On the afternoon of April 25, the Standing Committee of Nghe An Provincial People's Council held a regular meeting for April. Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation chaired.
Attending the meeting were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council. Also attending were representatives of the Standing Committee of the Vietnam Fatherland Front Committee of Nghe An province, leaders of the Provincial People's Committee Office.
HIGH CONSENT ON RENEWAL OF REGULAR MEETING TIME FRAME
At the meeting, the Standing Committee of the Provincial People's Council gave opinions on the expected content and agenda of the 2024 mid-year regular session of the 18th Provincial People's Council and the plan to meet voters before and after the session.
Accordingly, based on the opinions of the Provincial People's Council Party Delegation and discussions at the regular meeting, the Provincial People's Council Standing Committee agreed to choose to renew the regular session time in mid-2024, specifically shortening the organization time from 2.5 days as before for regular sessions to 2 days, expected to be held on July 9 and 10, 2024.
This innovation of the Standing Committee of the Provincial People's Council received high consensus from the leaders of the Provincial People's Committee and the Vietnam Fatherland Front Committee of Nghe An province.
As planned, on the morning of July 9, after the opening program, the meeting will conduct two contents: listening to reports presented at the meeting and then dividing into 4 groups for discussion. In the afternoon of the same day, the discussion will be held in the hall.
On the morning of July 10, the session will hold a question and answer session; this content may last until the early afternoon of the same day. Afterwards, delegates will review and vote on resolutions before concluding.
At the working session, the Standing Committee of the Provincial People's Council, leaders of the Provincial People's Council committees; leaders of the Provincial People's Committee, and the Vietnam Fatherland Front Committee of Nghe An province agreed that it is necessary to make improvements in methods to improve the quality of group discussions at regular sessions of the Provincial People's Council.
Deputy Head of the Provincial People's Council's Legal Committee Tran Dinh Toan suggested that for group discussions, it is necessary to focus on discussing the contents of draft resolutions submitted to the session; and for discussions at the hall, it is necessary to focus on discussing the socio-economic situation of the province.
Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh suggested that the content should be oriented in the direction that delegates discuss content related to reports submitted to the meeting, especially giving comments on draft resolutions related to the impact of policies to be submitted to the meeting for promulgation on localities in group discussions.
Another issue that delegates are very interested in is the content of the question and answer session. Accordingly, the content will also be innovated compared to before, instead of choosing specific fields and sectors for questioning, it is expected to be organized in the direction of expanding into groups of issues and leaders of many departments and sectors will also answer questions.
Representing the Standing Committee of the Vietnam Fatherland Front Committee of Nghe An province attending the meeting, comrade Nguyen Duc Thanh - Vice Chairman of the Provincial Fatherland Front Committee highly appreciated the innovation of the content of the questioning in an open direction; thereby requesting the Standing Committee of the Provincial People's Council to determine the questioning issue early so that the Provincial People's Council delegates have time to survey and serve the questioning; at the same time, the agencies assigned to answer the questions have time to prepare carefully and qualitatively.
This is also the issue raised by Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi. He suggested that the Provincial People's Council committees should proactively research and advise the Provincial People's Council Standing Committee to soon "finalize" the groups of issues selected for questioning at the meeting.
Also at the working session, comrade Nguyen Nhu Khoi requested the Culture - Social Committee of the Provincial People's Council to soon conduct a survey to have more realistic, vivid and practical data to serve the upcoming explanation session organized by the Standing Committee of the Provincial People's Council on compliance with the law on occupational safety and hygiene in industrial parks, industrial clusters and craft villages.
On the other hand, the Vice Chairman of the Provincial People's Council also requested the Standing Committee and the Provincial People's Council Committees to continue to maintain and follow up on the implemented work contents and issued resolutions, especially important resolutions to improve the effectiveness of implementation in practice.
