Unifying the data system in assessing the progress of implementing Resolution 57 and Resolution 71

Deputy Prime Minister Nguyen Chi Dung requested the Ministry of Science and Technology to report on the implementation of tasks and propose solutions to the Government Steering Committee on science, technology and innovation development.

On the morning of August 1, at the Government Headquarters, Deputy Prime Minister Nguyen Chi Dung worked with the Ministry of Science and Technology and a number of ministries and branches to review the progress of implementing the tasks of Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation, Resolution 71/NQ-CP amending, supplementing and updating the Government's Action Program to implement Resolution 57-NQ/TW and the concluding notices of the Central Steering Committee.

33 slow, late tasks

Reporting at the meeting, Deputy Minister of Science and Technology Bui The Duy said that as of July 31, the review of the progress of implementing Resolution 71/NQ-CP in 2025 amending and updating the Action Program to implement Resolution 57-NQ/TW on breakthroughs in science and technology development and national digital transformation, currently has 33 tasks behind schedule.

Of these, 12 tasks have been completed, while 21 tasks have not been completed, under the responsibility of 21 agencies. There are 9 ministries: Ministry of Agriculture and Environment (10 tasks), Ministry of Ethnic Minorities and Religions (4 tasks), Ministry of Education and Training, Ministry of Justice , Ministry of Health, Ministry of Public Security (all 1 task), Ministry of Science and Technology (2 tasks), Ministry of Finance (4 tasks); 11 localities such as Thanh Hoa, Dong Nai, Bac Ninh, Vinh Long, Ninh Binh, Hai Phong, Tay Ninh, Quang Ninh, Hanoi, Gia Lai, Hung Yen.

Deputy Minister Bui The Duy said that some unfinished tasks related to building applications to deploy artificial intelligence, issuing programs to promote smart manufacturing; solutions and tools to monitor interconnected medical examination and treatment facilities; and removing obstacles related to smart cities and high-tech zones.

Upgrading infrastructure and perfecting information technology is a common task of ministries, branches and localities, but currently the Ministry of Ethnic Minorities and Religions, the Ministry of Education and Training, the Ministry of Agriculture and Environment, the Ministry of Health, Thanh Hoa, Dong Nai and Bac Ninh have not completed it.

Many ministries, branches and localities have completed their tasks but have not yet submitted reports or updated the system; leading to the situation where statistics still record it as "not completed."

The Ministry of Science and Technology also clearly stated the causes of difficulties and obstacles; proposed tasks to be done, implementing agencies and completion deadlines. At the meeting, representatives of the Ministry of Agriculture and Environment; Ministry of Public Security; Ministry of Finance; Ministry of Education and Training... reported on the progress of implementing the tasks of Resolution 57-NQ/TW.

Many tasks have been basically completed and are being urgently updated to meet the required progress. For tasks that are slow to be implemented, the main reasons are reporting procedures, data updates and preparation time; limitations in human resources and infrastructure that currently do not meet the requirements.

Frankly pointing out that some tasks are still slow, the backlog is still large, while the tasks from now until the end of the year are very large, Deputy Prime Minister Nguyen Chi Dung requested the Ministry of Science and Technology to coordinate with ministries, branches, and localities to proactively synthesize detailed reports, reflecting more generally the actual implementation situation, tasks, especially objective and subjective causes; propose solutions and recommendations to the Government Steering Committee, the Central Steering Committee on science and technology development, innovation and digital transformation.

The Ministry of Science and Technology coordinates with the Ministry of Public Security and the Government Office to discuss with the Central Steering Committee's Working Group to share and unify information systems and databases to monitor the daily implementation of Resolution 71/NQ-CP tasks.

Based on clearly identifying objective and subjective causes, the Deputy Prime Minister requested that after this meeting, ministries, branches and localities report on the implementation of assigned tasks in detail; causes; commitments on upcoming progress; proposals and recommendations; and send them to the Government Office and the Ministry of Science and Technology before August 5.

The Ministry of Science and Technology urgently reviews, synthesizes and completes the report on the implementation of tasks to send to the Government Steering Committee before August 8.

At the same time, the Deputy Prime Minister requested to develop daily reports based on data connected from the Central Steering Committee's system to ensure timely monitoring.

The Ministry of Science and Technology needs to complete the list of urgent and prioritized tasks within the implementation framework. On that basis, the Ministry of Finance has a policy to guide ministries and branches to develop a medium-term supplementary investment plan and submit it to the Government for issuance of a separate resolution to allocate capital.

At the same time, ministries and branches must continue to review and reduce administrative procedures, especially land-related databases.

The Government Office urgently issues a conclusion notice; at the same time, advises on the development of the Prime Minister's directive to urge the effective implementation of Resolution 57, Resolution 71 and the plans of the Steering Committee./.
