1- On March 11, 1948, after receiving the "Friend of the People" newspaper sent by the Police Zone XII, President Ho Chi Minh sent a letter to comrade Hoang Mai, Director of the Police Zone XII. In the letter, Uncle Ho stated the tasks of the police force and the police press. He clearly pointed out the "Qualities of a revolutionary police officer" through the Six Teachings, which are: "Towards oneself, one must be diligent, frugal, honest, and upright/ Towards colleagues, one must be friendly and helpful/ Towards the Government, one must be absolutely loyal/ Towards the people, one must be respectful and polite/ Towards work, one must be devoted/ Towards the enemy, one must be resolute and clever" ⁽¹⁾ .

The content of “The Qualities of a Revolutionary Policeman” is very simple, rustic, concise, easy to understand, easy to remember, but contains extremely profound and rich content, fully demonstrating theoretical and practical values, capacity and qualities, is a unified whole in terms of stance, viewpoint, ideology, morality, sentiment, principles, motto of action, “compass” in behavior towards oneself “on one’s own”, towards the tasks of the Police force towards the Party, the State, towards the enemy, towards work and relations with the people.

In his speech at the program to celebrate the 75th anniversary of the People's Public Security studying and implementing the Six Teachings of Uncle Ho (March 6, 2023), the late General Secretary Nguyen Phu Trong emphasized: "Those six teachings are "very precious", "very sacred" and have "very profound meaning"; each sentence, each word, each teaching of Uncle Ho will forever remain valuable, truly a light, a torch to light the way, show the way, remind each of us, the police officers and soldiers, to always "Put public work first" (that is, put the common work first; put the interests of the Party, the State, and the people first) in performing the duties and tasks assigned by the Party, the State and the people" ⁽²⁾ .

Identifying the meaning and importance of “The Qualities of a Revolutionary Police Officer”, the People’s Police force has carried out research, study and dissemination through opening training classes, organizing oaths of allegiance to the Fatherland, political activities, publishing books, launching the movement “People’s Police studying and implementing Uncle Ho’s Six Teachings” in conjunction with implementing patriotic emulation movements launched by the Party, the State and President Ho Chi Minh; uniting as one, promoting the will of self-reliance, self-strengthening, national pride, overcoming all sacrifices and hardships, promoting patriotic traditions, crushing plots to overthrow the young revolutionary government, destroying evil, and destroying the enemy; fighting to defeat all plots and sabotage activities of reactionary organizations, intelligence agencies and spies; protect the safety of the headquarters and resistance bases, together with the entire Party and people, bring the resistance war against French colonialism to complete victory, culminating in the Dien Bien Phu victory "famous in five continents, shaking the world".

During the resistance war against the American imperialists, the People's Public Security movement to study and implement the Six Teachings of Uncle Ho continued to be maintained. The Ministry of Public Security organized many training courses at the Ministry's offices, organized the dissemination of Resolution No. 12/NQ-TW, dated February 25, 1961, of the Politburo, "On the rectification campaign in the spring of 1961" and President Ho Chi Minh's speech on "consciousness of mastery", on "diligence and thrift in building the country", on fighting against the ideology of "individualism", "command bureaucracy", "corruption, waste", "conservatism, timidity" in the actual work, combat, and force building. Upholding the revolutionary spirit, the People's Public Security force fought and broke up many special projects, foiled all plots and sabotage activities of reactionary organizations; investigated and dismantled the spy network planted by the French; timely suppress riot-causing activities and capture the spy groups of the US - puppet army sent to sabotage the North; ensure the safety of troop movements, weapons, and goods to support the battlefield in the South. In the South, the security forces launched the " Secret anti-espionage " movement, protecting the safety of the resistance headquarters and revolutionary bases; at the same time, suppress spies, counter-revolutionaries, and armed combat right in the enemy's lair, culminating in coordinating participation in the Ho Chi Minh campaign, liberating the South, and unifying the country.

