On the afternoon of November 30, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly voted to pass the Resolution on investment policy for the high-speed railway project on the North-South axis with 443/454 National Assembly deputies participating in the vote in favor, accounting for 92.48% of the total number of National Assembly deputies.
According to the Resolution, the goal is to build a modern, synchronous high-speed railway to meet transportation needs, create an important driving force for rapid and sustainable socio-economic development, promote advantages on the North-South economic corridor, ensure effective connection of the East-West corridors and countries in the region, associated with ensuring national defense, security and international integration, environmental protection, response to climate change, promoting the process of industrialization and modernization of the country, contributing to realizing the goals and tasks according to the Documents of the 13th National Congress of Delegates and the Resolutions of the Party.
The project has a total route length of about 1,541 km; starting point at Ngoc Hoi station (Hanoi capital), ending point at Thu Thiem station (Ho Chi Minh City), passing through 20 provinces and centrally-run cities including: Hanoi capital, Ha Nam, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan, Dong Nai, Ho Chi Minh City.
In terms of scale, the entire double-track line will be newly invested with a gauge of 1,435 mm, a design speed of 350 km/h, a load capacity of 22.5 tons/axle; 23 passenger stations, 5 freight stations; vehicles and equipment; high-speed railway for passenger transport, meeting dual-use requirements for national defense and security, and can transport goods when necessary. The project is invested in the form of public investment.
The preliminary total investment of the Project is 1,713,548 billion VND. The State budget capital is allocated in the medium-term public investment planning periods and other legal capital sources. The Project is allocated capital through the medium-term public investment planning periods, the capital level allocated in each medium-term public investment planning period is consistent with the progress of the Project implementation and there is no limit on the capital transferred from the Project to the next medium-term public investment planning period. The Prime Minister decides to adjust the medium-term public investment plan and the annual central budget capital between the Ministries, central agencies and localities to allocate capital for the Project. The Project does not have to conduct an appraisal of the capital balance capacity according to the provisions of the Law on Public Investment.
The National Assembly assigns the Government to be responsible to the National Assembly for: Organizing the implementation and investment management of the Project in accordance with this Resolution and relevant legal provisions... During the operation and exploitation process, based on proposals from localities, the Prime Minister decides to invest in additional station locations in urban areas with high transportation demand. Localities and Vietnam Electricity Group are responsible to the Government for ensuring the progress and quality of compensation, support, resettlement and sub-projects assigned to be implemented.
Vietnam Railway Corporation takes over the management and maintenance of infrastructure and organizes operations and exploitation; mobilizes other enterprises to invest in vehicles; continues to restructure and build a unified, modern and effective management and maintenance model of infrastructure; participates in the development of the railway industry...
On the afternoon of November 30, the National Assembly voted to pass the Resolution on piloting the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights with 415/460 National Assembly deputies participating in the vote in favor, accounting for 86.64% of the total number of National Assembly deputies. This Resolution will be implemented over a period of 5 years and will take effect from January 1, 2025. Accordingly, the National Assembly resolved that the Resolution stipulates the pilot implementation of commercial housing projects through agreements on receiving land use rights or having land use rights nationwide in the following cases: Projects of real estate business organizations receiving land use rights; projects of real estate business organizations having land use rights; projects of real estate business organizations having land use rights and receiving land use rights; projects of real estate business organizations established by organizations using land to implement commercial housing projects on the area of production and business establishments that must be relocated due to environmental pollution, establishments that must be relocated according to construction planning and urban planning. |
