
According to the tax sector's assessment, implementing the policy of innovation, arrangement and consolidation of the organization of the two-level local government apparatus has posed an urgent requirement to strengthen coordination between tax authorities and commune-level local governments in tax management in the area.
Therefore, promoting coordination between tax authorities and local authorities at the commune level plays an important role in tax management, contributing to ensuring correct, full and timely collection and preventing loss of state budget revenue.
To improve the effectiveness of tax management for business households, in the spirit of Resolution No. 68-NQ-TW and Resolution No. 198/2025/QH15, organize the implementation of information standardization work according to Project 06/QD-TTg, proactively grasp the business activities of business households focusing on some areas with potential revenue losses such as restaurants, accommodation... ensuring that it is consistent with the business scale of business households and the economic growth rate in the area, creating a healthy and equal environment, contributing to nurturing revenue sources, preventing budget losses, increasing budget revenue, striving to exceed the revenue estimate in 2025 and the following years.
After more than 1 month of implementing tax management according to the two-level local government. The Lam Dong Provincial Tax Department has arranged enough civil servants to be on duty at the One-stop Department of the Public Administration Center of wards and communes and 1 civil servant to be on duty at the One-stop Department of the Lam Dong Provincial Tax Department.
At the same time, the Public Administration Service Center has coordinated to fully arrange computers, working equipment and install full applications to serve taxpayers coming to contact work at the Public Administration Centers of wards and communes.
From July 1 to August 12, Lam Dong Province's Tax Department received a total of 11,118 dossiers (10,819 electronic dossiers, 299 in person); of which, tax registration dossiers: 3,625 dossiers (3,433 electronic dossiers, 192 in person), tax declarations: 6,696 electronic declarations; tax settlement declaration dossiers: 340 electronic dossiers...

From July 1, 2025 to now, due to the new implementation of the 2-level government model, the People's Committees of wards and communes have deployed a large amount of work. On the other hand, at the end of July 2025, there was a decision to complete the personnel of the teams at Base Tax 1, and Base Tax 1 has just advised on the establishment of tax member councils of wards and communes in August 2025. Therefore, anti-loss groups have not been established. However, Base Tax 1 still coordinates with the People's Committees of wards and communes to deploy the work of collecting arrears, debts, and basic construction.
Total state budget revenue in the first 7 months reached 1,056,572 billion VND, equal to 42% of the estimate, equal to 94% of the same period. Of which: Accumulated tax and fee revenue was 721,671 billion VND, reaching 64% of the yearly plan; accumulated real estate revenue was 300,451 billion VND, reaching 23% of the yearly plan; accumulated financial revenue for the year was 34,438 billion VND, reaching 34% of the year.
To ensure the assigned budget, Tax Base 1 proposed a number of solutions for the last 6 months of the year such as: Continuing to collect budget and manage tax collection according to the two-level local government organization model; focusing on implementing solutions to recover tax debts and coordinating with the People's Committees of wards and communes in the work of preventing revenue loss and recovering tax debts in the management area, determined to reduce the rate of outstanding debt to the prescribed level of below 5% of the domestic revenue estimate managed by the tax authority.
At the same time, continue to deploy inspection teams for gasoline and oil business activities of enterprises and retail stores in the area; coordinate with interdisciplinary inspection teams to prevent and combat smuggling, counterfeit goods and trade fraud in 2025 in the management area...

Speaking at the meeting, Mr. Tran Phuong, Deputy Head of Lam Dong Provincial Tax Department, emphasized: The implementation of the 2-level local government model and Decree 118/2025/ND-CP is a revolution in state administrative management. Tax administrative procedures have a great and direct impact on people and businesses. Therefore, the whole industry must be one of the pioneering units, exemplary in strict implementation, enhancing the sense of responsibility, proactiveness, creativity in work, taking taxpayers as the center of service.
