On August 9, the Ho Chi Minh City People's Committee held a meeting on the socio -economic situation in July; key tasks and solutions for August 2025. Here, the Department of Agriculture and Environment of Ho Chi Minh City reported the results of preparations for the first land price list in 2026.
According to the Department of Agriculture and Environment, before the merger, all three provinces and cities issued decisions on adjusting land price lists with an effective period until December 31, 2025. These land price lists are built according to specific routes and are being applied stably to fulfill financial obligations regarding land.
From now until December 31, 2025, there are only more than 100 working days left to fully carry out procedures such as selecting contractors, surveying and collecting information, calculating and proposing land prices, balancing roads bordering 168 commune-level administrative units, announcing and collecting public opinions, opinions of front agencies, submitting to the City Land Price Appraisal Council... to issue a new land price list.
Therefore, the Department of Agriculture and Environment recommends 2 options to the Ho Chi Minh City People's Committee:
Firstly, based on the time conditions and urgency of the project to develop the first land price list applicable from January 1, 2026, the People's Committee of Ho Chi Minh City agrees to assign the Department of Agriculture and Environment to select a consulting unit for the project to develop the first land price list according to the procedures for bidding; implement the project according to the shortened procedures.
Second, maintain the prices issued in the three localities, integrate them into a common land price list for Ho Chi Minh City from January 1, 2026, until the Ho Chi Minh City People's Committee issues a new land price list to replace it. On that basis, maintain the prices in the 2026 land price lists, which are integrated from the three current land price lists of Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau before.
According to the Department of Agriculture and Environment of Ho Chi Minh City, this is the right solution, in accordance with both the law and reality. Keeping the price of each region according to the old area is the optimal choice. In-depth adjustment or construction of a new land price list should only be carried out after the stage of organizational stability, with sufficient data and synchronization throughout Ho Chi Minh City.