The country was unified, the whole country simultaneously carried out two strategic tasks: building and defending the socialist Fatherland of Vietnam. In the context of being surrounded, embargoed, overcoming the consequences of war, the security and order situation had many complicated developments, the leaders of the Ministry of the Interior (now the Ministry of Public Security) issued Directive No. 04/CT-BNV, dated May 25, 1983, launching the "Movement to deeply study and seriously implement the Six Teachings of beloved Uncle Ho for the People's Public Security"; Directive No. 03/CT-BNV, dated June 2, 1984, on "Continuing to promote the movement of studying and thoroughly imbibing and seriously implementing Uncle Ho's Six Teachings for the People's Public Security"... The Public Security of units and localities has organized and implemented the movement in many creative forms and measures, suitable to the nature and characteristics of each force and unit, associated with the implementation of assigned political tasks. At the same time, it requires officers and soldiers to always reflect on each of Uncle Ho's instructions to relate and review in order to promote strengths, overcome limitations and shortcomings, turn awareness into concrete actions, practically contribute to the successful implementation of the task of ensuring security and order, effectively serving the cause of national construction and development.

Entering the period of national renewal (from 1986 to present), our country is facing intertwined opportunities and challenges. Hostile forces are promoting the strategy of "Peaceful evolution", inciting riots and overthrowing to sabotage the Vietnamese revolution; corruption and negativity are increasing; all types of crimes are becoming more sophisticated, reckless, complicated and unpredictable; the task of protecting national security, maintaining social order and safety is extremely difficult, requiring the building of a team of police officers with sufficient virtue and talent to meet the requirements and tasks in the new situation. Based on the actual situation, the Ministry of Public Security issued many directives to continue promoting the study and implementation of Uncle Ho's Six Teachings, such as Directive No. 05/CT-BCA-X11, dated August 19, 2013, on "Continuing to promote the movement "Public Security studying and implementing Uncle Ho's Six Teachings", period 2013 - 2018"; Directive No. 04/CT-BCA, dated May 19, 2018, "On innovation and improving the quality of the movement "People's Public Security studying and implementing Uncle Ho's Six Teachings" in the new situation",... To innovate political and ideological education work, put the study and implementation of Uncle Ho's Six Teachings into order and regularly, on the basis of summarizing the movement "People's Public Security studying and implementing Uncle Ho's Six Teachings", the Central Party Committee of the Public Security issued Regulation No. 09-QD/DUCA, dated May 19, 2023, "On the regime of studying and implementing Uncle Ho's Six Teachings for the People's Public Security".

2- During 80 years of construction and growth, 77 years of studying and implementing Uncle Ho's Six Teachings, the Central Party Committee of the Public Security and the leadership of the Ministry of Public Security have always closely followed the Central's direction, proposed many policies and measures, promoted political and ideological education, built moral qualities and lifestyles, and successfully completed all assigned tasks. Outstanding results:

Be proactive and creative in grasping the situation, forecasting strategies, advising the Party and State on policies and strategies to ensure security and order, avoid being passive and surprised, effectively serving the tasks of economic, cultural, social and foreign development. Resolutely and synchronously deploy key solutions to prevent, combat, handle, and contribute to curbing and reducing crime. Be exemplary and take the lead in preventing and combating corruption, waste, and negativity. Focus on leading and directing the improvement of the quality of investigation, handling thoroughly, strictly, and legally many serious and complicated corruption and economic cases, in accordance with the viewpoint of "no forbidden zones, no exceptions", creating positive changes at both the central and local levels, which are recognized and highly appreciated by Party and State leaders and supported by the people.

Promote the role of being a role model, leading, innovating, improving the effectiveness and efficiency of state management of security and order. Be determined, pioneering, and exemplary in leading the national digital transformation, creating motivation and inspiration for ministries and local branches in implementing digital transformation. Advise the Government to promulgate and implement Project No. 06/DA-CP on "Developing applications of population data, electronic identification and authentication, serving national digital transformation, period 2022 - 2025, vision to 2030", in which the People's Public Security force has made a clear mark, creating a "breakthrough" change in national digital transformation, serving the people.

Strongly innovate, effectively and qualitatively all aspects of professional work, build and perfect institutions and laws on security, order, foreign affairs and international cooperation; research strategies, theories, and apply science and technology to meet the requirements of the new situation. Implement the Project on the People's Public Security Forces participating in the United Nations peacekeeping force, enhancing the image and position of the Vietnamese Public Security Forces in the international arena.

