Currently, Vietnam has negotiated, signed and implemented 17 FTAs with more than 60 partners across all continents. In particular, participation in new generation FTAs such as CPTPP, EVFTA, UKVFTA has affirmed our country's commitment to deep and comprehensive integration.
With a scale of more than 500 enterprises currently operating in export activities, to support enterprises to grasp and effectively utilize the FTAs, contributing to expanding the market, improving production and business activities, the Provincial People's Committee continues to direct specialized agencies to advise on timely issuance of documents, proactively organize and integrate dissemination and propaganda activities on foreign affairs and integration policies into programs and work plans of agencies and units to effectively implement international economic integration in general and FTAs in the province.
Specifically, the Provincial People's Committee has directed the Management Board of Industrial Parks (IPs) to promote propaganda activities about the Agreements to the business community in the IPs through the electronic information page, by integrating propaganda content into conferences and training courses with the participation of enterprises; supporting, providing information, and connecting enterprises in the IPs to gradually participate in production networks, value chains, and regional and global supply chains.
Strengthen investment promotion, prioritize attracting investors with investment projects in the high-tech manufacturing industry, including computer, telephone and electronics industry; semiconductor industry; automobile, electric motorbike industry and pharmaceutical industry, high-tech agriculture in accordance with the province's investment attraction orientation.
The Department of Industry and Trade innovates and organizes trade promotion programs, connecting domestic and foreign supply and demand in the online environment; simplifies administrative procedures in the field of import and export; regularly updates regulations related to import and export activities, information on export markets, foreign export promotion programs so that businesses can grasp, promptly orient, and prepare business plans....
Through supporting activities, supporting enterprises to participate in FTAs has contributed to promoting the development of production and business activities of enterprises; expanding export markets with the structure of export goods shifting positively towards gradually increasing the proportion of goods with high technology and intellectual content. In 2024, the total export turnover of the province will reach 16.3 billion USD, an increase of 12.55% compared to 2023.
However, most businesses have not been proactive in researching and studying, so the application and utilization of commitments in the Agreements have not been thorough, the efficiency is not high, and they have not focused on accessing information about integration to build long-term business strategies...
According to the results of the FTA Index of localities in 2024, Vinh Phuc ranked only 43/63 compared to other provinces and cities nationwide. This requires the province to implement more drastic solutions to support businesses to participate deeply in the global economic chain.
Accordingly, the province directed relevant agencies to continue to strengthen information and propaganda work on international economic integration to enterprises, contents of FTAs that Vietnam has signed and market information work, forecasting the import and export situation of goods and raw materials through coordination with the Import-Export Department so that enterprises can proactively export and import raw materials for production; well implement the province's commitments to investors, create an open and equal legal corridor for all investors and enterprises...
In the context of many fluctuations in the world economy, import and export activities of enterprises in the province are facing many challenges due to tariff adjustment policies, trade defense measures and technical barriers of importing countries, including the United States. The Provincial People's Committee has assigned departments, branches and sectors to review and clearly assess the situation and impacts of the US's reciprocal tax policy on economic growth, import and export activities, investment attraction, production and business of enterprises; labor and employment situation... to advise the Provincial People's Committee on solutions to remove difficulties and obstacles for enterprises.
In order to support local enterprises to promptly grasp information, improve response capacity, and maintain stable production and export activities, the provincial Department of Industry and Trade has requested the Ministry of Industry and Trade to regularly update and inform localities about tax policies, tariffs, technical barriers, and non-tariff barriers of the United States currently and expected to apply to imported goods from Vietnam, especially export goods of provincial enterprises to the US market such as motorcycle components, garments, helmets, footwear of all kinds, household appliances, etc.; information on reciprocal policies, handling instructions, and support of the Government and the Ministry of Industry and Trade so that localities have a basis to coordinate implementation and support businesses effectively, etc.
