These are the contents of the inspection report at the 21st session of the 10th City People's Council for the 2021-2026 term presented by Head of the Urban Committee of the City People's Council Le Tung Lam on the morning of December 11.

Head of the Urban Committee of the City People's Council Le Tung Lam said that through monitoring activities and receiving voters' recommendations, the Urban Committee found that there are still some shortcomings and limitations in the urban sector in 2024 that need to be resolved in the coming time.

The work of establishing zoning plans has had many changes and achieved many positive results, but 7/10 zoning plans for functional area construction have not been approved; the progress of establishing and approving 9 specialized technical infrastructure planning projects is still slow compared to the set plan.

The selection of investment forms and investors for social housing outside the budget is still inadequate, leading to limited results in social housing development. The relocation and clearance of degraded apartment buildings has not ensured progress according to the commitment to question the contents that voters are interested in and regularly recommend, affecting people's lives.

In recent times, there have been many efforts in state management of the environment, however, many key environmental projects have been implemented slowly. There are still some problems in the collection and transportation of waste in urban areas, especially the classification of waste at source is not uniform and not very effective. The treatment of environmental pollution in inner-city lakes has not been promptly addressed according to voters' recommendations.

The implementation of the Static Traffic Infrastructure Development Project (parking lot category) is still confusing, the results achieved compared to the set targets are still low, while the demand for parking is very large. The coordination, implementation of land auctions, investment in construction of parking lots according to the planning is still quite slow, not meeting the requirements, there are no suitable policies to attract social investment, especially in the city center.

To complete the targets and tasks for 2025 in the urban sector as set out in the reports, the Urban Committee requests the City People's Committee and the city's functional departments, branches and sectors to pay attention to and continue to effectively implement solutions to remove difficulties, mobilize and unleash resources for socio-economic growth.

Continue to invest in building synchronous and focused infrastructure in line with planning, increase connectivity and regional linkages, and promote disbursement of public investment capital. Strengthen inspection, examination, evaluation, and adjustment of decentralization and authorization in urban areas to promptly make appropriate adjustments.

Continue to effectively implement the Housing Development Program for the 2021-2030 period and the Urban Development Program for the 2021-2030 period according to plan. In particular, it is necessary to review and specifically evaluate the results of the implementation of assigned targets and tasks; focus on relocating and completely clearing the remaining degraded state-owned collective housing areas according to the progress committed in the Resolution of the City People's Council.

Urgently and effectively implement the Urban Greenery Development Project of Da Nang City for the period 2021 - 2030 after approval. Speed ​​up the implementation and completion of flood treatment projects in the airport basin and the city center. Direct the review of acceptance, handover and management of public assets for urban technical infrastructure systems, especially water supply infrastructure.

Continue to effectively implement the Project "Building Da Nang - Environmental City" for the period 2021-2030, focusing on accelerating the progress of key environmental projects, completing legal procedures and investment procedures to invest in solid waste treatment plants; promptly handle pollution, dredge and improve the environment of inner-city lakes in the city; develop a process for organizing auctions of mineral exploitation rights, ensuring the source of filling materials to serve key and dynamic projects.

Protect and ensure the safety of water sources for daily life and agricultural production, focusing on the application of scientific and technological advances and information technology in the fields of prevention, control, forecasting, early warning of natural disasters, irrigation management; synchronously invest in the system of irrigation works, dykes and embankments.

In particular, ensuring the safety of reservoirs in the context of climate change; focusing on monitoring, handling and overcoming drought and saltwater intrusion; developing specific plans and roadmaps to effectively implement the Project on developing transport infrastructure.
