On the morning of April 11, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Trieu Dinh Le chaired a meeting between the Standing Provincial Party Committee and the advisory and support agencies of the Provincial Party Committee in the first quarter of 2025.

In the first quarter, the advisory and support agencies of the Provincial Party Committee closely followed the working program of the Party Committee, actively implemented assigned tasks, performed well political tasks, coordinated to advise the Party Committee to synchronously and comprehensively lead and direct all aspects of Party building and the political system. Advised and directed the organization of Spring and Tet activities and ensured social security on the occasion of the Lunar New Year of At Ty; thoroughly grasped, studied, implemented and summarized the directives, resolutions and conclusions of the Central Committee, the Provincial Party Committee, and thematic year 2025 according to plan. Proactively and promptly carried out the tasks of arranging the organizational apparatus in accordance with the spirit of "running and lining up at the same time"; concluded the activities of the Party Executive Committees, Party Delegations, and the Party Committees of the Provincial Agencies and Enterprises; established and soon put the Party Committees of the Provincial Party Committees, the Provincial People's Committee Party Committee, the Provincial Party Committee's Propaganda and Mass Mobilization Department into effective operation.

The work of inspection, supervision and enforcement of Party discipline was carried out seriously and in accordance with regulations. The work of assigning, mobilizing, appointing, reappointing and introducing candidates for election under the management of the Standing Committee of the Provincial Party Committee was carried out in accordance with regulations; reviewing and supplementing the planning of leadership and management positions at the provincial level for each term (2025). Continuing to perform well the work of receiving people, handling well petitions, complaints, denunciations and the tasks of the Standing Committee of the Subcommittee assisting in the preparation and organization of the 20th Provincial Party Congress; maintaining coordination, exchange, provision of information, and harmonization of work between advisory and supporting agencies. Strengthening propaganda, mobilization, ideological orientation and public opinion in all fields; focusing on implementing mass mobilization work of the political system.

In the second quarter, the advisory and support agencies of the Provincial Party Committee continued to do a good job of advising the Executive Committee (EC) and the Standing Committee of the Provincial Party Committee to direct the implementation of the Resolution of the 21st Conference of the 19th Provincial Party Committee on the goals and some key tasks in 2025; focusing on directing, inspecting, supervising, and urging the implementation of the targets and tasks for 2020 - 2025 that are low, behind schedule, and forecast to be difficult to complete; closely following the 8% economic growth scenario, reviewing the targets, removing all difficulties and obstacles; continuing to resolutely direct the implementation of 3 national target programs and the program to eliminate temporary and dilapidated houses in the province; speeding up the implementation of the Dong Dang (Lang Son) - Tra Linh (Cao Bang) Expressway Investment Project and key projects of the province; promoting administrative reform, improving the investment and business environment. Continue to promote studying and following Ho Chi Minh's ideology, morality and lifestyle in conjunction with promoting Party building and rectification and the political system; strengthen discipline, order, prevent corruption, waste and negativity; promptly concretize newly issued resolutions, directives and conclusions of the Central Committee; review and summarize a number of directives and resolutions of the Central Committee and the province in various fields of work according to plan.

Continue to guide the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" and the Central's directive documents on the arrangement and merger of commune-level administrative units, the implementation of a 2-level local government, and Party congresses at all levels for the 2025-2030 term towards the 14th National Party Congress; deploy the process of introducing personnel for the Provincial Party Committee, the Provincial Party Committee Standing Committee; the Provincial Party Committee Inspection Committee and key leadership positions; complete the Personnel Project for the Provincial Party Committee, the Provincial Party Committee Standing Committee, and key leaders for the 2025-2030 term.

Advise the Standing Committee of the Provincial Party Committee to direct the propaganda to celebrate major holidays and anniversaries in the second quarter: 50 years of the liberation of the South and national reunification (April 30, 1975 - April 30, 2025); 139 years of International Labor Day (May 1, 1886 - May 1, 2025); 71 years of Dien Bien Phu Victory (May 7, 1954 - May 7, 2025); 135 years of President Ho Chi Minh's birthday (May 19, 1890 - May 19, 2025); 100 years of Vietnam Revolutionary Press Day (June 21, 1925 - June 21, 2025); 121st birthday of comrade Hoang Dinh Giong (June 1, 1904 - June 1, 2025)... Directing the preparation for evaluating the results of the first 6 months of the year, the tasks of the last 6 months of 2025 of agencies, units, localities and the Provincial Party Committee.

Concluding the conference, Standing Deputy Secretary of the Provincial Party Committee Trieu Dinh Le basically agreed with the content of the general report as well as the opinions exchanged at the conference. He requested that the advisory and assisting agencies of the Provincial Party Committee, according to their functions and tasks, continue to do a good job of advising and assisting the Provincial Party Committee and the Standing Committee of the Provincial Party Committee in directing and leading the implementation of the province's tasks, focusing on 5 main tasks: Focus on completing the arrangement of the apparatus of the political system, implementing the 2-level local government model, not organizing the district level, to be completed in the second quarter according to the orientation and direction of the Central Government; continue to prepare and successfully organize the Party Congresses at all levels for the 2025-2030 term, towards the 14th National Congress of the Party; continue to advise on the contents of promoting socio-economic development, in which efforts are made to achieve the province's economic growth target of 8% or more; Strive to vigorously implement the program to eliminate temporary and dilapidated houses, striving to complete before October 2025 according to the province's goals; focus on propaganda and commemorative activities, the peak of the celebration of the 50th anniversary of the Liberation of the South and National Reunification Day April 30 - May 1, the 80th anniversary of the success of the August Revolution and the National Day of the Socialist Republic of Vietnam... thereby, strengthening education on the meaning of tradition, arousing the will of self-reliance of the people of all ethnic groups in Cao Bang.

Focus on "4 proactive": proactively grasp the situation (ideology of cadres, party members and people), activities of the political apparatus, socio-economy, national defense and security tasks, grasp information from the Central... to avoid falling into a passive position; proactively orient information, propaganda, and mobilization in issues of apparatus organization and arrangement, organization of Party congresses at all levels... to ensure national solidarity, create high consensus and unity among all cadres, party members, civil servants, public employees and people, especially better promote the role of the Provincial Party Committee's Propaganda and Mass Mobilization Department; proactively and prepare plans in arranging the apparatus, cadres, finance, assets, documents, to avoid loss or damage; closely follow the plans of localities, units, and new issues to direct and implement promptly.
