On the morning of April 6 (local time), in the capital Tashkent, Uzbekistan, National Assembly Chairman Tran Thanh Man delivered an important speech at the High-level Plenary Session of the 150th Inter-Parliamentary Union Assembly (IPU-150).
Vietnam News Agency respectfully introduces the full text of the speech by National Assembly Chairman Tran Thanh Man:
Dear Chairman,
Dear Ladies and Gentlemen,
First of all, on behalf of the National Assembly and the people of Vietnam, please allow me to extend my warmest greetings to the parliamentarians and delegates attending the 150th Assembly of the Inter-Parliamentary Union. This session is a valuable opportunity for us to exchange and share experiences and seek solutions to promote sustainable development and social justice globally.
The theme of this session, “Parliamentary Action for Development and Social Justice,” is of utmost practical and urgent significance. As the world faces unpredictable changes, from climate change to inequality and political conflict, the role of parliaments in supporting and promoting sustainable development is of paramount importance.
Dear Sir or Madam,
Sustainable development must go hand in hand with social progress and equity. We cannot consider development a success if a significant portion of the population is left behind.
Therefore, it is the duty of parliaments to ensure that all policies are aimed at narrowing the gap between rich and poor, ensuring that all people, regardless of gender, religion, ethnicity or social class, benefit from the fruits of development.
The Vietnamese National Assembly has been making efforts to create a fair legal and policy system, promoting people's participation in the process of policy making and implementation.
Towards a new era of development, an era of wealth and prosperity, the Vietnamese National Assembly is making efforts to perfect the legal framework, promptly remove institutional shortcomings to unleash resources, apply science and technology, innovation, digital transformation, develop a green economy and convert energy to bring the country to develop quickly, strongly and sustainably, ensuring social equity.
The Vietnamese National Assembly pledges to continue to accompany parliaments around the world, determined to realize noble goals for a world of peace, sustainable development, fairness and a better world for all humanity.
Dear Sir or Madam,
Despite the progress we have made, we cannot afford to be complacent. The world is changing at a rapid pace, and the challenges we face today will be much more complex problems in the future.
To respond promptly and effectively, parliaments need to strengthen international cooperation, share experiences and support each other in building development policies. Accordingly, I propose some specific directions as follows:
Firstly , taking the spirit of development creation as the core in carrying out the mission and role of the National Assembly and Parliament. In particular, focusing on perfecting the legal system, along with supervising the implementation and creating conditions for effective implementation of inclusive, comprehensive and breakthrough development policies.
Second , put people at the center, truly affirm the nature of elected bodies; take social justice and progress as the highest measure of development.
Third , strengthen coordination of actions and international cooperation among member parliaments, especially in protecting peace and resolving disputes and disagreements on the basis of international law.
Dear Sir or Madam,
The IPU plays a pivotal role in promoting dialogue and cooperation among countries, and I believe that, through this forum, we can create a stronger and more effective network of mutual support.
No country or society can develop sustainably without putting people at the centre of all policies. I call on every parliamentarian and every country to do more, together to build a fair, prosperous and sustainable world for all.
Thank you very much!