CAREFUL AND CLOSE PREPARATIONS FOR THE 2024 MID-YEAR REGULAR MEETING
In his concluding remarks, in order to successfully implement the 2024 Mid-Year Regular Session of the Provincial People's Council, which decided to innovate the organization time, Secretary of the Provincial Party Committee Thai Thanh Quy - Chairman of the People's Council of Nghe An province noted that it is necessary to base on the agenda of the session to arrange the time to organize the Flower Offering Ceremony at Ho Chi Minh Square earlier than usual.
Regarding the content of the sessions, the Chairman of the Provincial People's Council proposed to adjust the capacity and time for presenting reports submitted to the session after the opening session appropriately. There may be reports that do not need to be presented, because all have been sent to the Provincial People's Council delegates in advance.
The Chairman of the People's Council of Nghe An province also agreed with the opinions of the delegates that it is necessary to improve the quality of discussions in groups; thereby requiring that on the basis of the policies in their respective fields, the Provincial People's Council Committees synthesize and advise the Standing Committee of the Provincial People's Council to study and closely orient the content of group discussions, avoiding only discussing socio-economic issues or issues from the locality of the elected delegates without in-depth discussions of policy groups in the list of resolutions submitted to the session.
The discussion content of the 4 groups will be summarized and reported before the discussion session at the hall. According to the program, because the group discussion will be conducted in the second half of the morning of July 9 and reported in the early afternoon of July 9, the Chairman of the Provincial People's Council requested the Office of the National Assembly Delegation and the Provincial People's Council to develop a synthesis framework; at the same time, supplement personnel, especially from departments and branches with in-depth expertise, for the Session Secretariat to promptly summarize opinions at the 4 discussion groups; at the same time, survey and select the halls of the Office of the City Party Committee, People's Council, People's Committee, and Fatherland Front of Vinh City near the City Convention Center - where the Session takes place, to arrange for convenient discussion groups.
The question and answer session will be held on the morning of July 10 and may continue until the early afternoon of July 10. The head of the Nghe An Provincial People's Council requested the Office of the National Assembly Delegation - Provincial People's Council to promptly conduct the process of synthesizing opinions and proposals on the content of the question and answer session from delegates, delegation groups, People's Council Committees, the Provincial People's Council Standing Committee and ask for opinions from the Provincial People's Council Standing Committee before May 10.
By May 15, the Standing Committee of the Provincial People's Council must finalize the official questioning content and issue a document requesting the Provincial People's Committee to prepare a report for the questioning.
Regarding the program for voting on draft Resolutions submitted to the session, the Chairman of the Provincial People's Council requested the Office of the National Assembly Delegation and the Provincial People's Council to study the report for the Standing Committee to consider and decide on the most convenient and time-saving method of implementation.
At the meeting, the Standing Committee of the Provincial People's Council agreed on the time frame for meeting with voters before the 2024 regular mid-year session of the Provincial People's Council delegates from May 10 to 30 and meeting with voters after the session from July 11 to 30.
The Standing Committee of the Provincial People's Council also gave opinions and "finalized" to organize a special session of the Provincial People's Council on June 8, 2024 with the main content being to approve the Project on rearranging administrative units at district and level for the period 2023 - 2025 of Nghe An province to submit to the Government before June 15, 2024 in accordance with regulations.
In addition to the above main content, the Chairman of the People's Council of Nghe An province requested the leaders of the Provincial People's Committee to consider in the list of 25 resolutions expected to be submitted to the regular mid-year meeting, if any resolution has completed its documents according to regulations, it can be submitted to the Provincial People's Council for consideration and approval at the thematic meeting in June...
Also at the meeting, the Chairman of the Provincial People's Council agreed to request the Committee for Culture and Society to soon organize a survey to effectively serve the explanation session in May; at the same time, he requested that in addition to promoting the supervisory role of the Provincial People's Council Committees, the Office of the National Assembly Delegation - Provincial People's Council study and advise the Standing Committee of the Provincial People's Council on solutions to monitor the implementation of resolutions and conclusions after the questioning, explanation and supervision sessions.
The Standing Committee of the Provincial People's Council evaluated the results of activities in April; discussed and agreed on tasks for May 2024; and listened to the report on people's petitions in April 2024.
