On the afternoon of October 2, Prime Minister Pham Minh Chinh - Chairman of the National Committee on Digital Transformation (NDT) chaired a national online conference to deploy the expansion of electronic health books and the issuance of criminal records (LLTP) via the VneID application nationwide.

According to the report of the Ministry of Public Security, after more than 4 months of piloting the issuance of Temporary Residence Cards in Hanoi and Thua Thien Hue, initial results have been remarkable, bringing convenience and receiving enthusiastic support from the people.

Specifically: Hanoi received more than 45,000 applications, Thua Thien Hue received more than 5,000 applications for temporary residence cards on VneID, accounting for more than 70% of the total number of applications requesting temporary residence cards of the two localities. It is estimated that issuing temporary residence cards on VneID will help save about 400 billion VND per year for people and society.

Based on the initial results, on August 24, 2024, the Prime Minister issued Official Dispatch No. 656/TTg-KSTT on expanding the pilot issuance of temporary residence cards via the VneID application nationwide from October 1, 2024 to June 30, 2025.

Issuance of LLTP certificates via the VneID application is carried out in 10 steps according to Procedure No. 570/TTLLTPQG-QLHC issued by the Ministry of Public Security on September 20, 2024. In particular, for cases where citizens do not have information about criminal records, the time to return results is reduced from 10 days to 3 working days.

Regarding the implementation of electronic health books, up to now, the Ministry of Health has created over 98% of electronic health book data for people (32,062,931 electronic health book data for people, of which 14,638,905 citizens have integrated electronic health books on VneID with 12,518/12,693 health examination and treatment facilities covered by health insurance) and synchronized through Vietnam Social Security to integrate into VneID.

The Ministry of Public Security, in coordination with the Vietnam Social Security and the Ministry of Health, has created and integrated 911,696 data on referral papers and 2,629,117 data on re-examination appointment papers on VneID, ready to be published nationwide.

According to the assessment of the functional sector, the implementation of electronic health books will help people to monitor their health status, use referral papers, and re-examination appointment papers through the VneID application easily and conveniently, reducing complicated and cumbersome administrative procedures, and saving an estimated VND 1,150 billion annually in medical records for 230 million people. People are completely proactive in monitoring their health records and can provide their medical records to medical staff anywhere, anytime; there will be no additional costs for the same examination content even if they are not in the same hospital...

For hospitals, when data is connected between medical examination and treatment facilities (test data, diagnosis...) it will save time and costs (reduce patient reception time, no need to re-enter data already available on the system) as well as help serve accurate and effective diagnosis in medical examination and treatment, avoiding waste.

At the conference, representatives of leaders of ministries, sectors and localities spoke out highlighting the superiority of electronic health books and the issuance of temporary residence cards via the VneID application. They shared the necessary conditions for implementing electronic health books and the issuance of temporary residence cards via the VneID application in each sector and each locality; at the same time, they expressed their determination in directing, operating and effectively implementing electronic health books and the issuance of temporary residence cards via the VneID application.

Speaking at the conference, Chairman of the Provincial People's Committee Do Minh Tuan emphasized: Immediately after the policy of deploying electronic health books and issuing temporary residence cards via the VneID application, Thanh Hoa province promptly issued an implementation plan in the province. At the same time, it carefully prepared human resources and facilities for implementation. Along with that, the province has focused on promoting propaganda about the policy, role and significance of deploying electronic health books and issuing temporary residence cards via the VneID application to all classes of people in many forms.

Thanh Hoa province has also directed the provincial police to prepare well in terms of human resources, equipment, and information technology to ensure information security and network security in the process of searching and verifying criminal information according to assigned functions and tasks.

Chairman of the Provincial People's Committee Do Minh Tuan said: With the attention of the Ministry of Public Security and the Ministry of Justice, by September 16, 2024, Thanh Hoa had completed the preparations and was ready to start issuing temporary residence cards via the VneID application to citizens.

Regarding the implementation of electronic health records, with the attention of the Government, ministries, and functional agencies, along with the active participation of the province, Thanh Hoa is carrying out this task in accordance with the instructions, procedures, requirements and progress set by the Ministry of Health and the Ministry of Public Security.

Chairman of the Provincial People's Committee Do Minh Tuan also highlighted the determination of Thanh Hoa province and committed to completing the tasks assigned by the Government, Prime Minister, ministries and functional branches for the development of Thanh Hoa province in particular and the whole country in general.

Speaking at the conference, Prime Minister Pham Minh Chinh emphasized: The ultimate goal of digital transformation in general and the implementation of electronic health books; issuance of temporary residence cards via the VneID application in particular is for the benefit of the people, for the happiness and prosperity of the people. Therefore, to widely deploy electronic health books and issuance of temporary residence cards via the VneID application, relevant ministries and branches need to coordinate closely, issue detailed and specific instructions on data interconnection, calibration, and standardization of management software in parallel with data cleaning and reasonable amendments and supplements to legal regulations to create a tight legal corridor for data sharing.

The Prime Minister clearly stated the guiding ideology in the work of digital transformation and the implementation of electronic health books; issuing LLTP cards via the VneID application: "Dealing, not retreating", doing, learning from experience, not being hasty; not saying no, not saying it is difficult, not saying it is difficult but not doing it. In the process of implementation, determination must be high, efforts must be great, actions must be drastic, work must have focus, key points; each task must be completed; clearly assigning people, tasks, and results. Ministries, branches, and localities must focus on building a database that is "correct, sufficient, clean, alive" and connected and shared. Regarding infrastructure, it must be smooth, governance and people must be smart, all for the life, health, life and convenience of the people, putting the interests of the people above all.

The Prime Minister requested ministries, branches and localities to focus on implementing the "5 promotion" viewpoint in conjunction with "5 assurances" and assign specific tasks to ministries, branches and localities in widely deploying electronic health books and issuing temporary residence cards on the VneID application.

Localities are required to strictly implement the process of issuing LLTP cards on VneID, ensuring safety and information security during the implementation process; review and complete the information system for handling administrative procedures at the provincial level to ensure synchronization, connection, and data sharing with specialized software. At the same time, step up propaganda and guidance for people to use electronic health books in a practical and effective manner to ensure people's rights and interests.

At the conference, Prime Minister Pham Minh Chinh and Deputy Prime Minister Le Thanh Long, along with representatives of central ministries and branches, performed the button-pressing ceremony to widely deploy electronic health books and issue temporary residence cards via the VneID application nationwide.
