Implementing Resolution 68: "No embellishment" and must be "measurable and countable"

Regarding the effectiveness of implementing Resolution No. 68-NQ/TW (dated May 4, 2025) of the Politburo on private economic development, Prime Minister Pham Minh Chinh requested the development of a set of criteria to assess the business environment, satisfaction of people and businesses, and criteria to measure and reflect the results of serving people and businesses.

The criteria set "no embellishment, no blackening"

On August 10, chairing a working session with the Private Economic Development Research Board (i.e. Board IV of the Prime Minister's Administrative Procedure Reform Advisory Council), Prime Minister Pham Minh Chinh emphasized the need to continue to successfully and effectively implement Resolution 68 of the Politburo , creating a real breakthrough to develop the private economy similar to "contract 10" in agriculture.

The Prime Minister directed the Private Economic Development Research Board to continue to grasp and evaluate the implementation of the Resolution, ensuring accuracy, without embellishment or blackening; ministries, branches and localities must strengthen supervision, inspection and urging; build a supervision mechanism, strengthen supervision of the Vietnam Fatherland Front and socio-political organizations; develop a plan to supervise localities.

To accurately grasp the situation, in addition to inspection and supervision, there must be a specific set of criteria as a basis for objectively evaluating the situation.

Therefore, the Ministry of Finance , Committee IV and relevant agencies are assigned to quickly develop "measurement indexes" for the implementation results of Resolution 68 in each phase and consider whether the private economic environment is truly open or not.

The set of criteria must ensure the requirements of “6 clear” (clear people, clear work, clear time, clear products, clear responsibilities, clear authority) and “3 easy” (easy to monitor, easy to promote, easy to evaluate). The Government will manage policies and guidelines related to the private economy based on the accurate and specific data provided by the set of criteria.

To measure the growth of the private economy, the above criteria should be based on the assessment of enterprises stated in Resolution 68, including compliance with the law; job creation; contribution to the state budget; social security activities; environmental protection, sustainable development; access to land, capital, human resources; application of science and technology, innovation; digital transformation, green transformation; business ethics.

Having a set of evaluation criteria is very important to help us see the situation in a balanced way, avoiding subjectivity, voluntarism or emotional bias. Only with correct evaluation can we make the right decision and vice versa.

With a set of criteria, we can measure results, see limitations and their causes; more clearly identify barriers and bottlenecks in institutions and laws to find ways to remove them. This is also the basis for understanding the level and trust of businesses and society in the Resolution; and the participation and involvement of businesses.

The requirement for a set of criteria to evaluate the implementation of Resolution 68 demonstrates the determination of the Government and the Prime Minister for substantive innovation, "talking is doing, committing must be implemented" in the field of private economic development.

The Prime Minister's wish is to bring the Resolution into life, to produce products that can be "weighed, measured, and counted" rather than just in form. The final result is the level of contribution of private enterprises and the private economy to socio-economic development, contributing more and higher to GDP, increasing labor productivity, and bringing the whole country into a new era.

Rapid march to "fight and win"

The Prime Minister requested solidarity at all levels and sectors, "the whole country is an army, marching to the target must be swift and bold, once fought must be won, the victory must be certain, both ensuring immediate requirements and ensuring long-term development requirements" in the spirit of Resolution 68.

This August is an opportunity for us to look back on 3 months of "lightning-speed marching" to unlock resources for more than 940,000 private enterprises and 5.2 million business households nationwide.

The most obvious impact after 90 days of issuing Resolution 68 is the significant change in the thinking and awareness of the whole society about private economic development, arousing the entrepreneurial spirit, encouraging and accompanying businesses.

The spirit of entrepreneurship and business establishment is high with the number of newly established and re-established businesses and business households being the highest ever.

June recorded a record number of newly established enterprises reaching more than 24,400, an increase of nearly 61% over the same period in 2024, twice as high as the average of the 2021-2024 period.

In July, more than 16,500 enterprises were established, bringing the total number of enterprises established in the first 7 months of the year to 107,700, an increase of nearly 11%. The additional capital of operating enterprises reached more than 2.4 million billion VND, an increase of more than 186% over the same period in 2024.

In July, 61,460 new business households were established with registered capital of VND12,400 billion, bringing the total number of business households established in 7 months to nearly 536,200, an increase of 165% over the same period.

In the first 6 months of the year, nearly 13,700 business households paying lump-sum tax converted to paying tax by declaration method and nearly 1,480 business households converted into enterprises.

In the first 7 months of 2025, more than 66,300 enterprises returned to operation, an increase of nearly 50% over the same period, in July alone, nearly 15,000 enterprises returned to operation, an increase of more than 78% over the same period.

By the end of early August, nearly 56,700 business households had registered to use electronic invoices generated from cash registers, reaching more than 150% of the plan.

The above initial results create strong confidence in the long-term goal of having 2 million private enterprises by 2030 to contribute 55-58% to GDP and 35-40% to the state budget, creating 84-85% of jobs nationwide./.
