Information from the meeting, on April 4, 2025, the Ministry of Education and Training issued Decision No. 899/QD-BGDDT promulgating the Action Plan to implement Plan No. 01-KH/BCĐTW dated March 21, 2025 on implementing the "Digital Education for All" movement (Movement) of the Central Steering Committee on science, technology development, innovation and digital transformation.
The purpose of the Plan is to thoroughly grasp, effectively implement, and create changes in awareness and actions among civil servants and public employees of units under and directly under the Ministry of Education and Training to deploy the movement "Digital Education for All" according to Plan No. 01-KH/BCĐTW.
At the same time, specify and organize the implementation of tasks and solutions stated in Plan No. 01-KH/BCĐTW in the field of education and training; assign specific tasks associated with monitoring, inspection, supervision, and periodic reporting to strongly promote the spirit of initiative and responsibility of units and individuals; as a basis for organizing inspection, supervision, interim review, final review, and evaluation of the implementation of Plan No. 01-KH/BCĐTW.
To implement Decision No. 899/QD-BGDDT, heads of units under the Ministry need to thoroughly and effectively disseminate and implement the movement "Digital Education for All" to every civil servant, public employee and employee in the unit.
Based on the content and tasks assigned in the Plan, units proactively develop detailed plans for each assigned task, submit them to the Ministry's leaders for approval and organize implementation to ensure progress and efficiency.
At the meeting, Deputy Minister Nguyen Van Phuc and representatives of relevant departments and bureaus of the Ministry of Education and Training together counted and discussed solutions to implement 10 tasks according to Decision No. 899/QD-BGDDT, including:
Firstly: Coordinate with the Central Propaganda and Mass Mobilization Commission, the Central Party Office, the Ministry of Public Security, the Ministry of Science and Technology, and relevant units to regularly monitor, urge, and inspect the implementation of the "Digital Popular Education" movement.
Second: Build a universalization program suitable for the digital skills framework of each universalization target group, focusing on core content, enhancing practice and application in work and life.
Third: Compile and publish documents and lectures for each popularization program with diverse genres (text, images, audio, video, presentations). Documents and lectures are concise, easy to understand, easy to implement, and deploy for both teachers and learners, suitable for posting on online platforms, meeting the needs of a large number of participants.
Fourth: Integrate digital skills education for students in general education, vocational education, and university education programs; especially focus on AI skills in education and training.
5th: Implement the “Learning from doing” program; in which universities, colleges, vocational training institutions are linked with businesses to build human resource training programs to serve digital transformation according to actual requirements and business orders.
Friday: Accelerate the digital transformation process in the education and training sector; develop new educational models based on digital technology and AI, create an environment for students to access, develop digital skills and benefit from the digital transformation achievements of the industry.
Saturday: Promote the role of students in volunteer activities to participate in popularizing digital skills for people, first of all family members and people in difficult and disadvantaged circumstances.
8th: Directing higher education and vocational education institutions to contribute in terms of facilities, digital infrastructure, and digital human resources to support the implementation of the Movement.
9th: Integrate the implementation of the Movement into the implementation plan of projects and programs related to digital transformation chaired by the Ministry of Education and Training.
10th: Develop and implement an emulation plan to respond to the "Digital Education for All" Movement in the entire education sector.
Deputy Minister Nguyen Van Phuc requested the focal unit, the Department of Science, Technology and Information, to synthesize comments and report to the Minister; at the same time, continue to urge units to perform tasks according to Decision No. 899/QD-BGDDT.
