On the morning of March 14, the Policy Forum with the theme “Vietnam proactively develops the semiconductor and artificial intelligence industry in the new era” was held at the National Innovation Center in Hoa Lac. This is the main event in the series of international conferences on “Artificial Intelligence and Semiconductors - AISC 2025” jointly organized by the National Innovation Center (NIC) and Aitomatic (USA).
Vietnam can become a hub for innovation
According to Mr. Michael Kagan, Chief Technology Officer of NVIDIA Corporation, Vietnam is becoming an attractive destination for research and development (R&D) in the fields of artificial intelligence (AI) and semiconductors.
Reaffirming NVIDIA's commitment to expanding investment in Vietnam, NVIDIA CTO said that Vietnam is truly a center of technical talent. Therefore, NVIDIA is very happy to become a partner of Vietnam and will continue to cooperate with Vietnam in technology development and knowledge transfer.

“ We are interested in Vietnam because we believe in the Government’s ambition. We hope to realize the vision with Vietnam, committed to developing an ecosystem to promote artificial intelligence together ,” NVIDIA representative affirmed.
Sharing his perspective, Mr. Michael Kagan said that the cooperation with NVIDIA will help Vietnam become a center for high-tech human resources, AI and semiconductors in the world. “ I believe that Vietnam will become a regional center, rising to the top in innovation and technology development, ” Mr. Michael Kagan emphasized.
Speaking at the event, Deputy Minister of Finance Nguyen Duc Tam said that Vietnam has a lot of potential and advantages to welcome and cooperate with businesses and investors from all over the world in the fields of semiconductor industry and artificial intelligence.
The Ministry of Finance will compile recommendations, reports, and proposals to the Government on tasks and solutions to promote these two strategic technology industries, thereby helping Vietnam grow by 8% or more and aim for double-digit growth in the coming period.
Vietnam wants deep cooperation in AI and semiconductors
At this forum, Prime Minister Pham Minh Chinh once again emphasized Vietnam's viewpoint that development must be based on science, technology, innovation and digital transformation.

According to the Prime Minister, the three pillars for developing AI and semiconductors include institutions, infrastructure, and human resources. Vietnam will create institutional breakthroughs with a transparent legal environment, cutting 30% of unnecessary administrative procedures, and increasing decentralization and enforcement capacity.
Regarding infrastructure, the Government will invest heavily in transportation, telecommunications, IT, digital infrastructure and energy, ensuring no power shortages, thereby reducing input costs and enhancing competitiveness. Regarding human resources, the Prime Minister emphasized that one of Vietnam's important goals is to train 100,000 AI and semiconductor engineers in the coming years.
The Prime Minister requested the development of an AI and semiconductor ecosystem and the construction of an R&D center that is suitable to Vietnam's practical conditions, culture, talents, and potential. At the same time, Vietnam will promote the development of a startup ecosystem, especially for young people.

The Prime Minister affirmed that Vietnam wishes to cooperate extensively with international experts and businesses to develop AI and semiconductor technology.
Sharing his desire for cooperation, the head of the Government said that Vietnam needs advice to build a vision and appropriate and feasible goals, and at the same time receive comments to improve institutions, reduce administrative procedures and create a creative environment. Financial support is also an important factor.
Regarding technology transfer, Vietnam encourages businesses to invest in research and development (R&D) centers and participate in global supply chains to facilitate technology transfer.
In the field of human resources, the Government wants to cooperate with technology corporations to train high-quality staff, focusing on AI, semiconductors and emerging technology industries. Vietnam also aims to build a smart management system, ensure safety, security and develop virtual assistants not only for leaders but also for all people.
The Vietnamese Government is committed to creating favorable conditions for investors with an open business environment, reasonable incentive mechanisms and strong administrative reforms, including implementing a one-stop investment reception model, minimizing costs and procedures for businesses.
According to the Prime Minister, the presence of the delegates is a valuable encouragement and support for Vietnam. This will be even better if it is materialized into specific investment programs and projects. The Prime Minister wishes for a relationship of "working together, enjoying together, winning together; saying what is done, committing to what is done, bringing common benefits to the relevant subjects, so that the world becomes better and better, and people become more prosperous and happy".
