According to the Board of Directors of the Social Policy Bank of Dak Lak province, many areas in the province lack domestic water during the dry season, and some households do not have clean water and sanitation facilities that meet standards.
The main reason is that the rate of poor and near-poor households is still quite high, so it is difficult for people to have the conditions to implement. On July 15, 2024, the Government issued Decision No. 10/2024/QD-TTg on credit for clean water supply and rural environmental sanitation.
Accordingly, a household can borrow up to 50 million VND, with a maximum loan term of 5 years. This makes it easier for households to borrow capital to invest in building and renovating water wells and sanitation facilities for daily life.

Because they live far from the water supply works, like many other local people, every dry season, Mr. Nguyen Van Minh's family (village 7, Hoa Son commune, Krong Bong district) struggles to cope with the lack of water. At the end of 2024, his family was able to borrow 50 million VND under this program to dig a well. Thanks to that, this dry season, he no longer has to worry about water for daily use and irrigation for his family's garden.
Mr. Tra Van Tam, Director of the Transaction Office of the Social Policy Bank of Krong Bong district, said that in order to implement the program, the unit has strengthened the inspection and supervision in the loan evaluation process, ensuring publicity and correct subjects; closely inspecting and supervising the use of loan capital, ensuring that the capital is used for the right purpose and effectively. Up to now, the outstanding loan balance of this program in the district has reached nearly 71.7 billion VND, with 3,430 outstanding customers. Households using this capital have had different ways of doing things depending on the actual situation and promoted practical effectiveness, improving living conditions.
Ea Sup District is a locality with a high rate of poor households, and water shortages occur frequently during the dry season. Therefore, lending under the program is even more important, contributing to limiting the shortage of clean water. To date, the outstanding loan balance of this program in the district has reached more than 67.5 billion VND, helping people build 3,322 clean water and sanitation facilities.

One of the beneficiaries of this program is the family of Mr. Ha Manh Toan (Ba Na hamlet, Ia Jloi commune). There is no centralized water supply system here, so he had to use a public well for daily activities. This well was damaged and could not be used, so he had to share a well dug by another household.
Not to mention, the water source is contaminated with alum, not safe for health, the wells dry up in the dry season, there is not enough water, so life is very difficult. Although he really wants to build clean water projects and clean toilets, due to lack of funds, he has to put it aside.
Earlier this year, his family received a loan of 50 million VND from the Ea Sup District Social Policy Bank under the program. From this source of capital, he used it to drill a 40-meter deep well, build a bathroom, toilet, and install a water tank. Thanks to that, during the dry season this year, his family did not have to worry about water shortages, the water was not contaminated with alum, so he could use it with peace of mind. In addition, the landscape and environmental sanitation of the family and the village were improved and cleaner.
The Dak Lak Branch of the Social Policy Bank said that the outstanding loan balance of the Rural Clean Water and Environmental Sanitation Program in the province has reached nearly VND1,192 billion, with 56,038 outstanding customers.