The Central Public Security Party Committee, the Ministry of Public Security, especially the leader, has been exemplary, pioneering, proactive, resolute, taking each step carefully, methodically, scientifically, and objectively in researching, advising on innovation, and arranging the organization of the Ministry of Public Security to be streamlined, effective, and efficient ⁽³⁾ , to manage centrally, uniformly, and in-depth in each field of work, combining sectoral management with territorial management and arranging according to administrative levels, overcoming the cumbersome situation of organizational structure, overlapping functions, tasks, and division in areas and management fields; at the same time, creating the basis for adjusting, rearranging forces, arranging cadres, and rationalizing internal staffing structure, implementing "lean, lean, strong", associated with administrative reform, improving quality, standardizing titles, and building a team of cadres with sufficient qualities and capacity; At the same time, create conditions to focus on investment and modernize means of serving work and combat.

Organize many political and ideological activities, self-examination, self-correction, self-identification, and prevention of degradation in political ideology, morality, and lifestyle. Thoroughly grasp and effectively implement the advice of the late General Secretary Nguyen Phu Trong: "Honor is the most sacred and noble thing", the guiding motto "When the people need it, when the people are in trouble, there is the police", "Forget yourself for the country, serve the people". The police of units and localities have proactively advised the Party Committees and authorities to direct departments, branches, organizations, and people to support and help in studying and implementing Uncle Ho's Six Teachings. Organize seminars, talks, thematic talks, competitions to learn and foster communication and behavior skills; train and check military and martial arts regulations and training; tighten discipline, order, and regulations; Organize forms of collecting people's opinions (through the Conference "Police listen to people's opinions", collect votes to evaluate people's satisfaction ⁽⁴⁾ , announce hotlines, suggestion boxes, etc.); build models, tasks, "do a good deed every day for the people",... Promote traditional education, offer flowers, incense, return to the source, mobilize people, social security, give gifts, build gratitude houses, support people to eliminate dilapidated houses; conduct shock and volunteer activities through practical and specific work with the spirit of "Joining hands for the poor - leaving no one behind", "Donate blood - Give life", "Adopted child of the commune police", "Godmother"... build close and closely connected relationships with the people.

Studying, being determined to implement, following, being exemplary, taking the lead in studying and following Ho Chi Minh's ideology, morality, and style; studying and implementing Uncle Ho's Six Teachings have achieved practical results, contributing to creating more substantial changes in self-cultivation, training, and preserving moral qualities and lifestyle. Most cadres, party members, and soldiers have become more aware and serious in preserving honor and self-respect, raising their responsibility for work and their sense of serving the people; actively fighting against signs of degradation and negativity. Many typical and advanced collectives and individuals have emerged, demonstrating bravery, humanity, and dedication to work, ready to accept difficulties and hardships, and bravely sacrificing to protect the peaceful and happy life of the people ⁽⁵⁾ .

From the practice of studying and implementing Uncle Ho's Six Teachings in recent times, we can draw some of the following experiences: 1- Studying and implementing the Six Teachings of Uncle Ho to the People's Public Security is a persistent, long-term process, requiring leadership, direction, organization and implementation with high determination, great efforts, regular inspection, supervision, and true assessment to promote advantages and promptly overcome shortcomings and limitations; 2- Implementation must be associated with studying and following Ho Chi Minh's ideology, morality and lifestyle; Party building and rectification work must be appropriate to practical conditions; support and assistance from local Party committees, authorities and people must be sought; 3- Specify the study and implementation through specific, practical daily content, criteria, models, works and tasks suitable for each subject and practical conditions; in which, promoting the exemplary responsibility of Party committees, leaders, especially the heads; 4- Attach importance to propaganda work, promptly detect, replicate, and spread good models and effective practices, promptly commend good people and good deeds; at the same time, proactively detect, prevent, and strictly handle officers and soldiers who commit violations.

