Removing difficulties and obstacles in residential arrangement projects and some projects

On March 31, Comrade Nguyen Dinh Viet, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation, chaired a meeting to remove difficulties and obstacles in residential resettlement projects and projects using the central budget reserve in 2024.

Attending the meeting were comrade Nguyen Thanh Cong, Vice Chairman of the Provincial People's Committee; leaders of provincial departments, branches and sectors; leaders of districts, towns and cities.

Removing difficulties and obstacles in residential resettlement projects and projects using the central budget reserve in 2024.

As of March 31, the total number of unapproved natural disaster prevention projects is 20; of which, 19 are residential arrangement projects, 1 is a traffic project, with a total investment of over 406 billion VND (central budget 250 billion VND, provincial budget over 144 billion VND, district budget nearly 6 billion VND).

Currently, the Department of Finance is submitting for appraisal and approval 3 projects: Arrangement of resettlement of residents in Huoi Na village, Hua Trai commune, Muong La district; arrangement of residents in the landslide disaster area of ​​Huoi Soi commune, Chieng Ngam commune, Thuan Chau district; arrangement of residents in the landslide disaster area of ​​Ten Pa Hu resettlement site, Liep Te commune, Thuan Chau district. Proposing to stop the landslide repair project of Provincial Road 112, section Km13+258-KM13+435, invested by the Department of Construction. 16 projects have not been submitted for appraisal and approval; of which, 14 projects are for resettlement of residents from the central budget and 2 projects from the provincial budget.

At the meeting, departments, districts, towns and cities reported difficulties and obstacles in the implementation of the project. The main reasons were that the purpose of forest use had to be changed to another purpose; there was no resolution of the Provincial People's Council allowing the change of land use purpose and land recovery for site clearance; the preparation of detailed planning for the project took a long time...

Leaders of Song Ma District People's Committee spoke at the meeting.

The localities proposed to the Provincial People's Committee to allow the districts to implement the detailed project planning according to the shortened process for these projects so that the projects can be approved and implemented soon, ensuring safety and stability for households in landslide areas. The Department of Agriculture and Environment is interested in reviewing and appraising, submitting to the Provincial People's Committee for approval of the project and synthesizing and submitting to the Provincial People's Council to supplement the list of state land acquisition projects, adding the list of projects to the district's land use plan in 2025 to have a basis for site clearance and project implementation; appraising and submitting to the Provincial People's Committee to submit to the Provincial People's Council for approval to change the purpose of forest use to another purpose to implement the project.

Speaking at the meeting, comrade Nguyen Dinh Viet suggested that the districts prioritize focusing maximum resources to implement the projects. Every week, the districts report the progress of implementation; by June 15 at the latest, the districts will select contractors to implement the projects. The Department of Agriculture and Environment will speed up the appraisal of the projects; the Department of Finance will strengthen the supervision and inspection of the projects, helping the districts to handle problems and difficulties in the spirit of "running while lining up", with the common goal of ensuring safety for the people, especially in the upcoming rainy season. The departments will coordinate to study the plan when the district level ends, then implement the transitional projects.
