Vietnam and Armenia continue to strengthen friendship and cooperation

Accordingly, the two National Assembly Chairmen agreed to increase delegation exchanges and contacts at all levels, especially high levels, to strengthen political trust and create a foundation to promote cooperation in other fields.

In an atmosphere of friendship, Speaker of the Armenian Parliament Alen Simonyan warm welcome Chairman of the National Assembly Tran Thanh Man and his wife, along with the high-ranking delegation of the Vietnamese National Assembly, paid an official visit to Armenia; expressed the honor of welcoming and meeting again the Chairman of the National Assembly Tran Thanh Man on his visit to Armenia and recalled the profound memories of his visit to Vietnam in November 2024, especially the good impressions of the country and people of Vietnam.

National Assembly Chairman Tran Thanh Man expressed his pleasure on behalf of the leaders of the Party and State of Vietnam to lead a high-ranking delegation of the Vietnamese National Assembly to officially visit beautiful and hospitable Armenia, and thanked the President of the Armenian National Assembly, leaders, National Assembly deputies, and people of Armenia for giving the President, his wife, and the high-ranking delegation of the Vietnamese National Assembly a warm, respectful, and thoughtful welcome.

Recalling the significance of President Ho Chi Minh's visit to Armenia in July 1959, the National Assembly Chairman emphasized that this visit, along with the visit to Vietnam by the Armenian National Assembly Chairman in November 2024, will create momentum for Vietnam and Armenia to continue to strengthen the friendship and cooperation between the two countries and peoples.

Congratulating the Armenian people on their achievements in socio-political stability, economic development, affirming Armenia's role and position in the international arena, National Assembly Chairman Tran Thanh Man also shared Vietnam's outstanding socio-economic achievements in 2024 and major orientations in 2025 towards a new era, an era of national prosperity; affirming that Vietnam always attaches importance to the good traditional friendship with Armenia over the past decades.

The Chairman of the Vietnamese National Assembly thanked Armenia for its support to Vietnam in the struggle for independence as well as in the cause of national construction and development, and hoped that the two sides would continue to uphold that fine tradition, promote and deepen the Vietnam-Armenia cooperation in all fields and channels, including the Party, State, Government, National Assembly and people-to-people exchanges.

In order to further strengthen cooperation between the two National Assemblies, National Assembly Chairman Tran Thanh Man was pleased to announce that the Vietnamese National Assembly has established the Vietnam-Armenia Friendship Parliamentary Group and believes that through the activities of the Vietnam-Armenia and Armenia-Vietnam Friendship Parliamentary Groups, many exchanges and cooperation activities will be promoted and the two National Assemblies will be bridged to promote relations between the two countries and the two National Assemblies.

The President of the Armenian National Assembly expressed his high agreement with the opinions of National Assembly Chairman Tran Thanh Man; emphasized that Armenia highly values ​​Vietnam not only as a friend but also as a leading economic and trade partner in the region; said that Armenia will be the host country of the United Nations Conference on Biological Diversity (COP17) held in 2026 and expressed his wish that Vietnam will send a high-level delegation to attend this Conference.

Appreciating the signing of the Cooperation Agreement between the two countries' National Assemblies during this visit, creating a legal framework for further strengthening relations between the two legislative bodies in the coming time, the two leaders agreed to increase the exchange of high-level delegations of National Assembly leaders, cooperation activities between National Assembly Agencies, Friendship Parliamentarians' Groups, Young Parliamentarians' Groups, Women Parliamentarians' Groups, and National Assembly Deputies of the two countries.

The two sides will strengthen cooperation, information exchange and experience sharing between specialized committees and National Assembly deputies in parliamentary activities, especially in the fields of legislation and supervision; strengthen supervision and urge the effective implementation of bilateral and multilateral cooperation agreements that the two governments have signed or participated in, especially agreements that help promote economic and trade cooperation...

The two National Assembly Chairmen agreed that economic and trade cooperation between the two countries has seen positive growth in recent years, especially since the Free Trade Agreement (FTA) between Vietnam and the Eurasian Economic Union (EAEU) took effect in 2016. Two-way trade turnover in 2024 reached nearly 500 million USD, but is not yet truly sustainable.

To further promote cooperation in this field, National Assembly Chairman Tran Thanh Man suggested that Armenia create conditions for Vietnamese enterprises to access the Armenian market and the Eurasian Economic Union (EAEU), especially through the cooperation mechanism within the framework of the Free Trade Agreement between Vietnam and the EAEU, of which Armenia is a member; increase information exchange on policies and markets; create favorable conditions for enterprises of the two countries to participate in investment-trade promotion activities, specialized fairs, and international exhibitions held in each country.

The two sides agreed to study and remove difficulties for businesses of the two countries when investing in each other's markets; soon exchange lists of goods that each country needs to serve the diversification of bilateral import-export activities in which both sides have potential and strengths.

Affirming that the two countries still have much potential and room to promote cooperation in the fields of culture, tourism, education-training, transportation, local cooperation and people-to-people exchange, the two National Assembly Chairmen agreed to strengthen cooperation between other localities of the two countries to make the most of the potential of the localities, contributing to cooperation between the two countries in general.

On this occasion, National Assembly Chairman Tran Thanh Man suggested that Armenia pay attention to and encourage the organization of exchange activities, promote the cultural and historical values ​​of the two countries, contribute to enhancing understanding among the younger generation and fostering friendship between the two peoples; and consider the possibility of establishing an Armenia-Vietnam Friendship Association in Armenia.

Regarding cooperation at international and regional forums, the two National Assembly Chairmen agreed to continue to maintain, contact, consult, coordinate and support each other at multilateral parliamentary forums as well as on regional and world issues of mutual concern such as the Inter-Parliamentary Union (IPU), the General Assembly of the Inter-Parliamentary Assembly of Southeast Asian Nations (AIPA), the Francophone Parliamentary Union (APF); together contributing positively, proactively and responsibly to building peace and stability in the region and the world.

As an active member of ASEAN and the ASEAN Inter-Parliamentary Assembly (AIPA), National Assembly Chairman Tran Thanh Man affirmed that Vietnam is ready to act as a bridge for Armenia to expand cooperation with ASEAN-AIPA and other member parliaments.

National Assembly Chairman Tran Thanh Man also suggested that the two sides continue to coordinate effectively at regional forums, supporting the stance of ASEAN and Vietnam on the East Sea issue of resolving disputes by peaceful means, on the basis of international law, the United Nations Charter, and the 1982 United Nations Convention on the Law of the Sea.

After the talks, the Chairmen of the National Assembly of the two countries signed the Cooperation Agreement between the National Assemblies of Vietnam and Armenia.
