In his opening speech, Prime Minister Pham Minh Chinh emphasized that the fourth industrial revolution is taking place very strongly, especially in the semiconductor, artificial intelligence, cloud computing, and internet of things industries, making important contributions to the development of each country, including Vietnam.

The Prime Minister stated that the semiconductor industry has developed strongly in many countries over the years, bringing diversity but also complexity, posing many challenges. According to the Government leader, each country has its own development strategy for this industry, affirming the important role and mission of the semiconductor industry in the global context.

The head of government emphasized that Vietnam is actively implementing many resolutions, programs and plans to develop the semiconductor industry. Notably, Resolution 57 of the Politburo focuses on developing science, technology, innovation and digital transformation.

In addition, resolutions of the National Assembly and the Government were also issued, including the Strategy for developing Vietnam's semiconductor industry to 2030, with a vision to 2050, and the Program for developing human resources in the semiconductor industry to 2030, with a vision to 2050.

Focus on training human resources for the semiconductor industry

The Prime Minister assessed that resolutions, programs and plans for developing the semiconductor industry in Vietnam have achieved initial results, but are still modest and face many difficulties and challenges.

To build an independent and self-reliant economy, while integrating deeply and effectively into the international community, as well as firmly protecting independence, sovereignty, unity and territorial integrity, along with improving the material and spiritual life of the people, the Prime Minister emphasized the need to focus on improving labor productivity and effectively exploiting resources, especially human resources.

The Prime Minister said that the development of artificial intelligence in Vietnam, based on domestic data, depends largely on the semiconductor industry.

At the meeting, the Prime Minister asked delegates to focus on analyzing and evaluating the achievements, remaining limitations, causes and lessons learned to promote the development of the semiconductor industry. In particular, it is necessary to focus on areas such as human resource training, infrastructure construction, investment attraction, resource mobilization and industry ecosystem development.

The Prime Minister also called for proposals for effective cooperation models between the State, schools and businesses, creating conditions for Vietnam to take shortcuts, break through and rise up in the semiconductor industry.

In the context of limited resources and little experience, developing the semiconductor industry is a long-term process. The Prime Minister asked delegates to propose specific tasks and solutions in leadership and direction.

The Government leader believes that it is necessary to mobilize the participation of relevant parties, promote Vietnamese intelligence to participate in the design, production, assembly, packaging stages, and actively integrate into the global production and supply chain of the semiconductor industry.

At this meeting, Prime Minister Pham Minh Chinh asked delegates to clarify the bottlenecks that need to be removed, the driving forces that need to be promoted, and propose solutions to coordinate and create a nationwide combined strength for the development of the semiconductor industry.

According to the Prime Minister, developing the semiconductor industry is both an urgent and long-term strategic task, requiring profound thinking, far-sighted vision, decisive action with high determination, great effort, and completing each task. Work needs to be assigned specifically, ensuring clear people, clear tasks, clear time, clear results, clear responsibilities, and clear authority.

The Prime Minister asked leaders of ministries, localities, businesses, and experts to discuss in depth and propose solutions to promote the semiconductor industry, create motivation and inspiration, contributing to achieving the economic growth target of 8.3 - 8.5% this year and achieving double-digit growth in the following years.
