In 2023, the Provincial Party Committee, People's Council, People's Committee, and Provincial Steering Committee (PSC) focused on leading, directing, and effectively implementing tasks on building and implementing the Grassroots Democracy Regulations (GDC) in conjunction with implementing the province's political tasks. Leading and directing the task of arranging administrative units at district and commune levels for the 2023-2025 period; promoting administrative reform and digital transformation; strengthening citizen reception, handling citizens' complaints and denunciations; and effectively implementing social security policies.

In implementing QCDC at the grassroots level, the role of leaders of Party committees, authorities, agencies, units and localities has been promoted; there have been many innovations in leadership, direction, administration, daring to think, daring to do, daring to take responsibility; focusing on new and difficult tasks of localities, agencies and units; listening to and absorbing opinions of cadres, party members and people. The implementation of QCDC at grassroots levels: communes, wards and towns; State administrative agencies and public service units; and implementing democracy in enterprises have achieved many important results.

Implementing QCDC at the grassroots level has contributed to strengthening solidarity, unity, and creating consensus among cadres, party members, and people in carrying out socio-economic development tasks, ensuring security and national defense, and building a strong political system.

Also in 2023, the Provincial Steering Committee for the "Skillful Mass Mobilization" emulation movement directed localities and units to carry out the emulation movement in conjunction with thoroughly grasping and implementing the resolutions, directives and conclusions of the Central and the province and implementing the 2023 working theme of the Provincial Party Executive Committee "Maintaining discipline, enhancing responsibility, innovation, creativity, and real efficiency". At the same time, focusing on directing the implementation of new construction and replication of effective "Skillful Mass Mobilization" models and examples, reviewing and removing ineffective models from the list.

Agencies, localities and units in the province have newly built 421 models, typical examples of "Skilled Mass Mobilization", bringing the total number of "Skilled Mass Mobilization" models in the province to 1,635 models, typical examples of "Skilled Mass Mobilization" in all fields. The "Skilled Mass Mobilization" models have been spreading, contributing to arousing people's strength, promoting local socio-economic development.

Discussing at the conference, delegates made statements clarifying the results achieved in implementing the QCDC at the grassroots level and the emulation movement "Skilled Mass Mobilization" in 2023, the advantages, difficulties, and causes of the limitations; proposing tasks and solutions to continue effectively implementing the QCDC at the grassroots level and the emulation movement "Skilled Mass Mobilization" in 2024.

Concluding the conference, comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the 2 Provincial Steering Committees acknowledged and highly appreciated the results achieved by departments, branches, organizations, units and localities in implementing the QCDC at the grassroots level and the emulation movement "Skilled Mass Mobilization" in the past time.

Frankly pointing out the limitations and requesting all levels, sectors and localities to seriously and urgently overcome them, he suggested that in the coming time, they should focus on disseminating and effectively implementing the Law on Implementation of QCDC at the Grassroots Level in 2022. Continue to direct and effectively implement the development and implementation of QCDC at communes, wards, towns, agencies and units. Review and supplement and amend the Working Regulations of agencies and units to contribute to better implementation of QCDC at the grassroots level.

The Standing Deputy Secretary of the Provincial Party Committee also noted that the implementation of the QCDC at the grassroots level must actively contribute to socio-economic development, create high consensus in the arrangement of administrative units, ensure national defense, security and build the political system in the province. In the coming time, it is necessary to promptly consolidate and improve the quality of activities of the Steering Committee for the implementation of the QCDC at the grassroots level, especially at the commune level.

Regarding the emulation movement "Skilled Mass Mobilization" in 2024, he proposed to continue to effectively implement the Regulations on mass mobilization work of the entire political system; Plan No. 26 of the Provincial Party Standing Committee on implementing the emulation movement "Skilled Mass Mobilization" in the period of 2021-2025. Organize surveys and evaluate typical models and examples of "Skilled Mass Mobilization" in various fields; speed up the progress of directing the compilation of the Book of 100 typical models and examples of "Skilled Mass Mobilization" in the period of 2021-2025.

The Standing Deputy Secretary of the Provincial Party Committee also paid special attention to the emulation movement "Skillful Mass Mobilization" which needs to focus on difficult, complicated and sensitive issues such as: site clearance to implement key projects; handling complaints and denunciations; arranging administrative units at district and commune levels... Implementing the emulation movement "Skillful Mass Mobilization" must contribute to the patriotic emulation movement and carry out the political tasks of the province, thereby contributing to realizing the goal of building and developing Ninh Binh province to become a centrally-run city by 2035.

He also discussed and clarified the recommendations and proposals of the delegates raised at the conference.
