Accordingly, leaders of Party committees and authorities at all levels must seriously carry out regular or ad hoc public receptions to receive information, listen, directly dialogue and handle people's reflections and recommendations; focus on promptly and effectively resolving pressing issues and legitimate and legal recommendations of the people...

Specific regulations on exemplary responsibility are implemented synchronously in conjunction with studying and following Ho Chi Minh's ideology, morality and style. The higher the position of cadres and party members, the more exemplary they must be; set an example in political qualities, morality, lifestyle, in the vanguard and exemplary role of cadres and party members before the people... For leaders, they must directly receive citizens, promptly dialogue with the people when necessary; lead, direct, inspect, supervise and urge heads of Party committees, organizations, State agencies and competent persons to comply with regulations on receiving citizens, directly dialogue with citizens and promptly handle and resolve citizens' reflections, recommendations, complaints and denunciations.

Leaders must also be exemplary, seriously implement, listen to opinions and accept supervision from the people; resolutely oppose autocracy, authoritarianism, bureaucracy, distance from the people, indifference and apathy towards the difficulties and frustrations of the people...

From the above tasks and solutions, it can be seen that setting an example and being a "locomotive" is one of the Party's leadership methods, concretized in all aspects of work, thereby setting increasingly high requirements for the team of cadres and party members, especially leaders, in performing assigned duties and tasks.

The Vietnamese revolutionary practice has demonstrated the vanguard and exemplary role of cadres and party members, especially in the current period, when the policy is to arrange and streamline the apparatus to promote the efficiency, effectiveness and efficiency of the entire political system, it requires each cadre and party member to truly set an example, have a sense of responsibility, and always strive to promote the exemplary spirit to lead the masses to strive to carry out the common revolutionary tasks of the Party and the country.

Each cadre and party member, when voluntarily setting an example, can promote and create a spread of development movements. Our Party also has appropriate mechanisms to encourage and protect cadres and party members with high fighting spirit, exemplary in implementing the Party's principles and the State's laws, daring to think, daring to speak, daring to do, daring to take responsibility, daring to innovate, daring to face difficulties and challenges, and being resolute in acting for the common good.
