He analyzed that in previous years, candidates were considered for admission and notified of admission results early. Meanwhile, this year's admission regulations do not consider early admission. The results of academic records, converted foreign language certificates, or scores from competency assessment exams... are still reserved and used in the general admission round of the Ministry of Education and Training .
“This year is a ‘common playground’, whether admission is based on transcripts, high school graduation exam scores or separate exams… all are considered in the same round” - Associate Professor, Dr. Nguyen Phong Dien emphasized.
In reality, early admission in recent years has caused the admission period to be prolonged, and candidates have to request confirmation of their academic results to send to many training institutions, wasting social resources.
When the results are available early, candidates are often reassured and only register a few wishes, some even only need one wish on the General Admission Support System because they have been admitted early. In particular, many schools call for early admission in large numbers but the admission rate is low, showing that the efficiency is not high.

“Unlike last year, this year, before candidates registered their wishes, we predicted that the number of wishes would increase. When early admission was eliminated, schools did not announce the results in advance, all admissions were conducted at the same time, so it is understandable that candidates registered many wishes to increase their chances of being admitted,” said Associate Professor Dr. Nguyen Phong Dien.
The Vice President of Hanoi University of Science and Technology said that the Northern admission group has 65 participating schools. This year, the number of applications has also increased. The elimination of early admission helps ensure more openness, transparency and fairness for both candidates and schools. Previously, some schools reserved 50% of their quota for high school transcripts and 50% for other methods, which inadvertently caused many good candidates to lose their chances.
Applying percentiles creates opportunities for schools and candidates

Regarding the admission fee, Associate Professor Dr. Nguyen Phong Dien said that the Ministry of Education and Training does not directly collect it, but schools sign an agreement with the Department of Education and Training. The conversion of equivalent admission scores is not as complicated as many people think, it is just a technical adjustment according to the examination theory to ensure fairness between the groups and admission methods.
“12th grade students have learned about percentiles, so this concept is not unfamiliar,” said Associate Professor Dr. Nguyen Phong Dien, adding that 65 schools in the Northern group have all mastered converting scores using the percentile method.
According to the Vice President of Hanoi University of Science and Technology, applying the current percentile is appropriate and necessary to ensure fairness in admissions, helping schools recruit the right candidates, while creating conditions for students to choose their favorite majors. Opportunities will be equally distributed to schools and candidates.

From the new points of this year's enrollment, Associate Professor, Dr. Nguyen Phong Dien predicts that in 2026, many schools will reduce the enrollment quota based on high school transcripts, focusing on high school graduation exam scores and separate exams.
