The Binh Thuan Provincial Party Committee currently has 14 affiliated Party organizations with 464 grassroots Party organizations, including 250 grassroots Party Committees and 214 grassroots Party cells, with nearly 42,000 Party members. The report at the seminar showed that, over the past time, the Provincial Party Committee and the Provincial Party Committee Standing Committee have always deeply and fully recognized the meaning and importance of implementing the principle of democratic centralism; thereby unifying awareness and action with high political determination in organizing and implementing. The work of leading and directing the implementation of the principle of democratic centralism is identified as a key, regular, continuous, and long-term task.

Specifically, the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Committee Standing Committee implement the principle of democratic centralism through the Provincial Party Committee's Working Regulations; concretize resolutions, directives, and regulations of higher levels into resolutions, directives, regulations, instructions, plans, etc. of their own level to lead, direct, and implement throughout the entire Provincial Party Committee; issue regulations on coordination between subordinate Party organizations, regulations on the functions and tasks of advisory and support agencies of the Provincial Party Committee, Party committees at all levels, and subordinate Party organizations; directly lead the work of cadres and manage the cadre team according to decentralization, the arrangement of the apparatus, and the streamlining of the political system's staff. Regularly direct the review, adjustment, and supplementation of working regulations, operating regulations, regulations on functions, tasks, and working relationships of steering committees and subordinate organizations; promulgate regulations on coordination between organizations, agencies and units in performing assigned tasks and a number of related regulations and statutes. On the basis of working regulations and coordination regulations; Party committees at all levels have closely followed and seriously implemented them, ensuring the maintenance of Party organization and operation principles. From there, the role and leadership capacity of Party committees at all levels have continued to be enhanced.

In his opening speech at the conference, Comrade Cao Van Thong, member of the Central Inspection Commission, said that the principle of democratic centralism is a fundamental principle in the organization and operation of the Party. From the experience and practice in their units and localities, delegates need to put forward ideas on innovation in the mechanism for implementing the principle of democratic centralism; forecast the situation, identify the issues that arise. From there, there will be suggestions on directions and solutions for the Central Inspection Commission to perfect the mechanism for implementing the principle of democratic centralism of the Party.

At the seminar, delegates focused on analyzing and evaluating the results of implementing the principle of democratic centralism in the activities of Party committees and organizations, in the leadership of the Party as well as the organization, issuance of resolutions, decisions and implementation... In addition, they proposed good practices and solutions in the coming time, focusing on inspection and supervision work; mechanisms, policies and regulations to promote the mechanism of implementing the principle of democratic centralism...

In addition to the achieved results, Binh Thuan still has many difficulties and limitations. Provincial Party Secretary Duong Van An said: The concretization of policies of the Central Committee, Provincial Party Committee, Provincial Party Standing Committee in some Party Committees, departments, branches, agencies and units is still slow; the quality of concretization of Party directives and resolutions in some subordinate Party Committees is still limited; The application and implementation of Party directives and resolutions in some places and in some fields have achieved low results, not meeting the requirements and tasks of agencies and units; and the practical difficulties in Party building have not been promptly resolved. In addition, the implementation of the Party Charter and documents guiding the implementation of the Party Charter by some Party Committees and Party members has not been strict, leading to violations, especially violations of the principle of democratic centralism in Party activities, financial management, projects, land management, population policy, moral qualities, lifestyle, etc.

Regarding the issues arising in implementing the principle of democratic centralism of the Binh Thuan Provincial Party Committee, the Standing Committee of the Provincial Party Committee also recommended that the Central agencies should soon issue a model working regulation for district and grassroots Party committees for unified implementation throughout the Party. Soon there should be regulations on the title of specialized inspection committee cadres at the commune, ward and town Party committees as a basis for arrangement; at the same time, allocate staff to implement this title in accordance with reality.

Speaking at the seminar, comrade Nguyen Long Hai, Secretary of the Party Committee of the Central Enterprises Bloc, said that the report of the Binh Thuan Provincial Party Committee highlighted the results of Party building work and all aspects of the provincial Party Committee's work in recent times, including the implementation of the principle of democratic centralism, especially the concretization of the regulations and rules of the Provincial Party Committee and the Party's leadership method for the government. The seminar was very meaningful and practical. The opinions were very profound, with the nature of exchanging and sharing expertise and methods in leading and operating the Party's work in the province and the inspection and supervision work of the Central Committee. Based on the opinions at the seminar, the survey delegation will synthesize, research, advise the superiors to summarize, evaluate the practice, and perfect the mechanism for implementing the Party's principle of democratic centralism in the coming time.
