved after a working day and emphasized and reviewed some of the typical presentations of the units, delegates and scientists who had exchanged; thanked the Hai Phong City Party Committee, the host unit, and the press agencies that attended and reported on the conference.
Also at the conference, delegates were able to visit and learn about the exhibition area of innovations, technological solutions and science and technology products that have been successfully applied and deployed, bringing about clear socio-economic efficiency, contributing to increasing the liveliness, visuality and openness, spreading the spirit of innovation in reality.
