In particular, the amendment of laws on the organization of the National Assembly, Government, and local governments has clearly defined the tasks and powers of agencies in the state apparatus system, the relationship between the National Assembly, Government, and local governments. Clearly defining the principles and mechanisms of decentralization, delegation of power, and authorization between the Central and local governments.
Resolutions issued by the National Assembly have had many positive impacts, such as Resolution 190/2025/QH15 which promptly handled issues arising during the implementation of the reorganization of the state apparatus.

Concluding the conference, Prime Minister Pham Minh Chinh said that he had assigned deputy prime ministers in charge of the field and ministers to directly direct the urgent development and promulgation of documents guiding the implementation of laws and resolutions, to be completed in March. At the same time, the promulgation of other outstanding guiding documents must be completed by April at the latest.
According to the head of the Government, there are still many problems that need to be solved, for example, in the development of social housing, the Prime Minister has assigned very high targets to localities, the demand is very large, so there must be mechanisms and preferential policies. However, currently, the preparation of investment policies and procedures for implementing a social housing project takes about 3 years on average, and fast construction also takes 2 years. Thus, it takes 5 years to complete a social housing apartment complex, or even longer.
Therefore, agencies are proposing a number of policies such as allowing procedures to be carried out at the same time, piloting the assignment of social housing projects to investors, localities must clear the land, and Party committees and authorities must get involved...
The Prime Minister emphasized that the work of building and perfecting institutions needs to pay attention to listening to the opinions of the affected subjects, practitioners, people, businesses and referring to international experience and knowledge (such as high-speed railway projects, nuclear power plants, etc.).
Regarding the implementation of Resolution 57 of the Politburo on breakthroughs in science, technology, innovation, and digital transformation, the Prime Minister said that it is expected to spend nearly VND 10,000 billion from sources of increased revenue and savings. Allocate at least 3% of the total budget expenditure this year for this field, along with other sources such as bond issuance, capital transfer, etc. The Prime Minister requested ministries, branches, agencies, and localities to develop specific plans and projects for the Government to allocate budget.