3- The world is in a period of epochal change, an important period for establishing world order, an epochal opportunity for the country's development. The achievements of the Fourth Industrial Revolution, especially the application of artificial intelligence and digital technology, bring development opportunities, but also predict many potential complications regarding security, order and the building of the People's Public Security force. Hostile forces continue to carry out the plot of "peaceful evolution", sabotage ideology, and divide the close relationship between the Police and the people, between the People's Police and the People's Army... Along with the negative side of the market economy, negative phenomena arise, creating contradictions, conflicts, social stratification, opposing interest groups, stimulating a pragmatic lifestyle, promoting individualism, valuing money and material values, disregarding spiritual values, and deviating from revolutionary ethics... which are having daily, hourly impacts, changing the standard values, psychology, emotions, political awareness, ethics, and lifestyle in the cultivation, training, and performance of duties of the Police force.

Promoting the achieved results and proactively overcoming limitations, the Central Party Committee of the Public Security and the leaders of the Ministry of Public Security identified key tasks and solutions to promote the study and implementation of Uncle Ho's Six Teachings as follows:

Firstly , continue to be exemplary and take the lead in organizing research, thoroughly grasping and studying the Party's guidelines and policies, the State's laws and policies in a practical and practical manner. Promote studying and following Ho Chi Minh's ideology, morality and lifestyle in conjunction with the work of Party building and rectification and studying and implementing Uncle Ho's Six Teachings to the People's Public Security. Focus on effectively implementing Resolution No. 18-NQ/TW, dated October 25, 2017, of the 6th Central Conference, Session XII, on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently"; Resolution No. 12-NQ/TW, dated March 16, 2022, of the Politburo, "On promoting the building of a truly clean, strong, disciplined, elite, and modern People's Public Security force, meeting the requirements and tasks in the new situation" and Regulation No. 144-QD/TW, dated May 9, 2024, of the Politburo, "On revolutionary ethical standards of cadres and party members in the new period".

Second, effectively implement President Ho Chi Minh's advice: "The police must have a plan. The police cannot lag behind industry, agriculture, commerce, and transportation. It is best for the police to take the first step" ⁽⁶⁾ . Proactively research and deploy tasks and solutions to ensure security and order, be dynamic, innovative, dare to think, dare to do, dare to take responsibility for the common good to be ready to enter the new era, the era of national growth as affirmed by General Secretary To Lam. Continue to be exemplary, take the lead, accelerate breakthroughs in implementing the Party's policies and the State's laws, build a truly clean, strong, disciplined, elite, and modern People's Public Security force with key and breakthrough tasks to successfully achieve the goals set for 2025 and best prepare for the 7th Central Public Security Party Congress, term 2025 - 2030.

Third , innovate the content and form of Party cell activities, effectively organize and implement the "four good" Party cell model (leaders who complete their tasks well; good quality of activities; good solidarity and discipline; four good cadres and Party members). Innovate political and ideological education, traditional education, moral education, and lifestyle education; thoroughly implement the advice of the late General Secretary Nguyen Phu Trong: "Honor is the most sacred and noble thing" and the guiding motto "When the people need it, when the people are in trouble, there is the Public Security", "Forget yourself for the country, serve the people".

Fourth, promote effective implementation of exemplary behavior, especially by Party committees and leaders, demonstrating comprehensively in all aspects of political ideology, ethics, lifestyle, and style; self-criticism and criticism; relations with the people; responsibility in work; sense of organization, discipline, and internal solidarity; implementing the motto "the superiors set an exemplary example, the subordinates actively follow" . Focus on implementing state transformation, administrative reform, improving scientific working methods and styles; supplementing and perfecting the theoretical system to meet the requirements and tasks of ensuring security and order and building a truly clean, strong, disciplined, elite, and modern People's Public Security force.

Fifth, diversifying forms of propaganda, proactively applying science and technology in propaganda, protecting the Party's ideological foundation, promptly fighting and refuting erroneous and hostile viewpoints, protecting the prestige and honor of the Party and the honor of the People's Public Security; propagating exemplary results and leading the People's Public Security force in studying and following Ho Chi Minh's ideology, morality and lifestyle; examples of "good people", "good deeds", advanced models, and courageous actions for the peaceful and happy life of the people.

Promoting the tradition of solidarity, heroism, strong will and courage to resolutely build a truly clean, strong, disciplined, elite and modern People's Public Security force to meet the requirements and tasks in the coming time, making practical achievements to celebrate the 80th anniversary of the People's Public Security Traditional Day and the 20th anniversary of the National Day for National Security Protection, celebrating the country's major holidays in 2025 and the following years./…
