This morning, May 5, the 9th session of the 15th National Assembly opened in the context of the country entering a period of strong transformation in both institutions and organizational structure. This is also an important time to prepare for the new general election. With a workload considered “unprecedented” - more than 30 draft laws, 7 resolutions and a series of important issues such as amending the Constitution, adjusting fiscal policy, streamlining the apparatus... this session is considered a major milestone.
On this occasion, the reporter had an interview with Mr. Nguyen Huu Thong - Deputy Head of the National Assembly Delegation of Binh Thuan province to record the thoughts, preparations and expectations from the insiders.
PV: Sir, what are the expected highlights of this meeting's agenda that need special attention?
Mr. Nguyen Huu Thong: I think this is a session that is both “heavy” in terms of work and “deep” in terms of responsibility. The planned agenda of the 9th Session reflects a huge amount of work with many tasks being carried out at the same time for the first time. Delegates will have to concentrate highly on many key contents. First of all is the consideration of amending and supplementing the 2013 Constitution - a major task, expected to take 2 days to discuss. Amending the Constitution after 10 years requires a strategic vision, aiming to update the highest legal foundation of the country, especially creating a constitutional basis for reorganizing the state apparatus and implementing other major reforms. The session is expected to pass 30 laws and 7 resolutions - a record number. The laws range from the economic and financial fields (such as the Law on Special Consumption Tax, the amended Law on Corporate Income Tax, etc.), to education, labor (Law on Teachers, the amended Law on Employment, etc.), state administration (Law on Organization of Local Government, the amended Law on Cadres and Civil Servants, etc.) and even science and technology (Law on Personal Data Protection, Law on Digital Technology Industry, etc.). This shows the determination to remove institutional barriers, create an open and transparent legal corridor - turning policies into development drivers.
In addition, the National Assembly also gave opinions on 6 other draft laws - including very new areas, such as personal data protection, innovation, state of emergency, etc. This is the foundation for the next reforms, especially in digital transformation, data security management and promoting innovation. The National Assembly is demonstrating a forward-looking vision, anticipating the development trends of the country and the world. The session will also consider and decide on many major issues on socio-economics, budget and organizational structure: additional assessment of the results of the implementation of the socio-economic development plan in 2024 and the first months of 2025; adjustment of some important economic indicators such as reducing VAT in the last 6 months of 2025 to support businesses and people; approval of the 2023 budget settlement; reviewing reports on thrift, anti-waste, gender equality, etc. A very notable content is the consideration of establishing the National Election Council - an important preparation step for the upcoming general election, ensuring a thoughtful, streamlined and effective organization. The National Assembly also spent 1.5 days on question and answer sessions - demonstrating a high spirit of supervision, ready to work overtime to thoroughly resolve issues of concern to voters.
It can be said that this session is a test of the mettle, intelligence, and sense of responsibility of the 15th National Assembly. However, looking at the serious and thorough preparation from the beginning - demonstrated through surveys, expert consultations, and careful examination of bills and resolutions - I believe that the National Assembly will successfully complete its tasks, create historic decisions, and pave the way for a new stage of development for the country.
PV: Through the meetings with voters before the session, what are the outstanding thoughts that Binh Thuan voters expressed, sir?
Mr. Nguyen Huu Thong: Before the session, the National Assembly Delegation of Binh Thuan province organized meetings in 20 communes, wards and towns of 10 districts, towns and cities with the participation of more than 1,000 voters. Thereby, many diverse and multi-dimensional opinions were recorded. Voters expressed high consensus with the strategic decisions of the Central Government - especially the policy of arranging administrative units, organizing a streamlined, effective and efficient apparatus. This is considered a historic step, creating a foundation for the country to develop sustainably. However, there are also many concerns about the risk of losing the name associated with history and local identity. Voters hope that the merger must go hand in hand with transparent personnel work, choosing the right people with virtue, talent and heart to serve the people. Many opinions were also sent to the National Assembly, hoping that the laws and policies presented at the session would be built close to reality, fully absorbing people's opinions to easily enter life.
In the field of labor and social policy, voters proposed to have appropriate support mechanisms for commune-level civil servants, part-time cadres, and people working in specific associations who have been laid off - helping them stabilize their lives. In the field of health, they recommended that the Government and the Ministry of Health soon pay for materials and biological products to fight the Covid-19 epidemic. Regarding transportation, they proposed to invest in building breakwaters and storm shelters in Mui Ne. In the economic field, voters expressed concern about the difference in domestic and international gold prices, and suggested appropriate stabilization solutions.
Regarding the organization of the apparatus and security of life, voters want the new organizational model to clearly assign people, tasks, and responsibilities, avoiding shirking tasks and causing trouble for the people. It is recommended to arrange commune-level cadres in accordance with the cultural characteristics of each locality. Voters also request measures to protect personal data, strictly handle high-tech crimes, and oppose regulations restricting people from recording and monitoring traffic police. Food safety issues and false advertising, especially on social networks, are also major concerns - suggesting tightening management and strictly handling individuals and artists who take advantage of images to promote poor quality products...
PV: What are your personal expectations for this "historic" meeting?
Mr. Nguyen Huu Thong: I expect the National Assembly not only to complete its legislative goals, but also to create “confidence boosts”. The belief that National Assembly deputies are still people of the people, for the people. I believe that, with a serious and responsible working spirit, the 15th National Assembly will continue to demonstrate its role as the highest authority of the people, and its mettle in solving major problems of the country.
